owner moves in and assumes responsibility.
9. Will the site's natural drainage be maintained (West to East)?
Yes_ The proposed site drainage flows west to east and would not cause additional Bows into Imperial
Estates.
10. Will Crescent Drive be used for construction traffic?
No_
11. Will the canal still carry water and be used as it is today?
Yes_
12. When will construction begin?
Construction is most likely to begin this fall.
13. How much drainage will flow through pedestrian connection at Imperial Drive?
This area will carry the some storm flows that currently exist along imperial Drive.
14. Will a 6' ht fence continue along the west edge of the boundary of the proposed park?
The park is currently in the design phase, but most likely the solid screen fence will stop when -
proposed development ends and will not continue along the park's west boundary.
15. When will all three phases be completed? When will HOA exist and take control?
Completion time of a project this size is entirely dependent on the absorption rate of the current and
future housing market The developer estimates a rate of 36 houses per year to be average at this
time. The HOA 411 usually develop as several homeowners move into the neighborhood, generally
alter the first 20 housed am built and occupied.
16. Will the ponds hold standing water?
The detention pond is designed to hold storm flows and release them slowly at a controlled rate. So
although it is not designed to permanently hol dstanding water, the pond will contain water during
release periods following a major storm.
17. What is the average lot size?
The smallest lots are approximately 505rf i ' (12 acre), larger lots along the west boundary are
approximately 1/3 acre In size.
18. Are all lots single family?
Yes.
19. Why has it taken so long between Preliminary and Final submittals?
The timing has been dependent upon when utilities would be installed nearby. Most utilities are being
extended through Mountain Ridge, where utilities are just now being completed
19. Why did the developer not include the parcel to the east (recently for sale) with this plan?
The developer did attempt to purchase this property, but another buyer was successful.
20. Is there a signal planned at Seneca Street and Horsetooth Road?
Traffic signals are warranted by a number of factors, and traffic patterns even after this development
is in place does not warrant a signal at this location.

Final PUD Plan Neighborhood Meeting

A neighborhood meeting for the Westfield Park IP.U_D, was held on February 12, 1997. The following is a
list of questions or comments that were made qv neighbors attending the meeting.
1. A concem was expressed regarding the potential for traffic problems at the intersection of Horsetooth
and Shellds with the addition of more houses in this area.
It was explained that a traffic report was prepared as a part of the approved Preliminary PUD submittal
which would have addressed this issue. Also, this intersection is slated for improvements in the near
future.
2. When will Seneca Street go through?
Seneca will be completed through to connect to the existing alignment to the south prior to the I
beginning of the second development phase.
3. How wide will Horsetooth Road be?
This development is required to improve Horsetooth Road along it Montage to City standards, four
lanes in width. `
4. Please continue use of 6' ht. screen fence along entire west edge including 'outparr4.
5. How will plantings of trees along west boundary be enforced? Who can we call if plants die and are
not replaced? Will the City enforce this plan? '
Several questions were asked regarding the enforcement of the plantings a�long the west boundary of
the development The plantings and 6' ht fence in this area have been shown on the plan to h�lp with
Me transition issues along this west edge. The plants on these lots will be installed by the buil er or
the owner of the residence in accordance with this plan. The fence and plantings as shown on the
plan will be included as a part of the Covenants for the community. Enforcement will be the
responsibility of the developer until a Homeowners Association is in place and has taken over this
responsibility. Since this Site and Landscape Plan is a document recorded with the City, the City will
enforce the plantings shown on this plan including those along the west boundary.
6. Will the 6' ht fence along the west boundarry be built with each lot or with each phase? i
The fence will be bur7t with each phase..
7. Will fence be finished on both sides? Will it be solid? Shadowbox?
There was a great deal of discussion regarding the design of the privacy, fence, with several opinions
of how it should be designed. Although the fence has been shown as a solid screen fence, the
developer was open to the discussion of a shadowbox or tightly -spaced picket fence design. Since
many of the adjacent property owners were present at the meeting, we look names of those who were
interested and plan to sketch 2-3 altiemative fence designs for these individuals to decide upon by
majority vote.
8. Who is responsible for the maintenance of the perimeter fence?
