All rooftop mechanical equipment will be totally screened from view from public streets. F. Storage of inventory and materials shall take place within the structure. There shall be no storage of outside materials, pallet racks, bins, crates, shipping containers, or pieces of equipment. 16. Since this is a request for an administrative review by the Planning Director, and not by the Planning and Zoning Board, the approval block should be changed. Please substitute "Planning Director" for "Planning and Zoning Board" in three locations on the approval block. This concludes our comments at this time. Please note that additional comments have been made on the Utility Plans and Drainage Report that are not included here. Otherwise, the condition of the variance will not be met. 9. The three English Oak should be clumped closer together to fill in the gap of landscaping along the existing berm. 10. The landscape plan must be on a 24 x 36 sheet. It may be combined on the same sheet as the Site Plan. Please add a landscape table. This table must identify the quantity and species of plant materials by common and Latin name, and include a legend by which to note the location on the plan. 11. The landscape plan should either delete the Moot House Sign or indicate that it is to be removed. Please note the location of the new project identification sign. Generally, the new monument sign is located in a shrub bed. The pedestal should be on masonry material that matches the building. 12. The landscape plan should be amended to add additional plant material in the following two locations: A. The south elevation of the building needs foundation shrubs, located in shrub beds. These shrubs can be a mix of deciduous and evergreen. B. Along Innovation Drive, shrubs should be added to screen headlights and glare. This may accomplished by a combination of landscaping and berming. If berms are used, they should reach a height of at least three feet. 13. Comments from the Stormwater Utility and Water and Wastewater Utility have been made on the Utility Plans or under separate cover. 14. The architectural elevations are required to indicate the exterior materials and building height. Please add more information to the architectural sheet. Please refer to comment number 25 from Conceptual Review regarding articulation along the south elevation. How is this being addressed? 15. Please add the following notes to the Site Plan: A. Refer to Utility Plans for location of utilities, easements, and stormwater detention areas. B. The City will not be responsible for maintenance of on -site storm drainage facilities. C. Building will conform to minimum Colorado Energy Code Requirements. ` D. Exterior lighting, both building and pole -mounted, shall be down directional with sharp cut-off luminaries. Light source shall be high pressure sodium. The eight foot walk along Harmony Road must be constructed in conjunction with Colotex Electric, and not be postponed to some unspecified future date. The City's Street Oversizing Fund will reimburse the developer for four of the eight feet of total width. 2. The curb return and sidewalk ramp must be constructed at the intersection of Harmony and Innovation. 3. ' Utility Plans must include general notes and standard details. 4. Contact U.S. West for conduit specifications for the main telephone entrance cable. 5. The location of the transformer is not noted on either the Site or Landscape Plan. The location of the transformer must be within 10 feet of hard surface so landscaping will not be damaged during an emergency change out. The transformer must not be visible from Harmony Road. It can be screened by landscape materials or by a solid enclosure that meets the clearance specifications of Light and Power. 6. Similarly, the trash enclosure is not indicated on either the Site or Landscape Plan. Again, this enclosure should not be visible from Harmony Road. The enclosure must be solid on three sides. The open side must be screened with solid swinging gates. 7. The Poudre Fire Authority requires fire sprinkler plans. Please submit to Joe Jaramillo, P.F.A., 102 Remington Street. 8. The zoning variance was approved with the condition that there be landscape materials along the north property line between the building and the property line. Presently, the plans do not show landscape materials in this area. Please continue the landscape treatment along the 281 North College Avenue � P.O.
