Fire hydrants are required with a maximum spacing of 600 feet along an approved roadway. Each hydrant must be capable of delivering 1500 gallons of water per minute at a residual pressure of 20 psi. 97 UFC 901.2.2.2 19 Issue Contact: Michael Chavez Hazardous Materials - Corrosive, flammable liquids, reactive, or toxic materials ( As defined in the Uniform Fire Code) if used, stored or handled on site must have a Hazardous Materials Impact Analysis (HMIA) completed and supplied to the Fire Department and the City Planning Department. The HMIA needs to address the prevailing air, the spill flow direction, and the potential impacts to the nearest storm drainage system. Lower growing (3'-4') would be more appropriate. Improvements to both sides of Westfield Drive must be done when the street is built. Coordination of the timing for the construction phasing is critical. What happens if the Mountain Ridge Farms, 4th Filing project (to the north) stalls? b. Westfield Drive must be designed to current City street standards. 78 Issue Contact: Steve Olt At staff review on 9/19/01, Kathleen Reavis of the Transportation Planning Department offered the following comments: a. What is the status of Seneca Street, regarding the timing of construction? b. If Mountain Ridge Farms, 4th Filing stalls, what happens to Westfield Drive? C. What traffic control measures will be included at the intersection of Westfield Drive and Seneca Street? At least stop signs should be provided. 79 Issue Contact: Steve Olt At staff review on 9/19/01, Wes Lamarque of the Stormwater Utility indicated that water quality is required for the pool parking lot and the erosion control plan is currently inadequate. 80 Issue Contact: Steve Olt The Current Planning Department comments can be found on red -lined plans that are being forwarded to the applicant. Department: Engineering 24 Issue Contact: Susan Joy General: If this project develops before Westfield Drive is constructed, than this project will have to show phasing. Show what interim improvements will be made to the water/waste water lines so this facility can operate. All road improvements from Seneca to the western property line shall be installed and serviceable before commencement of above -ground construction. I have attached a copy of Sheet 11 from Mountain Ridge 4ch Filing for your reference. Note: The City Inspector confirmed that the sewer line is the only improvement installed at this time. The water line is scheduled sometime in the next few weeks, and paving should occur sometime around the end of October. Gas main distribution is located off -site. Please contact Rick Traynor, at 225- 7827, to arrange extension of the gas main to your site. b. No trees may be planted within 4' of gas mains. 73 Issue Contact: Steve Olt Tim Buchanan, the City Forester, offered the following comments: a. The proposed Silver Maple (Acer Saccharinum) should not be used as a landscape tree. it does not survive in Fort Collins. Change the Silver Maple to another shade tree species. b. Add the required plant notes to the Landscape Plan (see attachment). 74 Issue Contact: Steve Olt Craig Foreman of the Parks Planning Department indicated that the proposed drainage swales are acceptable to the Parks Department. Easements will need to be granted for the swales. They must be reseeded to City specifications. 75 Issue Contact: Steve Olt Laurie D'Audney of the City's Water Conservation Department is forwarding a copy of the City's Water Conservation Standards for Landscapes and Irrigation Systems.
