Re: West Horsetooth Road design and construction
A meeting was held on Friday June 13, 1997 with the City of Fort Collins at the site of Westfield
Park P.U.D. on West Horsetooth Road. The meeting was between Shear Engineering and the
City and was held in order to make and document ultimate decisions concerning the final design
and construction of West Horsetooth Road. Present representing the City of Fort Collins were
Ward Stanford and Matt Baker and representing Shear Engineering was Brian Shear. The
decisions made at this meeting are summarized as follows:
* Only the West Horsetooth Road curb, gutter and detached sidewalk will be constructed at
this time. Plan revisions will be made which clarify that the West Horsetooth Road curb,
gutter and detached sidewalk will be the only street improvements constructed at this time.
The Pleasant Valley Ditch box culvert extension will be constructed at this time and will also
include curb, gutter and detached walk.
* The final design of West Horsetooth Road will be represented for ultimate construction of
one-half (1/2) of the arterial adjacent to Westfield Park P.U.D.
* The cross -sections will be revised to represent an overlay on the north side of West
Horsetooth Road with a cross -slope not to exceed the City's maximum standard of 4.0%
adjacent to the Basinger property. The full width arterial finished grade on the north side
adjacent to the Basinger property shall also be represented with a dashed lime.
* A typical section will be provided representing the interim condition with curb, gutter and
detached walk being constructed at this time, existing pavement to remain and a gravel
course placed between the existing edge of pavement and the lip of the new curb and gutter.
NOTE: This concept will only be approved if the cross -slope drainage actually enters the
curb and and gutter flowline and the curb and gutter is not built up on a bench.
* Pavement improvements will be performed by the City when West Horsetooth Road is
constructed in its entirety as a single project. No interim paving improvements for turn lanes
will be provided at this time. Only the asphalt apron from Seneca Street to the existing West
Horsetooth Road edge of pavement will be installed at this time.
