understand, you may want to consider providing a seperate grading
plan, to make the drainage plan less congested.
- Please detail the confluence of the outlet pipe and the swale,
will rip -rap protection be provided?-
- Please show all storm drainage facilities on the overall utility
plan, include size type and reference appropriate detail sheet.
Please use different symbols for storm, water or sewer lines.
- Please provide for an emergency overflow spillway for the
detention pond.
- If you have any questions or concerns regarding this review, feel
free to contact the stormwater utility for clairification.

grading and drainage plan as well.
- Please include an end section detail with the drainage and
erosion control details.
- Easements need to be dedicated for the swales and the detention
facility.

19. The plat will be approved by the Planning and Zoning Board and
signed by the Secretary of the Planning and Zoning Board, not
the Director of Planning. The title of the plat should
include the initials PUD or Planned Unit Development.
20. Staff believes that the circulation system in the area of the
garages is awkward. It may be that the interim curb lines are
confusing to some.
21. The title of the PUD should be as an amended preliminary and
final PUD. The Planning Objectives should state what is being
amended from the approved preliminary and should address the
proposed future expansion areas, to the north, west and south
of.the main building.
This concludes staff comments at this time. In order to stay on
schedule for the May 23, 1994 Planning and Zoning Board hearing,
please note the following deadlines:
Plan revisions are due May 6th by 8:30 am for Final Review (3
sets of plans and written documentation responding to the
above concerns),
PMT's (one PMT of each plan sheet), colored renderings, and 8
prints are due May 16th.
Final mylars and other documents are due as soon as possible
following the hearing.
Please be aware that the development agreement and utility
plans must be signed prior to the Planning and Zoning Board
Hearing, for all PUD's. If not, a condition will be placed on
the project giving you 30 days to finalise the plans and
agreement,. after which time, you must submit a request for an
extension, to the Planning and Zoning Board.

6. According to the Poudre Fire Authority, if a building is
greater than 5,000 sf, then an automatic fire sprinkler system
must be installed. As an alternative, you may be able to
divide the building up into areas that are less than 5,000 sf.
Please contact Mike Pretz at the Fire Authority (221-6579) for
more information.
7. The site shall be accessible to persons with disabilities in
accordance with UBC Section .3103 and UBC Appendix Section
3106. Provide designated and marked accessible routes between
the building and the public way and accessible parking and
building. Provide parking and signs per Appendix Section
3107.
8. Storage or use of hazardous materials must be in compliance
with the Fire Code and Chapter 9 of the 1991 UBC asadoptedby
the City of Fort Collins. A list of such materials with
quantities and classifications should be submitted for review
at the time of building permit application.
9. Allowable floor area of the building must comply with Section
505 of the UBC.
10. Staff requests additional bicycle parking, for employees, be
provided for in a convenient, safe, and protected area.
11. You will be responsible for re -striping the Vermont and
Timberline intersections as per the traffic study
recommendations.
12. The Eastbrook driveway should align with the opposite curb
cut. Please contact Tom Vosburg at the Transportation
Division (221-6608) if you have problems or questions with
this.
13. On the plat, the monumentation used/found/set must be
described.
14. Natural Resources has concerns about noise, air pollution, and
odor problems. Please respond to these concerns.
15. Please include a fence detail on the site plan.
16. Foundation plantings should be provided on the north side of
the garages. Would it be possible to provide low foundation
plantings along the glassy north side of the building?
17. Staff requests that all Timberline Road landscaping,
especially street trees, be planted at the time of development
of this phase. Staff also requests that additional
landscaping, including evergreen trees, be provided along
Timberline Road and Eastbrook Drive (see redlined plan).
Additional trees and shrubs should be added to the parking lot
landscaping. A berm along Eastbrook Drive would enhance that

Dear Ms. Ripley,
City Staff has reviewed your submittal for Value Plastics PUD-
Preliminary and Final, and offers the following written comments:
1. Review of these plans should not be construed as a commitment
that telephone facilities sufficient to serve this project are
presently available. US West will provide telephone service
in accordance with the rates and tariffs on file with the
Colorado Utilities commission.
2. The owner is responsible for provision of all conduit, ditch,
and street crossings for telephone facilities within the
project, and the owner provides terminal room space and power
for the main terminal at one building, generally in a
janitor's closet or utility room. The owner's vendor provides
all facilities beyond the main terminal. Contact the US WEST
engineer, Susan Peterson, for conduit specifications for the
main telephone entrance cable..
3. Any relocation of existing telephone facilities required by
these plans will be paid for by the developer. The telephone
pedestals shown on the utility plans connect a conduit
structure to be used for this site and the adjacent fire
station. US WEST will consent to vacate the existing utility
easements after this conduit structure has been replaced with
a new one at a mutually agreed upon location.
4. Please see attached comment sheet for Stormwater Utility
comments. These comments are new, and were not part of the
first set of comments sent to you.
5. Water and Wastewater redlined the plat and utility plans.
These redlines were forwarded to your engineer. They also
have requested a note on the landscape plan that a minimum of
10' of distance be maintained between trees and water
meters/pit/curb stops/etc. This distance shall be 4' for
shrubs.
