The existing Transfort bus pad is extended to eliminate any conflict at the intersection. Please see above Planning Comments, Item 1 2. Please see Item 4 below (Utility Plan). 3. Advisory Comment — no action required at this time. Utility Plan: 1. Plans are revised as requested. 2. The tower structure/picnic table have been eliminated per Planning's request. The trash enclosure is outside the existing easement. The air and vacuum have been moved out of the 80' easement, therefore no easement vacations are required. 3. Stubouts are existing and currently located within easements on the site. 4. A letter of agreement will be obtained from the adjacent property owner for offsite sidewalk construction. This will be acceptable to Mark Virata per telephone conversations between Mark and the project engineer. 5. Utility Plan Approval Blocks (Sheets 5 & 6) have been added, as requested. 6. General Note #4 has been amended per your request. Site Plan: 1. The approval block has been changed as required. Stormwater Utilities: (Donnie Dustin) Please see attached Utility Comment Sheet with responses. Enclosed in the resubmittal packet are thirteen sets of revised Project Development Plans, three sets of Utility Plans, one, revised drainage report and the redlines provided by staff from the September 16 review. The 80' wide Harmony Road setback area was previously approved and installed per the City requirements. We are not sure how the City and overall developer arrived at the design, but it is consistent with all of the other pads along the Harmony Road frontage. None of the other PUD's approved along Harmony modified the street frontage landscaping. We also understand there are restrictions of plantings in this area due to the location of the water transmission line located within the 80' setback. This was addressed as a potential conflict in the Harmony Corridor Standards and Guidelines, page 10. 17. Although the previous lighting plan met the City of Fort Collins Code on lighting, we reduced the lighting by approximately half the average foot candles. A revised photometric plan is included in this resubmittal. 18. Manufacturer's specification sheets are attached for both the canopy lighting and the pole fixtures. 19. No wall pack lighting is proposed for the future convenience store. 20. The building envelope dimensions for the c-store and distance to the nearest property line have been added to the revised plans per your request. 21. General Note 12 is amended, as requested. 22. Note 10, Sheet 1 of 5 states that all rooftop mechanical equipment will be screened from view. 23. General Note 19 on Sheet 1 of 5 restricts the hours of operation between 5:00 a.m. and 12:00 a.m. Additional Comments: Transportation Planning: (Mark Jackson) 1. The bike rack was moved closer to the building entrance per LUS 3.2.2.C.4 a,b,c as requested. 2. The island along the north property line was redesigned as agreed upon in the June 15 meeting with Ted Shepard and Doug Moore. A sidewalk system is now provided along the northern property line, plus landscaping. 3. The sidewalk.along the north property line is consistent with existing sidewalks internal to the center. The service access from the back door of the convenience store to the trash enclosure is 5' and not intended for public use. All other sidewalks are 8' connecting the existing path along Harmony to the center. The area immediately in front of the store is 10' as per operational and ADA requirements of the user. 4. The eastern access point should not present any safety problems. There are existing drive aisles and parking aisles in the Safeway center closer than what is proposed at this location. 5. See above comments regarding the bus pad. The existing pad was originally designed, approved and constructed per previous PUD approvals. The Safeway Fueling project will provide the bus shelter per specifications provided by Ted Shepard. The revised plans extend the existing pad site to the west to allow for clearance of the 45' bus without blocking the intersection. This should alleviate the safety concerns. Poudre Fire Authority Comments: (Michael Chavez) 1. A note is added on the elevation Sheets 3 and 4 of 5 regarding address numerals as required. 2. Conversations with Mr. Chavez confirms that the Hazardous Materials Impact Analysis had been previously received. 3. A drawing is attached showing the route that a fuel truck will take as it enters and exits the premises for unloading fuel. Engineering Department Comments: (Marc Virata) 4. The Project Engineer spoke with Light and Power Department and agreed to remove the shrubs on the north side of the transformer for access purposes. The City agreed to allow shrubs within the three foot clearance area for screening. Shrubs will adequately screen the equipment, except where prohibited by the governing agency. 5. Gas service location is noted. 6. A sketch plan is included with this submittal outlining the fuel truck circulation through the site. 7. Advisory comment regarding a weather -resistive barrier for EIFS construction is noted. 