the Site Plan is not necessary. This request is a P.U.D. and,
therefore, is approved by the Planning and Zoning Board.
8. The parking situation as indicated on the Site Plan is
unclear. Parking on site, as stated under the Site Data, will
be 2 spaces in the driveway and on -street "as required".
General Note 5 states that the preschool owner's vehicle will
occupy only one slot in the driveway beginning in the Fall,
1994. Parking provisions relating to the business operation
portion of the request are very important, and this would
indicate that there will be only 1 off-street parking space at
any given time for child drop-off and pick-up, making the
traffic impacts to the busy street and intersection more of a
concern.
This completes the review comments at this time. Additional
comments may be forthcoming as the various departments and
reviewing agencies continue to review this request. Please be aware
of the following dates and deadlines to assure your ability to stay
on schedule for the May 23, 1994 Planning and Zoning Board hearing:

Dear Ralp4 and Marlene,
Staff has reviewed your documents for the Five Senses Child Care
Center P.U.D. that were submitted on March 31, 1994, and would like
to offer the following comments:
1. The Light & Power Department has stated that they are assuming
no changes are needed to the existing electric service (either
location or quantity of service) that would trigger any
electric service charges.
2. A copy of information for large day care homes with respect to
building code requirements is attached to this letter. Please
contact Sharon Getz of the Building Inspection Department,if
you have questions about the information. Sharon can be
reached at 221-6760.
3. General Note 7 should say that the existing zoning is RP -
Planned Residential, with a P.U.D. condition.
4. General Note 1 refers to the existing and proposed conditions
of the property. This would mean that the "typical" 6' privacy'
fence and landscape timbers are all in place? Why are some of
the landscape plant materials, 6' privacy fence, storage
building, and proposed sand play area shown outside of your
lot? Is this really the case?
5. The Transportation Department has stated that u-turn and
backing movements related to child pick-up and drop-offs will
likely cause safety problems if executed this close to the
arterial street intersection.
6. Staff feels that the proposed large home day care use in a
residential neighborhood is not really in question, but the
location for this proposal is of concern. Its proximity to a
major, busy intersection could create traffic, circulation,
child drop-off and pick-up conflicts, especially during the
peak traffic hours. The idea of only one automobile every 5
minutes (and only one at any given time), as indicated in your
Traffic Generation table on the Site Plan, seems very
optimistic.
