TRANSPORTATION IMPACTS The key intersections were analyzed using the unsignalized and ' signalized analysis techniques as published in the "Highway Capacity Manual," Special Report 209, TRB, 1985. Table 2 shows the level of service analysis using the 1994 morning and afternoon peak hour traffic. Calculation forms are 'provided in Appendix B. The key intersections currently operate acceptably, except for minor street left turns during the afternoon peak hours. Acceptable operation is defined as level of service D or better. The delay associated with level of service E ' operation during the afternoon peak hour is common and is generally accepted at stop sign controlled intersections on arterial streets in urban areas. ' In the short range future, it is expected that a signal would be warranted at the Timberline/Vermont intersection. This warrant is based upon traffic projections. The minor street volumes that cause the warrant to be met are from the east leg of Vermont Drive. An actual warrant analysis should be conducted as development continues in this area. This signal is also shown to be warranted ' in the "Pinecone PUD Site Access Study." Table 3 shows the level of service at the key intersections in the short range future. Calculation forms are provided in Appendix C. The analyzed intersections operate acceptably. Minor street left turns at the Timberline/Danfield intersection will be at level of service F with stop sign control. When the signal is installed at the Timberline/ Vermont intersection, it is likely that minor street left turns ' will be restricted at Danfield Court. With signalization, the Timberline/ Vermont intersection will operate acceptably (level of service B). Table 4 shows the level of service at the key intersections in the long range future. Calculation forms are provided in Appendix D. With stop sign control and limited turns, the Timber line/Danfield intersection will operate acceptably. With signalization, the Timberline/Vermont intersection will operate acceptably (level of service C). ' The long range future geometrics at the key intersections are shown in Figure 7. This is compatible with the geometrics shown in the "Pinecone PUD Site Access Study," and as indicated in various city plans for Timberline Road. RECOMMENDATIONS ' This study assessed the transportation impacts of the proposed Value Plastics light industrial development consisting of 45,000 square feet in Phase 1 and an additional 6,000 square feet in an ' unspecified future along Timberline Road in Fort Collins, Colorado. This use is expected to generate 350 vehicle trip ends on an average weekday. Currently, the Timberline/Vermont and Timberline/ Danfield intersections operate acceptably with stop sign control, ' except for minor street left turns during the afternoon peak hour. With development of Phase 1 of Value Plastics, completion of Fort Collins High School, and partial completion of other Pinecone residential development, the key intersections will operate acceptably with stop sign control, except for minor street left ' turns. However, it is expected that a signal will be warranted at the Timberline/Vermont intersection based upon traffic projections on the east leg of Vermont Drive. With signal control, this intersection will operate acceptably. It is expected that the Timberline/Danfield intersection will be limited to right-in/right- out/left-in when the signal is constructed. With these turn limitations, this intersection will operate acceptably. ' In the long range future, all key intersections are expected to operate acceptably. TRAFFIC VOLUMES AND TRIP ASSIGNMENT ' Current morning and afternoon peak hour traffic was obtained on March 21, 1994, at the key intersections. Raw count data is provided in Appendix A. The traffic count is shown in Figure 4. 1 Trip Assignment ' The trip assignment is the product of the trip generation and trip distribution process. Both short range and long range trip assignments were performed. Figure 5 shows the short range trip assignment. The site generated traffic was combined with the background traffic to determine the total traffic at the key intersections. Background traffic was determined by factoring the through traffic on Timberline Road by 3% per year to determine a 1995 condition. This t factor was determined based upon traffic projections used in numerous traffic studies for nearby developments. In addition to the increase in background traffic on Timberline Road, traffic on Vermont Drive was also increased due to the continuing development ' of the Pinecone Area (the high school and residential areas) to the east of Value Plastics. It was assumed that Fort Collins High School would be built and operational in the same short range ' future that Value Plastics, Phase 1 would be completed. It was also assumed that half of the residential area would be built in the short range future. The traffic from the Pinecone Area was ' obtained from "Pinecone PUD Site Access Study," April 1992. As mentioned earlier in this report, a long range analysis was also performed. Figure 6 shows the long range trip assignment ' assuming full build out of the business park as presented in Table 1, Trip Generation. TRIP DISTRIBUTION ' The overall directional distribution of the site generated traffic was based upon the existing travel patterns at the ' Timberline/Vermont and Timberline/Danfield intersections and consideration of trip attractions and productions in Fort Collins. Typical trip attractions for peak hour home -based trips are employment and retail centers. Typical trip productions for work trips are residential areas. Two trip distributions were developed and rounded to the nearest 5 percent as shown in Figure 3. 1 5 II. TRIP GENERATION AND DESIGN HOURLY VOLUMES Trip generation was estimated using Trip Generation, 5th Edition, ITE. Table 1 shows the daily and peak hour trip generation for each phase of Value Plastics. A trip is defined as a one way vehicle movement from origin to destination. The origin or destination of a generated trip would be within the business park area. Table 1 also shows the trip generation for other vacant parcels within the business park, based upon a previously developed site plan. Development of these additional uses were assumed in the long range analysis. INTRODUCTION This traffic study for Value Plastics addresses the capacity, geometric, and traffic control requirements associated with the proposed industrial/office/warehouse development, west of Timberline Road and south of Vermont Drive in Fort Collins, Colorado. The site location is shown in Figure 1. Existing and Proposed Site Uses The land for this development is currently vacant. The applicant is proposing to construct 45,000 square feet of office/production/warehouse in Phase 1 and an additional 6,000 square feet in a later phase at an unspecified future time. The land in the area is flat. Figure 2 shows a site plan of Value Plastics. Site Access Access is proposed via existing streets within this business park. No direct access is proposed to Timberline Road. Both Vermont Drive and Danfield Court, in Figure 2, are existing streets intersecting with Timberline Road. Access to the Value Plastics site will be via these streets and Easterbrook Drive, which connects Vermont Drive and Danfield Court west of Timberline Road. Both the Timberline/Vermont and Timberline/Danfield intersections have stop sign control. Due to the railroad tracks to the west, all access must be to Timberline Road. Existing Land Uses Land uses in the vicinity of Value Plastics are predominantly ' light industrial (National Cash Register), office, residential or vacant. There is vacant land to the west of Easterbrook Drive and north of Vermont Drive. This is land within this business park, ' but has not yet been developed. Active uses within this business park are National Cash Register, the existing Value Plastics building, and a small professional office building. The new Fort Collins High School is currently under construction to the east of Timberline Road. There is a residential community developing to the north and east of the high school.