8. The request to rotate the canopy, kiosk, and future convenience store 20 degrees was presented to Safeway and rejected. The buildings will remain in the same orientation to compliment the orientation of the recently approved and constructed Blockbuster Video Store immediately east of this site. The orientation was specifically discussed at our May 3, 2000 meeting with you. The site layout was based upon direction given at that time. The current orientation was again submitted on May 22 for the Conceptual Review Meeting. Written comments from that meeting once again did not mention any concern for the orientation, therefore formal drawings, utility plans, grading plans and drainage calculations were prepared based upon information received to date. As stated in the June 15 meeting, the cost to prepare the detailed drawings required in the Fort Collins "formal submittal" for this pad site was in excess of $40,000. To make this type of change at this point in design would add an additional cost of $11,000. The request in itself is not unreasonable, but the timing of the request is, especially since the orientation question was initially discussed for this reason. 9. A sidewalk has been added along the north property line and adjacent to the internal access drive, as agreed upon in the meeting of September 15. One tree and shrubs have been added to the island between the curb cuts. Additional trees and shrubs have been added at the northwest corner of the site and along the eastern property line as requested in the same meeting. 10. Your request for a pitched canopy roof came as a shock to Safeway since this issue was discussed on May 3 and at that time we were told that a pitched roof was undesirable since it "drew unwanted attention" to the canopy. This comment was also consistent with the Neighborhood Convenience Shopping Center Design Guidelines, which you gave to me at the April meeting. In Section 4.10 the Guidelines state that Canopies in particular are discouraged from being designed as dominating or overpowering architectural elements; smaller scale, lighter canopies are encouraged. The project proceeded with design of the flat -roofed canopy as requested. Again, there was no discussion contrary to that direction at the Conceptual Review Meeting or in the written comments. The architect's cost estimate for the redesign and canopy construction is $70,000. This is unacceptable to Safeway in light of the earlier discussions. The canopy will incorporate the stone columns and will be painted to match the Blockbuster building, as requested. 11. The canopy fascia and convenience store will match the exterior color of the Lot 5 structure as requested. 12. Wall signs on the north, west and south convenience store elevations were eliminated per your requirement. 13. All pump signage has been eliminated. 14. The future convenience store will comply with the LUC Section 3.8.7 (E) 16 regarding any window signage. 15. The landscaping is shown on the plan for the future convenience store. The convenience store "parking lot" is 1,496 square feet. 89.76 square feet of landscaping are required to satisfy the 6% interior parking lot landscaping requirement. The 128.5 square feet of landscaping provided exceeds this requirement. The following is an itemized response corresponding with those comments and the referral comments from other agencies: Planning Department Letter: (Ted Shepard) 1. Engineering Department Comments: A. The existing Transfort bus pad along Harmony Road has been extended to accommodate a 45' long bus stopping without blocking the existing intersection. The existing pad is constructed 45' from the intersection. The revised plans extend the pad to the west, allowing 45' as measured from the point of curvature of the corner radius. The developer (Safeway fuel) will provide the shelter. Please forward specifications of which shelter unit you require. We feel that the existing location of the transit bus pad is the preferred location due to its orientation and accessibility to the entire shopping center. It is more likely that users of the transit system will frequent the center for service shops and retail businesses more than the grocery store. Therefore, moving the pad west is more inconvenient and not the "most direct route" to the majority of businesses at this center. The current alignment provides a pedestrian connection through the parking area to the functional center of the overall site. It also is in alignment from the pedestrian plaza and connection to the Golden Meadows Neighborhood located directly north of the center. Conversations with Wyatt & Associates make it very clear that the currently approved and constructed location of the transit stop, which was approved through much discussion at both preliminary and final PUD stages through public hearings, was a very deliberate action. B. The trash enclosure is outside of the existing easement. The tower structure has been removed per Planning request. The air, vacuum and telephone have been relocated outside the platted easement per your request. The automatic spill containment system has been incorporated into the site design per City requirements. The existing six-inch water line extended to the site will not be used. Per discussion with Jeff Hill, the line will be abandoned per City requirements.
