I have reviewed the subject lighting plan. The plan shows an average lighting level of 4.6 fc which is quite high. IES recommends a level of 4.0 fc for pedestrian security in high activity parking lots. The IES recommendation for high activity vehicle traffic in parking lots is 2.0 fc. We use a design guideline of 2.0 fc for a major arterial in commercial areas. The spill over on McClelland Drive is approx. 2.4 fc which is quite high as McClelland is classified as a commercial collector street which would have a design criteria of 1.0 fc. The spill over to the east does not seem to be excessive. The difficulty that the designer is faced with is the next smaller size MH lamp is 400 watts why' h, wily) , probably give about 1.6 fc and I expect that they probably want at least 2.0 fc. Another possibility for them might be a 600 watt HPS light. Depending on the fixture this could give them a lighting level of around 3.7 fc and would be more energy efficient but the color rendition would not be as good.
