In order to show that we have worked further with the neighborhood and planning staff on transition issues along the west property edge, we are continuing to show the 6 height solid screen fence along this edge and have increased the number of trees required by 25%. Berming in this area would be difficult due to the drainage necessary along lot lines. We are scheduled to have a neighborhood meeting for this project on February 12, where we will obtain further input from the adjacent neighborhood on this issue. 18. The revised plans show 118 single family lots which represents a less than I % increase in the number of lots approved for the Preliminary P.U.D. For this reason, we are now in substantial compliance with the approved preliminary. 21. The decision not to connect Landau Court through to the existing Imperial Drive no.w. was directly based on response to Imperial Estates neighborhood requests against this connection. In order to comply with the condition of approval for the Preliminary P.U.D. for this project to work with the neighborhood on transition issues in this area, we have not changed this decision. It is the opinion of the developer that he should not be responsible for removal of existing Imperial Drive improvements since the decision was requested by Imperial Estates residents. Thus, we have shown a bicycle/pedestrian connection to the existing Imperial Drive r.o.w. 22. Please see response letter from Shear Engineering regarding comments related to storm drainage. 23. With the changes to the layout of the detention pond area and the addition of traffic -calming measures on Seneca Street, we feel that good bicycle and pedestrian connections to the large open space tract and to the future City trail now exist in the proposed layout. Dear Steve, Enclosed are the plan revisions for Westfield Park P.U.D. Most of the revisions are based on the September 19, 1996 staff comments. Each comment has been addressed in full with the following list of exceptions or clarifications. In addition to the response to staff comments, we have also incorporated traffic -calming measures into the Seneca Street design. Based on concerns from the developer and after meetings with City staff, we believe Seneca Street could benefit from these slowing measures because of the lack of street connectivity in this area and proximity of Seneca Street to Johnson Elementary and Webber Jr. High. Comment # Response 3.b. In order to provide adequate fire and emergency service access during the initial development phase, a temporary emergency vehicle access will be provided from the south end of Seneca Street, south to the Landau Court alignment, and then west to Imperial Drive. This secondary access will be a 20' minimum width gravel surface acceptable to PFA requirements, and will be removed when Seneca Street is completed to the south. 6.c. The plantings shown along the west property edge serve as a comrnitment by the developer to provide a buffered edge for the neighborhood to the west of the property. This buffer was required as a condition of approval for the Preliminary P.U.D. for this project. 6.d. The Seneca Street r.o.w, has already been dedicated across this property in the location shown on the plans. 9. There are no existing trees currently on the site, with the exception of a few small Siberian Elms saplings. Since these trees would not be protected as a part of this development proposal, their locations have not been shown on the plan. 11.
