Member Gavaldon commented on Wheaton Drive and felt it was a mini Boardwalk. He
felt that the citizen concerns with their children walking on this road were justified. He
felt that this was an issue that would have to be dealt with later. He felt this was a good
opportunity for the neighborhood, staff and developer to work on Wheaton to make it
more conducive and more friendly to the pedestrians. He asked if this development
would be similar to the other side of Harmony Road with regards to the berming.
Planner Shepard replied that yes it would. The Harmony Corridor Plan calls out for the
80 foot buffer and within that 80 foot buffer there is a combination of drainage swales
and berms.
Member Gavaldon asked if the pond feeds into the wetlands by Timberline Storage.
Mr. Hamdan replied it does.
Member Gavaldon asked Mr. Bracke to comment on the calming measures on
Wheaton.
Mr. Bracke stated that it will carry collector type volumes. At this time, staff does not
feel comfortable in trying to calm traffic on Wheaton.
Member Colton moved for approval of the Harmony Safeway Marketplace, Phases
I and II, Final.
Member Weitkunat seconded the motion.
The motion was approved 6-0.
Member Gavaldon moved that staff, with the developer and the residents work
together on addressing potential issues and be more proactive regarding
excessive speeds on Wheaton Drive to Lemay.
Member Bell seconded the motion.
The motion was approved 6-0.
There was no other business.

Eric Bracke, Transportation Department reviewed the traffic calming measures that will
be placed in the area and in the neighborhood. Mr. Bracke also reviewed the measures
that would be taken on Monte Carlo Drive.
Chairperson Bell asked staff to address the question of how far the children are having
to walk to school, and was there anyone who could help them get a cut -through path to
the school.
Planner Shepard replied that this has been an issue ever since the School District
selected this site. That is that Cape Cod Circle only has an outlet on Wheaton. The
school was not originally part of the master plan for this area. This was platted as an
industrial park, since the late 70's, and the school came in after a lot of development
had come in and purchased industrial zoned property. Planner Shepard stated there
was an area between two houses that a path was looked at, but both homeowners
would not give an easement for that to happen, therefore it issue was dropped.
Bill Laycock, neighborhood representative replied that they have tried to talk with the
neighbors in getting the path through there and they were not successful in doing that.
Chairperson Bell asked about the pond.
Basil Hamdan, Stormwater Utility replied that a pond will be developed in the area to
handle the additional water that is being generated. It will only partially mitigate what
will be added by this development. Mr. Hamdan also addressed the water quality
question of the pond.
Chairperson Bell asked Planner Shepard to address the question that was raised
regarding transition from single family to this development.
Planner Shepard replied that this goes into the history of Golden Meadows in the
1970's and 80's. He stated that the San Remo Circle area was originally master
planned for multi -family. The master plan was amended upon request and was
amended to be the single family that is there today. The Board approved the request
with the condition that the two signs be constructed and the signs have been there ever
since the Planning and Zoning Board approved the multi -family area to become single
family.
Member Byrne commented that there were things in this plan that we would not have
seen a couple of years ago like the thought given to pedestrians and to traffic calming.
Some real effort was made and he would like to see this in more projects to integrate
them into neighborhoods.

Bob Penny, 4401 San Remo Circle asked about transition from a single family
neighborhood into a project such as this. He also asked why that has been waived for
this particular project. He stated that the largest number of children that attend Kruse
Elementary live in this area and he was concerned that there was no direct access to
the school. He also has concerns with the vehicular and pedestrian traffic along Monte
Carlo. He wondered why there can't be more done to the north side of Monte Carlo to
protect the children traveling to and from school.
Orlee Penny, 4401 San Remo Circle asked about the loading areas and if there was
going to be a wall to protect it from the neighborhood areas. She asked how high the
wall would be. She also wanted to confirm that there would be two raised cross walks
on Monte Carlo and what the location of those would be. She asked if there would be
speed humps on Monte Carlo.
Kevin Keene, lives on Attlebourough Court, requested that they get a copy of where the
traffic calming devices would be installed and what they would be.
George Obbsuth, President of the Golden Meadows Home Owners Associations
thanked everyone who worked on this project. Mr. Obbsuth asked about the drainage
on the parking lot and asked if it would be draining into a site behind the school that is
now stocked with fish and is frequently used. He was concerned about the impact on
the pond and to some extent the fishing. His other issue was the people that live on the
streets behind Monte Carlo and the children that go to Kruse Elementary School. Many
of them are within reasonable distance to the school and have to walk an unbelievable
distance to get to it. There are no streets that cut through, and the children have to
walk all the way through the neighborhood, down onto Wheaton, up Wheaton to Monte
Carlo, and then to the school. He felt that the city has some obligation to relieve that
situation by making a pathway of some sort so the school children from the
neighborhood can get to the Kruse School without having to walk on Wheaton and on
Monte Carlo.
PUBLIC INPUT CLOSED
Chairperson Bell asked about the height on the wall of the smaller buildings.
Planner Shepard replied it would be an 8 foot wall with trees and berms.
Chairperson Bell asked if an outline could be provided to the residents that outlines the
traffic calming devices that would be employed.

