Motion passed 5-0. WESTFIELD PARK PUD - Final. #27-94A Chairperson Bell noted a conflict and excused herself from discussion. Vice -Chair Colton chaired this agenda item. STAFF PRESENTATION Staff gave a presentation noting the following: The proposal is for 118 single-family residential lots on 31 acres. The location is the south side of Horsetooth Road. To the east is South Shield Street; to the west is Taft Hill Road; Seneca Street runs off of Harmony Road which runs south. Seneca Street will eventually bisect the property. The property includes Westfield Park. Adjacent to the property is Imperial Estates, a single-family residential subdivision; Sky Line Acres is a large lot single-family development; Mountain Ridge Farm PUD is mixed density residential; to the north is Kingston Woods, another single-family residential project. AUDIENCE COMMENTS Genevieve Villamizar talked about her concern regarding lack of open spaces in Ft. Collins; concern for wildlife and a cottonwood thicket. She noted the amount of people walking dogs, exercise activities, etc. DEVELOPER PRESENTATION The developer, Bruce Hendee with of BHA Design noted that the project is low density creating an opportunity for one large open space area for native grasses and riparian habitat. The cottonwood thicket is not being affected by development. There is also a city proposed site for a regional detention pond system. The top half of Westfield Park will have native landscaping. Native grasses will connect north to Pleasant Valley Ditch. A pedestrian crossing is proposed for the area to provide a calming affect to encourage slower traffic along with a grade separated crossing. Genevieve again addressed the board and wanted to know how adequate the land space was. There was no response to the question. No questions from the board. Moved by Weitkunat, seconded by Gavaldon: To recommend approval of the Westfield Park PUD with usual conditions. Motion passed unanimously. PLANNING AND ZONING BOARD MINUTES APRIL 28, 1997 6:30 P.M. Roll Call: Davidson, Colton, Gavaldon, Weitkunat, Bell. Member Chapman was absent. Staff Present: Blanchard, Eckman, Olt, Shepard, Ludwig, Reavis, Stanford, Schlueter, Wamhoff, Herzig and Deines. Agenda Review: Director of Current Planning Blanchard review the Consent and Discussion Agenda's which consisted of the following: 1. Modifications of Conditions of Final Approval 2. #17-90C Spring Creek Center PUD - Preliminary 3. #27-94A Westfield Park PUD - Final 4. #75-86V English Ranch South PUD, 2nd Filing - Preliminary & Final 5. #28-86C San Cristo PUD, 2nd Filing - Amended Preliminary & Final 6. Resolution PZ97-7 Easement Vacation Discussion: 7. #35-96 Drake Crossing Shopping Center PUD, First National Bank Drive -Up Facility - Amended Final 8. #4-97 Martinez PUD - Preliminary 9. #53-85AP Centre for Advanced Technology, 19th Filing, Steele's Market Center - Preliminary Wording Change: Item No. 3 - Westfield Park PUD Final Application - Current wording of June 19 for completion of utility plans should read July 3 before going on modification list. Item No. 5 - Second Filing for the San Cristo PUD - Wording is changed to "does have a solar variance required." The date of July 3 should be changed to June 15. Chairman Bell asked if anyone wanted to pull an item for the agenda. Jim Dilleary wanted No. 4 pulled until he could see a drawing. Genevieve wanted to discuss project No. 3, Westfield Park PUD. P&Z member Colton wanted to pull item No. 2 dealing with storm water.
