sized for fire truck loads.
XV. Clear access and off street parking for lots 67, 68, & 69.
Plat note added requiring off street parking for lots 68 & 69. As part of building
permit off street parking and automatic sprinklers can be evaluated. Lot 67 would
not access via the common drive, therefore, off street parking is not an issue.
XVI. Landscape plan for double frontage lots along Shields.
A landscape plan is not required for subdivision. From a marketing standpoint a
landscape plan may be a good idea.
XVII. Hydrologic Study required. Study will be included for final.
XVIII. Irrigation Company and owners of ditch laterals must sign off on the utility plans.
Will be included for final.
XIX. Arterial width of right of way for South Shields must be dedicated. A 50' width
is shown on plat.
XX. Street Trees along South Shields required. Will be submitted with final.
XXI. Solar ordinance. Project does not meet requirements of ordinance. Alignment
changes of the roads, lots and the Smith lateral result in conformance to the solar
ordinance.

IX. Wetlands and trees
We have retained Ellen Wheeling to do a survey of the project for the endangered
orchid and generally identify wetland areas of concern. Wetland and sensitive
areas will be included in drainage and / or conservation easements. The report
will be complete by mid September. Mapping of wetlands will be to Natural
Resources by July 11, 1994.
X. Stormwater Utility
A. Erosion problems of the ravine. We requested a meeting with Stormwater
and Golf to discuss the issue on June 24th. As of this writing a meeting has
not been confirmed.
B. Detention pond outlet along Shields. We will work with Westbury in the
common use of the 15"pipe and outlet controls.
C. More water volume to existing problem in area. Additional stormwater into
the PV&L from the backyards of the lots just west of the canal. Additional
review is required to determine the extent of the problem. A berm and
underdrain may be required.
XI. Trees to remain or removed to be shown on plan.
Field survey required. Mapping to Natural Resources by July 11, 1994.
XII. Areas of construction and disturbance of ravine.
The issue of the erosion in the ravine needs to be resolved (see X above).
Construction and disturbance of the ravine will most likely occur to stabilize the
channel and banks of the ravine. Sewer line construction may occur along the east
lot line of lot 68 depending on easement availability. We would prefer to provide
sewer service to the area from the existing sewer line in The Ridge greenbelt. The
other alternative is to provide sewer service from an existing sewer main located
in the cul-de-sac of Wooded Creek Court. We have discussed the easements with
both The Ridge and property owners in Laurie Subdivision but have no agreements
in place for easements. Our position with The Ridge would be stronger if they
were assured that the trail would not access the greenbelt at settlement pond "C"
XIII. Trail
A. Show graphically on plan. Trail shown.
B. Easement 10' along PV&L. 10' easement shown along Applewood Lateral
and PV&L.
C. Issues:
1. Ownership, Management, Maintenance To be by the City. We
would provide the easement, and grading to allow a path to be
constructed at a later date.
2. Expiration date of easement. The intent is to have the city continue
to work on achieving a trail that connects to probable destinations
such as the school site or the Kathy Fromme Prairie. The trail is
not an asset to our project unless it can be used. The expiration
date is a tool we believe is reasonable to use to promote action by
the City.

III. US West
A. Rear lot line easements will be provided as shown.
B. A IS' x 30' easement is now shown on the east side of the project.
IV. Public Service
A. 9' utility easements are shown
B. A gas line sleeve will be included in the culvert crossing of PV&L.
C. Western street moved north to end prior to ditch crossing.
V. Fort Collins -Loveland Water & South Fort Collins Sanitation no comments.
VI. Light and Power Department.
A. Utility easements are now shown.
B. Electric service to lots 12 & 13 Applewood Lateral. The owners of the
Applewood ditch have requested that the ditch be installed in a pipe across
the project. The electric line can be installed under or over the pipe as
elevations dictate. The service box can be installed in the lot line easement
just north of the ditch. The details of the installation of the electric line are
up to the electric utility. Refer to Detail A on the revised plat for layout of
utilities.
C. Electric service to lots 67, 68, and 69. The common drive to lots 68 and
69 is also a utility easement. Water service lines will also be installed in
the easement. The electric line can cross the Trilby Lateral at the end of
the cul-de-sac following the common drive and terminating in a vault to
serve the lots. The details of how to install the electric line under the ditch
and serve the lots is the responsibility of the electric utility.
VII. Poudre Fire Authority
A. Second point of Access. Access is provided to South Shields Street at the
south end of the project and at the north end of the project via Westbury
Drive.
B. Streets exceeding 900' in length. None of the streets shown exceed this
requirement.
C. Dwelling greater than 900' from second access point must have automatic
sprinklers. Note added to plat for lots 68 and 69.
D. Fire Hydrants to be located within 400' of dwellings and Q= 1000gpm at
20 psi. The exact location of hydrants not known yet. This criteria will be
used to locate hydrants and size lines.
VIII. Trail access to The Ridge through sediment pond "C". The trail along the
Pleasant Valley and Lake Canal would be on the east side of the ditch. A crossing
of the ditch would be required. Access would be required from the dam at the end
of the PV&L to the cul-de-sac. The access may adversely affect lot 66. Where
would the trail go from where it accesses The Ridge? The limiting factors for a
trail to be located in the Ridge greenbelt include: Dense trees in the area, the
Trilby Lateral, the natural drainage, and the grade required to access other areas.
We do not feel the best location for the trail is in this area. See item MI for
additional comments.

RE: Response to Staff Comments
Dear Steve,
We will taken the following actions in response to Staff comments Dated June 22,
1994:
I. Pleasant Valley and Lake Canal
A. Right of Way width. We will provide a right of way consistent with what
is required upstream.
B. Crossing agreements. We will get crossing agreements as necessary.
C. Storm Drainage into PV&L. Only minor surface runoff will enter the ditch
from this project. The east half of the lots just west of the ditch (lots 54 to
57 and lots 63, 65, 66) may flow into the ditch. The majority of the
drainage is directed to the west road, then to a drainageway between lots
67 and 68. The Developed flow into the PV&L will be less than currently
exists. Stormwater may take issue with this and require a berm and or
underdrain west of the ditch to keep all runoff from the site out of the ditch.
D. Headgates used on Thayer property must be removed and filled.
Abandoned headgates will be filled.
E. Safety hazards of drop off into ravine. The drop off has been created by
the PV&L's discharge of water. We will construct a suitable fence around
the headgates and dam at the top of the ravine. We cannot be responsible
for maintenance of the fence nor the erosion in the ravine. We have no
authority nor do we cause the problem.
F. Trash removal from the ravine. We have no control over how the PV&L
operates. We will include language in the protective covenants that
agricultural burning may be taking place along the irrigation ditches.
II. Columbine Cable Utility easements are now shown on the plat.
