Eric Thayer stated that the City of Fort Collins was insisting
on some kind of drainage plan. One option was to have a drainage ditch
along the west side of Shields Street. I pointed out that we did not
want drainage along the west of Shields Street to enter our ditch that
leads to the siphon under Shields.
I brought up the idea of putting a pipe under the driveway south
of the siphon and running drainage water through this pipe on down the
west of Shields Street to Fossil Creek.
I did advise both Eric and Sanford Thayer that these are people
who receive water from Headgate 138 other than those persons residing
in the Applewood Subdivision.
Since, Eric and Sanford Thayer did not get to meet Leon Hecht the
afternoon of August 16th as originally planned, I had Leon give a date
when he could be available (August 31st). Eric Thayer indicated that
it was premature to try to meet with Mr. Hecht.

Eric Thayer wondered about using the concrete box now in use where
the Applewood - Orchard ditch enters the pipeline through the Chelsea
Ridge Subdivision. This is a question Mr. Hecht can best answer.
Another matter of concern, to us is having access to the structure
described in the preceding paragraphs as well as a 20 foot easement
along the pipeline from Headgate 138 .to the junction with the Chelsea
Ridge Subdivision.
Eric Thayer stated that he wants the pipeline to follow the course
of the existing ditch. I stated that we would like to avoid a sharp
90° turn where the Cottonwood Ridge pipeline .would join the Chelsea
Ridge pipeline. Eric Thayer had a very good suggestion regarding this
problem; namely join the two pipelines in -a few feet east of the concrete
box at the north side of the Chelsea Ridge Subdivision where irrigation
water currently enters the Chelsea Ridge pipeline.
This suggested junction site for the two pipelines would still
be in the 20 ft easement area and a sharp bend in the pipeline could
be avoided.
With regard to the kind of pipe to be used and installation time
table, I outlined Mr. Hecht's recommendaations to us as follows:
1. Eighty pound, 15 inch PVC pipe (SDR51) with a wall thickness
of 0.300 inch be used. This pipe should be buried deep enough
in the ground to allow 30 - 36 inches of soil cover.
2. Installation of the irrigation pipeline needs to be done prior
to installation of utility line and road so that the pipe
can be laid on grade. Laying the pipe on grade is necessary
since the irrigation water will have only a small "head" after
allowing for loss of "head" due to friction as the water travels
through the pipe. Laying the pipe on grade also cancels the
need for air relief valves that would otherwise be required
if the pipeline is not on grade.
Should any of the pipeline go under roads, Mr. Hecht recommends
putting the PVC pipe inside the concrete pipe required by the City of
Fort Collins. Such a procedure followed in.the Chelsea Ridge Subdivision
and greatly reduced the chance of leaks that might occur when one attempts
to join PVC pipe to concrete pipe.
Eric Thayer wondered if some other kind of pipe other than PVC
pipe could be used. He was concerned about the thickness of the 80
pound PVC pipe. We were able to examine the 80 pound, 15 inch PVC pipe
used in the Chelsea Ridge Subdivion where the pipeline exits. I indicated
that I didn't know whether other kinds of pipe could be used, but that
we definitely preferred PVC because of its durability and minimization
of "head loss" and leakage problems. It can also be rapidly installed.

MEMORANDUM OF RECORD
SUBJECT: Cottonwood Ridge Subdivision - Irrigation pipeline from
Headgate 138.
On August 17, about 1:00 p.m. I met Eric and Sanford Thayer at
Headgate 138, Pleasant Valley Lake and Canal Ditch.
Initially Eric Thayer inquired as to our objective regarding the
irrigation ditch, specifically did we want the entire ditch put into
pipe to the siphon under Shields. I advised him that the Applewood
Board would like to see irrigation water piped all the way to the siphon
at Shields, but the property owner of the land south of the Chelsea
Ridge Subdivision would not give us an appropriate easement.
Our first discussion centered around Headgate 138 and I explained
how Mr. Leon Hecht of H & S Irrigation suggested this headgate be modified.
These modifications included the following steps:
1. Extending and building up the present retaining walls below
the Headgate Valve #138. The final height of the two retaining
walls should be equal to the highest part of the existing
walls.
2. Place a concrete wall between the two concrete walls downstream
from the headgate valve to form a "stilling" basin.
3. Place a metal Parshal flume between the retaining walls down-
stream from the concrete wall mentioned in Item 2.
4. Place a drop structure downstream from the Parshal flume which
would lead directly into the irrigation pipe.
The purpose of this structure would be to insure that no accidental
overflow could occur that would damage adjacent land and homes. Both
Eric and Sanford Thayer and I heartily, agreed that we don't want any
responsibility for the flooding of the proposed subdivision lands.
An additional function of the strucure would be to provide the
Pleasant Valley Lake and Canal Ditch Rider a means of measuring water
diverted from the main ditch into the ditch served by Headgate 138.
In regard to security around Headgate 138, Eric Thayer said they
had in mind to put a chain link fence around the whole area. I mentioned
that Mr. Hecht recommended that a cover be placed over the concrete
structure downstream from the Headgate valve. Such a cover would keep
trash and rocks from being thrown into the concrete structure.

Dear Mr. Thayer,
Enclosed is a Memorandum of Record in which I have endeavored
to summarize the topics I discussed this Mr. Sanford Thayer
and yourself on August 17, 1994.
I regret very much that you were not able to meet Mr. Leon
Hecht, the H & S Irrigation representative. Mr. Hecht could
have briefed you far more completely on required design features
of an irrigation pipeline and the problems to be avoided than
I was able to do.
