9. Traffic Operations:
a. This does trigger a new traffic study (or amendment form).
b. The traffic study will also need to include the multi -modal sections.
c. Eric Bracke said that if you want to submit in the first week of June, he
doesn't have any problems with getting the traffic study late.
10, Current Planning:
a. Ted Shepard will be the planner assigned to this project.
b. This property is designated as a Neighborhood Service Center in the
Harmony Corridor Plan. A gasoline station is a permitted use within a
Neighborhood Service Center in the HC zone subject to Planning and Zoning
Board review.
c. Refer to Section 3 (General Development Standards), and Section 4.4 (LMN
Zoning District) in the Land Use Code for the standards that apply to your
propose development. The Land Use Code is available to view on the intereet
at www.ci.fort-collins.co.us/CITY HALL/CODES_
d. 2 sets (one for the neighborhood meeting and one for the hearing) of mailing
labels must be provided for all properties identified within the notification
area map that was faxed to you. Each label requires 50 cents to cover the
cost of postage and mailing preparation time.
e. This will be processed as a Project Development Plan without plat (because
the site has already been platted).
f. Section 3.2.1(E)(4)(b) of the Land Use states that shrubs (that block 75% of
the light from vehicle headlights in their winter seasonal condition) will be
required around the perimeter of the parking lot/vehicle use area.
g, The design of the kiosk is a bit too plain. It is a rather simple box. The
architectural design of the kiosk will need to be further developed to add a
little interest to the design. �—
h. The underside to the pump canopies shall be,,paint� ed tan to reduce light
reflection.
i. The lighting on the underside of the pump canopies shall not have bulbs that
hang below the underside decking to reduce light pollution. All site lighting
shall be down directional cut-off lighting. A lighting plan must be submitted.
See Section 3.2.4 of the Land Use Code for lighting requirements.
j. The gas pumps will not be allowed to be corporate image signage (no pump
top sigriage except pump number).
k. The canopy cannot be used as a big sign. The only signage allowed on the
canopy must meet the sign code. This site is in the neighborhood sign

5. Natural Resources;
a. If there any prairie dogs on site, they will have to be relocated or humainly
eradicated.
b. Trash enclosures should accommodate recycling containers of sufficient size
to accommodate the type of recycling appropriate for the building use
(cardboard, cans, plastics, etc.), and dumpsters must be enclosed within a
fenced or walled area.
c. Native grasses and plant materials should be used wherever appropriate, and
bluegrasses should be minimized.
d. If construction lasts for more than 6 months, you will have to file a permit
for fugitive dust control with Larimer County.
e. You will need to file a Hazardous Material Management Plan with Poudre Fire
Authority.
6. Fire Department:
a. Please call Ron Gonzales at Poudre Fire Authority to coordinate the project
with their requirements.
7. Light and Power:
a. Development charges have been paid.
b. Transformers must be located within 10 feet of a paved surface.
c. Normal building site charges will apply.
d. You will need to fill out a commercial C1 form to determine the needed
electric load.
B. Transportation;
a. You may need either an update to the original traffic study, or anew traffic
study that includes all modes.
b, Although it won't directly affect the access to this site, you should be aware
of the Access Control Plan for Harmony Road that is under development by
CDOT and the Fort Collins Transportation Planning Department.
c. Coordinate with Gayleene Rossiter of Transfort exactly where the bus stop
should be. Thee xisting concrete pad may or may not be in the right spot:
Pedestrian connections from this bus stop must be provided to the site and
to the rest of the center. This may require a pedestrian bridge to cross the
Swale. Also keep in mind that Harmony's ultimate condition is a 6-lane .
arterial, so any bus stop location should take that into account. A meeting
should be set up with Ted Shepard, Kathleen Reavis and Gayleene Rossiter to
discuss this issue.
d. Bicycle Parking must be provided for employees (more of an issue when the.
convenience store goes in).

c. Parking will be limited to 4 spaces per 1000 square feet of gross leasable
floor area.
d. Provide bicycle parking.
e. To determine signage allowance, please schedule a meeting with Peter Barnes
of the Zoning Department to discuss.
2. Stormwater Utility Department:
a. This site is located in the Fox Meadows basin where the stormwater
development fees are assessed on a per acre dollar amount based on the
impervious amount. These fees are due at the time of building permit.
b. The site was master planned under the old standards. The new Land Use
Code standards will require 40 hour extended detention using our new
rainfall criteria.
c. Pothole the waterline.
d. Provide a method of containment for water quality (manual shut-off to stop
drainage during a fuel spill cleanup), Poudre Fire Authority has similar
containment requirements.
e. The standard drainage and erosion control reports and plans are required
and they must be prepared by a professional engineer registered in Colorado.
3. Engineering Department:
a. Street Oversizing Fees are $8,877.50 / pump and $59.29 / square foot for
the convenience store. Check with Matt Baker for the specific amount of
this fee for your project.
b. A utility plan set is required with the first round of review.
c. You may be required to provide n'pedestrion bridge to cross the swale in
front of your site to provide access to the bus stop, depending on the
ultimate location of the bus stop.
d. The project will not require a Development Construction Permit, an may or
may not require a Development Agreement_
4. Water & Wastewater Utility:
a. There are existing mains as follows: 8-inch water and 8-inch sewer in access
drive at NE corner of site.
b. Water, sewer and fire line services are stubbed into the site. These
services must be used or abandoned at the main.
c. A 36-inch water transmission crosses the site in an E/W direction in the 80-
foot Harmony Corridor setback.
d. All signs, light poles, etc, must be a minimum of 15 feet from the main.
e. The water conservation standards for landscape and irrigation will apply to
the project, and plant investment fees and water rights will be due at time
of building permit.
