21. A Street Oversizing Fee will be assessed at the time of
building permit issuance. This fee will be $5,252 per
developed acre for the church and $584 for the single family
residential homes. (If the church facility is to be developed
in phases, then the Street Oversizing Fee may also be phased.
Or, the fee may be paid in full for the entire build -out with
the first phase so that subsequent phases would not have to
pay the fee.)
22. The Transportation Department is planning on adding bicycle
lanes to County Road #9 this summer. For further information,
please contact Eric Bracke, Transportation Engineer, 221-6608.
23. A neighborhood information meeting will be required. The
Planning Department will set up and facilitate this meeting.
You are responsible for providing the mailing labels for all

.project Planner. Addresses must be on self-adhesive mailing
labels. The Planning Department will conduct the mailing and

15. Whether submitted as a P.U.D., or as a use -by -right, the
development of the property will require the submittal of a
Drainage Report, Drainage and Grading Plan, and Erosion
Control Plan. Onsite stormwater detention will be required on
this property.
16. The most significant drainage issue will be to direct
stormwater runoff from the developed site to the Fossil Creek
Inlet Ditch located east of the homes along the Poudre Ridge.
These flows must pass through intervening property owned by
other parties. As the developer, you must obtain permission
from these intervening property owners for a suitable drainage
easement that can accommodate a properly -sized drainage pipe
or swale capable of handling the volume and velocity of the
stormwater runoff. Because of the hill, a dissipation
structure may be needed at the outlet in order to minimize
erosion.
17. It is suggested that you contact the intervening property
owners immediately in order to obtain a "letter of intent" to
begin the process of obtaining a legal easement for recording
with the Larimer County Clerk and Recorder.
18. The stormwater detention and conveyance system must be capable
of accommodating the 100-year storm.
19. A traffic impact analysis will be required. This study should
primarily address the magnitude and scale of the proposed
school and daycare facilities. This information will help
determine the number of vehicle trips associated with the
proposed development. The study should also account for the
English Ranch access onto to County Road #9. Charlie Lane
should be adequate to handle the proposed development as long
as it is upgraded to a 36 foot wide "local" street. For

analysis or any other transportation issues, please contact
Tom Vosburg, Transportation Planner, 221-6608.
20.. County Road #9 is classified as an arterial street on the
City's Master Street Plan. As developers you are responsible
for constructing the "local" street portion of the arterial
street cross-section. Generally, this includes approximately
12 feet of pavement, four feet of sidewalk, curb and gutter.
The City willpay for the "oversized" portion of the street to
bring the roadway up to the arterial cross-section. The
timing of this improvement will be determined by the City's
Engineering Department. The obligation for construction will
be specified in a Development Agreement made between the City
and the Christ Fellowship Church.

5. Residential lots that are platted in the City will be expected
to be tied into the sanitary sewer system for purposes of
ground water protection and public health.
6. If lots are to front onto Nite Court, it may be necessary to
install an eight inch diameter sewer main in Nite Court.
7. For the church, an automatic fire sprinkler system will be
required. For the school and daycare, an automatic alarm
system will be required. Handicap parking will be required as
per the Uniform Building Code as adopted and amended by the
City. For further information regarding building code

8. The Poudre Fire Authority will require that all portions of
all buildings be located within 150 feet of an approved fire
access roadway. All buildings, including residential, must be
within 400 feet of a fire hydrant capable of delivering 1,000
gallons per minute.
9. The property must be platted. This would involve the nine
week review process with a public hearing by the Planning and
Zoning Board. This would be a subdivision review, not a land
use review since the proposed uses are permitted in the R-L-P,
Low Density Planned Residential Zone District. Please keep in
mind that all residential lots must have a minimum of 20 feet
of frontage along a publicly dedicated street.
10. The P.U.D. process is available to you as an option if the
strict requirements of the R-L-P Zone do not afford the
flexibility required in terms of site design.- For example,
the P.U.D. process can vary building envelope size, setbacks,
minimum yard areas, etc.
11. Whether a P.U.D. or a use -by -right, there is a 40 foot height
limitation citywide.
12. The Zoning Code has minimum indoor and outdoor space
requirements on a per child basis for the daycare.
13. The parking lot for the church will be required to be screened
and landscaped as per the City's Parking Lot Development
Guide.
14. The site is located within the Fox Meadows Drainage Basin.
The Storm Drainage Fee in this basin is $6,468 per acre,

County Road #9 and Charlie Lane
APPLICANT: Pastor Ed Davis, Christ Fellowship Church,
P.O. Box 272592, Fort Collins, CO. 80527.
LAND USE DATA: Request for a 10,000 square foot church
facility, with school and daycare, .and 2-3
residential lots located on 7.99 acres at the
southeast corner of County Road #9 and Charlie
Lane.
COMMENTS:
1. Presently, electrical power is not available to the site.
sources of electrical power are to the south at Hewlett-
Packard and to the west at English Ranch across County Road
#9. Between H-P and the subject site is Woodland Station
Preliminary P.U.D. which would be required to bring the
electrical system north. This system could be extended to
serve your property. Three-phase power would be required to
serve the proposed facility. If your proposal precedes the
others in the area, then temporary overhead power can be
brought to the site. Normal development charges will apply.

2. There is a 24 inch diameter water line in the east side of
County Road #9 that is available to serve the site. As a
developer, you are obligated to repay the City of Fort Collins
for a portion of the cost of installing this line. Generally,
this obligation would be for approximately one-half of a 12
inch diameter main for the length of the property frontage.
Please contact Roger Buffington, 221-6681 for an estimate on
what this payment to the City may be.
3. There is a six inch diameter water main in Charlie Lane. This
water line may be sufficient to serve the proposed residential
lots on the east of the property.
4. There is a 24 inch diameter sanitary sewer line in the west
side of County Road #9• This line is available to serve the
site. 5. There is a requirement that a sewer line be
installed to the eastern limits of the property. Please
