Cb1i9[ A►BO® PFIRIA ARY/RUL PW VALUE PLASTICS PUD PAM im sw ns lW ro q m .✓ III 7 7 Value Plastics PUD, Referred Administrative Change #26-94A January 23, 1995 Planning and Zoning Meeting Page 4 RECOMMENDATION Staff recommends approval of the Value Plastics PUD, Referred Administrative Change, # 26-94A Value Plastics PUD, Referred Administrative Change #26-94A January 23, 1995 Planning and Zoning Meeting Page 3 changes to the primary building, it was determined appropriate for the Planning and Zoning Board to review the modifications. 3. Land Use The land use will remain the same on the property: office, production (manufacturing) and warehousing. However, the square footage of the primary building will be reduced from 45,000 square feet to 40,000 square feet. This represents a change in the size of the building coverage on the lot from 46,875 square feet to 37,875 square feet. The future office/manufacturing building is being increased in size from 12,000 square feet to 18,000 square feet. This portion of the development received only preliminary approval at the time the remainder of the site received preliminary/final PUD approval. Before development of the future building can occur, a final PUD will be required. The proposal as amended continues to meet the All Development Criteria point chart of the Land Development Guidance System. 4. Design �3S f The principal buildi39 is proposed to change from a single story structure to a two story structure. The maximum height is proposed to be,22 feet. This is compatible with the other nearby office buildings which are all two stories. Construction materials will be the same as approved in the PUD: a combination of masonry and metal siding and insulated glazing. As with the previous approval, the building has been designed to save energy, reduce operating costs and create a pleasant work environment for the employees. FINDINGS OF FACT/CONCLUSIONS In reviewing the request for the Value Plastics PUD, Referred Administrative Change, staff makes the following findings of fact: 1. The PUD with the proposed changes continues to meet the All Development Criteria of the Land Development Guidance System; and, 2. The proposed changes constitute a "minor change" as defined by Section 29-526F(6) of the LDGS. Value Plastics PUD, Referred Administrative Change #26-94A January 23, 1995 Planning and Zoning Meeting Page 2 COMMENTS: 1. Background The surrounding zoning and land uses are as follows: N: RH; existing office buildings (Timberline Tech Center and Engineering Professionals) and Fire Station #10. S: IP; NCR and Platte River Power Authority, and RH; existing Value Plastics building. E: RP; new Fort Collins High School, and bp; Pinecone Apartments PUD. W: RH; existing office buildings (American International). The Value Plastics PUD at Timberline Plaza was approved by the Planning and Zoning Board as a combined preliminary/final on May 23, 1994. The approved project included a single story, 45,000 square foot office/production/warehouse building and a future two story, 12,000 square foot office/production building. Final utility plans and development agreement were never approved for this project. Revised utility plans will be submitted to reflect any approved changes. Review of the proposed changes by other City departments has determined that there are no changes to the impacts of the approved PUD. 2. Administrative Change Request Section 29-526F(6) allows "minor" changes to planned unit developments (PUD) to be approved administratively provided they still comply with the All Development Criteria of the Land Development Guidance System. This section also gives the Director of Planning the discretion to refer the change request to the Planning and Zoning Board. A requested change to a PUD is considered to be minor if it does not include the following: 1. A change in character of the development. 2. An increase by greater than one (1%) percent in the approved number of residential dwelling units. 3. Any change in the development that would normally cause the project to be disqualified under the applicable criteria. The requested Administrative Change does not have any of the above characteristics. Prospect Road Fort Collins, CO 80525 OWNER: Sampson Partnership 3350 Eastbrook Drive Fort Collins, CO 80525 PROJECT DESCRIPTION: This is a referral of an Administrative Change to the Planning and Zoning Board for a request to change the building and lot pattern approved in a Final PUD - Value Plastics PUD at Timberline Plaza. The project is located on 5.75 acres at the northwest corner of Timberline Drive and Danfield Court. The property is zoned RH, High Density Residential. The proposed changes include a revised building, revised building footprint and reconfigured parking. RECOMMENDATION: Approval EXECUTIVE SUMMARY: The applicant proposes to change the approved PUD by reducing the square footage of the principal building by 3,000 square feet, changing the building from a single story to a two story building and reconfiguring parking and the location of a future office/manufacturing building. The proposed changes do not alter the findings of fact from the Planning and Zoning Board approval. Nor do they represent a change in the character of the development which would constitute a "major change" to the PUD.
