Enclosed is a section from the pending criteria manual and an example of such a structure. Please provide an automatic system rather than a manual shutoff gate. This means providing a buried pipe, from the point of collection to the detention pond and calculations that show the minimum containment of 150 gallons is being provided. Please provide one foot of freeboard from the spillway elevation to the finished floor elevations of all buildings (including the store and kiosk) per section 9.2 of the Storm Drainage Design Criteria (SDDC). Although not required, it is recommended that the pump islands be elevated above the spillway elevation. As currently shown, water would pond into half the site before passing through the spillway. It may be easier to lower the existing sidewalk to get an appropriate spillway elevation. The future convenience store phase is not landscaped. It could be shown now or must submit for a Minor Amendment in the future when applying for a building permit. The convenience store parking lot must feature no less than 6% interior parking lot landscaping. 16. The landscape plan does not indicate very much existing landscaping in the 80 foot wide setback area along Harmony Road. This area is considered part of the site and should be landscaped in accordance with the Harmony Corridor Plan Standards and Guidelines. 17. The lighting levels under the canopy are excessive. The Planning Department has recently conducted a night survey with a light meter in conjunction with another application for a convenience store with fuel station. Light levels at 25 foot candles allow a customer to read the pump instructions as well as use a credit card. The proposed light levels are so high in comparison to the private parking lot and public roadway that the eye's pupils will constrict resulting in the opposite of the intended effect. The foot candles under the canopy should be reduced so that the highest reading is 25 directly under the fixtures. 18. Please provide manufacturer's specification sheets for both the under canopy lights and the poles fixtures. The lighting plan should reflect these specifications. 19. If wall pack lighting will be featured on the future convenience store, then it must be included now or in a Minor Amendment at the time of building permit. 20. Please describe the building envelope dimensions for the c-store and distance to the nearest property line. 21. Under General Note number 12, please delete the word "Any." 22. Please add a note stating that all roof top mechanical equipment will be screened from view. 23. Please add a note stating that the hours of operation are restricted and shall be between 5:00 a.m. and 12:00 a.m. This concludes Staff comments at this time. The clearance specifications are three feet from sides and rear. The front should feature a latched, but not locked gate. The west, south and east sides of the enclosure should be landscaped. 5. Please refer to the attached comment sheet from Public Service Company. Please note that the gas service to the future convenience store will come from the gas main in Harmony Road. There is no gas line on the north side of the lot. 6. Please refer to the attached comment sheet from the Poudre Fire Authority. Please note that a drawing will be needed illustrating the entrance and exit route for the fuel truck. 7. Please refer to the attached comment sheet from Building Inspection. Please note that a weather -resistive barrier is needed for EIFS construction. 8. The canopy, kiosk and future c-store should be rotated approximately 20 degrees to parallel the internal access drive. 9. A sidewalk should be constructed along the north side of the site adjacent to the internal access drive. This walk should be 5.5 feet wide and lined with two-inch caliper deciduous shade trees on 30 foot intervals. Cut-outs may be necessary to install the trees needed for screening a gas station. 10. The canopy should be re -designed to feature slightly pitched roof. The canopy is an important design element since it dominates the pad site and creates a first impression for the shopping center. A flat -roofed canopy is unacceptable. 11. The canopy fascia cannot be white. It must be beige/tan muted earth tone to match the color of the exterior of Lot 5. 12. The proposed wall signage on the phase two convenience store is excessive for a neighborhood shopping center. Signage on all four elevations will not be permitted. The front elevation, canopy logo, and monument sign should be sufficient. Wall signs on the north, west, and south should be eliminated. 13. Please add a note that pump -top signage on the fuel dispensers will be prohibited. 14. Please add the following note to the elevations for the future convenience store: "The front facing windows may not be used for the display of advertising messages, logos, posters, banners, window signage, neon tubing, pricing information, coupon information or any type of product promotion, or any such commercial message." For site planning purposes, please note the following: A. The Transfort bus pad and shelter should be shifted to the west. As presently located, it is too near the intersection of Harmony Road and the private access drive. By shifting west, the bus stop can be aligned with the existing north -south sidewalk that connects directly to the grocery store. A bridge or culvert must be constructed over the existing drainage swale. The developer is responsible for providing the shelter. B. Both the trash enclosure and tower appear to encroach upon utility easements. Also, the air and vacuum and telephone appear to encroach into the 80 foot setback area along Harmony Road which is also platted as an easement. 2. Please refer to the attached comment sheet from Stormwater Department. Please note that the City is requiring automatic spill containment at fueling stations. 3. Please refer to the attached comment sheet from the Water and Wastewater Department. Please note that the existing six-inch water line extended to the site is intended to be a fire line. 4.
