There will not be additional accesses on major collectors or arterials. C. There will not be a change in the type of traffic to be generated that will adversely affect the traffic currently in this area. d. It is not likely that the scale or use of the proposed development will cause unacceptable levels or service on the adjacent public streets, accesses, and intersections. e. The proposed development is not in the vicinity of a street or intersection with a history of safety and/or accident problems. Pedestrian Traffic Appendix C shows a map of the pedestrian influence area that is within 1320 feet of the Pool of Dreams. It is assumed that Seneca Street will be connected between its current termini in the vicinity of this site. There will be three pedestrian destinations within a quarter mile of the Pool of Dreams. These are: 1) the residential area adjacent to the site, 2) the residential area west of the site, and Johnson Elementary School and Webber Junior High School south of the site. This site is in an area type termed "school walking area" and "other." The level of service determination assumes that future developments will build their streets in accordance with Fort Collins Standards. This being the case, pedestrian facilities will exist adjacent to vacant property. This is a reasonable assumption. The sidewalk system in the residential area to the west was never developed. The Pedestrian LOS Worksheet is provided in Appendix C. The minimum level of service for "school walking area" is B for all categories, except for the visual interest & amenities category where it is LOS C. The minimum level of service for "other" is C for all measured categories. The primary concern with regard to pedestrian level of service is the discontinuity of the sidewalk system. Much of the residential area to the west (Area 2) was developed in Larimer County, and as such, sidewalks were neither required nor built. It is incumbent upon the adjacent property owner to build sidewalks where they do not currently exist. Experience indicates that these residents do not desire sidewalks in their neighborhood. Bicycle Traffic Appendix C shows a map of the bicycle influence area that is within 1320 feet of the Pool of Dreams. Based upon Fort Collins bicycle LOS criteria, there is one destination area within 1320 feet of the Pool of Dreams. The Bicycle LOS Worksheet is provided in Appendix C, which indicates that the base connectivity will be acceptable at level of service B. Based upon the above, it is concluded that no transportation impact study is required for the proposed Pool of Dreams. The CO Pool of Dreams site is located west of Seneca Street, on future o) Westfield Drive. The proposed Pool of Dreams will be a neighborhood CO pool facility. A scoping meeting for the Pool of Dreams development owas conducted with Eric Bracke, Fort Collins Transportation Engineer, rn and a project Base Assumptions form is provided in Appendix A. Mr. W Bracke requested that a trip generation study be performed for the zz Pool of Dreams. a -Customarily, Trip Generation, 6th Edition, ITE is used to estimate daily and peak hour vehicular trip generation for various land uses. However, there is no information regarding private swimming pools. Therefore, two existing private pool sites were selected and trip generation counts were performed. Raw count data is provided in Appendix B. Based upon the average of these counts, it was determined, as shown in Table 1, that the vehicular trip generation for the Pool of Dreams would be as follows: 31 midday (11:00am-1:00pm) peak hour trip ends, and 32 afternoon (4:00pm- 6:00pm) peak hour trip ends. Bicycle and pedestrian trips were also counted at the two private pool sites. Based upon the average of these counts, it was determined that the bicycle and pedestrian trip generation for the Pool of Dreams would be as follows: 2 midday (11:00am-1:00pm) peak hour bicycle trip ends, 9 midday (11:00am- 1:00pm) peak hour pedestrian trip ends, 5 afternoon (4:00pm-6:00pm) z peak hour bicycle trip ends, and 21 afternoon (4:00pm-6:00pm) peak ¢ hour pedestrian trip ends. It should be noted that patrons to the w Pool of Dreams will likely live within one mile of the site. W z_ a I have reviewed the "Larimer County Urban Area Street z W Standards," January 2, 2001, Chapter 4, Transportation Impact Study, z Section 4.2.3 Levels of Analyses. Guidelines are presented regarding O � the level of TIS analysis. Subsection A describes the requirements when a TIS may be waived. It is my opinion that the TIS for the a proposed Pool of Dreams can be waived. Below are listed the reasons m for the waiver of the TIS. F- 06 1. Vehicular Traffic LL a. The peak hour trip generation will be less than 50 trip ends per hour. Table 1 shows the peak hour trip �. generation estimates for the Pool of Dreams development. It is likely that the daily trip generation will be less than 200 trip ends per day.
