Matt's comments have indicated that we are responsible for the outfall provision for the
undeveloped Bassinger property on the north side of Horsetooth, north of Stockbridge
(Identified as Basin 3 of the Foothills Basin addendum exhibit). We are unsure if we are also
being directed to accommodate the undeveloped property located at the southeast corner of
Rossborough, directly west of the Bassinger property. Apparently we are held responsible
since Kingston Woods did not provide an outfall for these properties. Since the currently
undeveloped property north of Horsetooth has not contributed historically to Stockbridge,
Stockbridge should not be responsible for accommodating this property. Who is? We are
documenting the additional costs associated with this requirement in specific detail and
intend to request reimbursement for these costs, including the loss of land for the
potential detention volume requirements.
* The proposed regional detention pond noted at the southwest corner of Horsetooth and
Shields in the original Foothills Basin Report, may not actually ever be installed, based on
the possibility that Skyline acres may not re -develop. How is this to be handled. Is this just
another burden to the Stockbridge project? Andrea has indicated that the historic stormwater
contribution from Skyline acres is actually 31 cfs, HISTORIC.
* Susan Hayes has indicated that the developer is responsible for conveyance of upstream
flows from Imperial Estates. Our opinion is that all conveyance appurtenances for increased
flows due to a developed property is not the responsibility of the developer. We intend to
request reimbursement for a portion of the additional storm sewer costs associated with
conveyance of Lnperial Estates contributing flows.
Susan Hayes has indicated that the City will pay for the increased detention requirement for
the contribution from Imperial Estates. Any volume and subsequent loss of developable land
will be the responsibility of the City. Stockbridge is responsible for the detention volumes
required for Stockbridge only. This has been determined to be six (6) acre feet. We are
documenting all volume requirements and associated costs in specific detail and intend
to request reimbursement for these costs.
We fully intend to provide a complete and detailed presentation of the apparent regional
detention requirements as they compare to the specific Stockbridge development detention
volume requirement. Based on SWMM modeling, we have determined that Stockbridge has a
detention volume requirement of approximately seventeen (17) acre feet. The Stockbridge
preliminary plat was approved for 117 lots. Progressive Living Structures, Inc. fully intends
to recover the cost of any loss of the quantity of lots due to the increased detention
requirements of the amended Foothills Basin regional SWMM modeling and City expectations
for Stockbridge accommodating additional detention for Imperial Estates, the undeveloped
property north of Stockbridge, reduction in allowable release rates due to downstream restricted
conditions.

Dear Susan, Sue, Basil, Matt and Link,
We have proceeded with the Foothills Basin SWMM model update with Andrea Faucett of
Faucett Engineering Services. There have been several issues and requirements during the
course of project review discussions with staff and data presentation to staff. Many items require
further verification and discussion. Primarily as these items relate to cost, developer and City
responsibility, and reimbursement requests for the extra costs for offsite analysis and
improvements. Several issues, which we feel require further discussion and clarification from
the City, include the following:
We have been asked to supply a complete detailed analysis of the existing storm drainage
system downstream of Stockbridge from the existing storm sewer terminus point at the Front
Range Baptist Church, to the outfall at Cunningham Corner. Our understanding is the City
will pay 100% of the engineering cost to provide this analysis. This would include all field
data accumulation, UDSEWER analysis, coordination and presentation of all results, all
coordination time with Dennis Donovan and the Shields Street improvements project
associated with Mountain Ridge Farm P.U.D. We are documenting these costs in specific
detail and intend to request reimbursement for these costs.
We have "as built" the entire storm sewer system. The following areas contribute stormwater
runoff to the existing storm sewer system:
* Cobblestone Corners
* Skyline Acres
* A majority of Horsetooth Commons (not including Kingston Woods Second Filing)
* Mountain Range Baptist Church
* South Shields Street (Including a portion of Shields south of Cobblestone Corner)
* West Horsetooth Road
Cobblestone Corner was not originally a part of the Foothills Basin to the best of our
knowledge based on reviewing aerial and historic conditions and based on the original
Foothills Basin Report. Since Cobblestone Corner has not contributed historically to the
Foothills Basin, Stockbridge should not be responsible for accommodating the additional
detention storage due to the release from this property utilizing Foothills Basin storm sewer
capacity. Who is? We are documenting the additional costs associated with Cobblestone
Corner affects on the Foothills Basin in specific detail and intend to request
reimbursement for these costs.
Our understanding is that the City will pay for all master drainage improvements downstream
of the Pleasant Valley and Lake Canal. This would include costs to secure all right-of-way
and easements required, as well as actual infrastructure installation costs. We are
documenting these costs in specific detail and intend to request reimbursement for these
costs.
