The Harmony Corridor Design Guidelines require the clumping or massing of certain types of plant material within the 80 foot buffer. 24. The building foundation along Harmony Road should be planted with foundation shrubs to mitigate a potential 20 foot high block wall. 25. The southerly elevation should be articulated or enhanced to create a more attractive building and comply with the Harmony Corridor Design Guidelines. 26. All rooftop mechancial equipment should be totally screened from the public streets. 27. Parking lot and building security lighting should be down directional with sharp cut-off luminaires. 28. It is recommended that should the decision be made to proceed, a pre -submittal conference with the Planning Department be arranged to discuss the documents that need to prepared for a complete submittal. impact analysis. This study will investigate the impact on the street system, the adjacent intersections, and trip distribution. The traffic study must be prepared by a professional engineer. For further information, please contact Eric Bracke, Transportation Engineer, 221-6608. Also, detailed information is provided in Chapter 7.14 of the Development Manual. The Planning Department has a list of traffic engineering consultants who are familiar with the scope of a traffic study in Fort Collins. 14. The development of this site will require the construction of a sidewalk along both public streets, if not already constructed. The sidewalk on Harmony Road will be eight feet wide. The developer is responsible for four feet of this width while the City's Street Oversizing Fund will reimburse for the remaining four feet. The sidewalk on Innovation Drive is required to be four feet wide with the developer responsible for the total width. 15. The City Engineering Department will work with Public Service Company on connecting the sidewalk to the east. 16. The sidewalk on Harmony Road is allowed to gently meander in accordance with the Harmony Corridor Design Guidelines. A copy of these guidelines are -available at the Planning Department. If the sidewalk meanders outside of the dedicated right-of-way, then an access easement can be dedicated accordingly. The City has a standard form for accepting such dedications. 17. The lot is already platted. At the time the plat was approved, a six foot wide utility easement along Innovation Drive was the standard. At this time, however, the utility providers need nine feet in order to accommodate both sidewalk and utilities. Therefore, an extra three feet will need to be dedicated. The Planning Department has standard forms that can be used to dedicate additional property for purposes of utility easements, without creating the need to do a replat. This design can become part of the Drainage and Grading Plan and can include standard City details. 19. The 80.foot landscape buffer along Harmony Road*is measured from the future edge of pavement. 20. The I-P Site Plan Review requires a landscape plan, which can be combined on the same sheet as the site plan. The architectural sheet should be separate. 21. The landscape details should include what is existing on the site that will be preserved. Also, please indicate if any existing trees are to be relocated. 22. Landscaping and or berming should be provided along Innovation to screen headlights in the parking lot. 5.' It is a requirement of the Zoning Code that the setback on the north property line be 30 feet. Your request for a 10 foot setback will require a variance of 20 feet. Please coordinate with Peter Barnes, Zoning Administrator, 221-6760, regarding scheduling a hearing date with the Zoning Board of Appeals. If the variance is granted, the Site Plan should refer to the variance and the date the variance was granted. 6. If the variance on the north property line is granted, then the City's Building Inspection Division will require that the exterior wall along that property line be rated as a one -hour fire wall. The Poudre Fire Authority will require that the plans for the automatic fire extinguishing- system be submitted to the Fire Marshal, Mike Pretz, for review. 8. The site is located in the Fox Meadows Drainage Basin. The stormwater development fee in this basin is $4,891 per acre, subject to the runoff coefficient and the amount of stormwater detention. 9. As part of the submittal for an I-P Site Plan Review, the Stormwater Utility Department will require a Drainage Report, Drainage and Grading Plan, and Erosion Control Plan. For information on the submittal requirements, please contact Glen Schlueter, Stormwater Engineer, 221-6589. Information is also available in Chapter 7.19 of the Development Manual. 10. The stormwater outfall for the site is the Golden Meadows regional detention pond. This pond is located next to the railroad tracks on the eastern edge of Golden Meadows neighborhood park. The.subject site will be required to convey storm flows to this pond. Stormwater detention will be required on site if the 100- year storm flows, under fully developed conditions, cannot be. conveyed to the regional detention pond. If the conveyance channels to the regional pond cannot handle the storm flows, then the parking lot area on the subject site should be used to detain flows and release at the two-year historic rate. Some drainage from the site will be allowed to be conveyed to the street. 11. Development of the site will not be allowed to proceed until the Drainage Report and Drainage and Grading Plan, and Erosion Control Plan are in final form and approved by the City. 12. The site will be assessed a Street Oversizing Fee. For background information on this fee, please refer to Chapters 7.18 and 8.1 of the Development Manual. LAND USE DATA: Request for a 11,175 square foot building for electrical wholesale supply (20% office, 80% warehouse) on Lot it of Golden Meadows Business Park. Lot is 45,360 square feet located at the northeast corner.of Harmony Road and Innovation Drive. COMMENTS: 1. Electrical power is available at the lot corner. The developer's electrical contractor should complete the "C-1" form to determine entrance capacity and size the transformer. Normal development charges will apply. The location of the transformer should be coordinated with Light and Power. The transformer should be screened from. public streets by an enclosure meeting the specifications of Light and Power, or by landscaping. Existing water and sewer services are stubbed in off Innovation Drive towards the north half of the lot. It will be the developer's obligation to verify the tap sizes to see if they are sufficient to serve the property and the proposed use. There is a long range plan to install a 36 inch diameter water main along Harmony Road -within the 80 foot landscape, utility, and drainage easement. 4. The zoning of the property is I-P, Industrial Park. This will require that the property develop according to the criteria of the Zoning Code and be reviewed administratively by the Planning Director as an I-P Site Plan Review. The submittal requirements for an I-P Site Plan Review are in the Development Manual.