Mr. Wyatt reviewed the site plan explaining the pedestrian connections with the
walkways.
Member Gavaldon asked about Wheaton Drive and any traffic calming measures that
might be done to that street.
Mr. Wyatt replied that they do not have any planned along the Wheaton Corridor.
Kathleen Kreager, Traffic Engineer for the applicant replied that one of the reasons they
did not look at speed humps on Wheaton is that Wheaton is classified as a collector
street, where the other streets are local streets. Wheaton was purposely built to gather
traffic from local streets and deliver it to Harmony or Lemay. It is defeating the purpose
of the street if you slow the traffic too much. They did want to slow traffic down where
there are heavy pedestrian crossings, which is at Monte Carlo and Wheaton, and that is
what the bulb -outs can accomplish.
Member Gavaldon asked if the entrance off of Harmony was approved by CDOT.
Mr. Wyatt replied it was approved as a right -in, right -out access.
Chairperson Bell asked if all the landscaping along Harmony and around the entire
perimeter is being installed with this first phase?
Mr. Wyatt replied yes.
PUBLIC INPUT
Al Koppel, 11 Goldon Meadows, stated that he is on the Board of Directors for the
Homeownes Association, a representative of the steering committee for this project,
and is also here speaking as a resident. He stated that it is a tribute as to what can be
accomplished when you have communication dialogue and when people will listen. Mr.
Koppel stated that there was much dialogue and interfacing and for that reason there is
a clean presentation tonight and smooth sailing. Mr. Koppel reviewed the process they
have been through and referenced all the work their steering committee has done to get
this development in. Mr. Koppel only asked what document would the traffic calming
measures go on to make sure they are in stone.
Mr. Koppell acknowledged the other members of their Association and the steering
committee that were present at tonights hearing.

Dennis Wyatt, Wyatt and Associates Architects representing the applicant gave the
applicant's presentation. He introduced other members of his development team that
were present. Mr. Wyatt reviewed the preliminary plan approval and the requirements
necessary for final approval. Mr. Wyatt reviewed the final site plan and the changes
that have been made since preliminary. He thanked the neighborhood for working with
them on this project. Mr. Wyatt talked about the traffic calming measures being made
to mitigate traffic not only internally, but adjacent to the site. He reviewed all the access
points to the site, open space, Monte Carlo Street, landscaping of the site, bike and
pedestrian paths and the pedestrian plaza.
Member Weitkunat asked about the pedestrian walk -way on the west side of the
building.
Mr. Wyatt replied it is a pedestrian walk -way that would come up to the front of the
building and a tie into the storefront sidewalks. He stated that wherever a drive -way is
crossed, textured and colored paving and concrete to identify it as a pedestrian walk-
way. He pointed out the accesses from the neighborhoods.
Member Weitkunat asked if the neighborhood has access from Monte Carlo?
Mr. Wyatt replied they did.
Member Byrne asked about open space and were they including the parking in their
open space ratio?
Mr. Wyatt replied no it does not include parking. He stated that the open space will be
approximately 51 %, and will be adjusted as each pad site comes in for approval.
Member Byrne asked if the other pad sites would develop with the same architecture.
Mr. Wyatt replied that they have established a criteria on their cover -sheet of the final
development plan which specifically relates to architecture compatibility and planning
compatibility in terms of landscaping and traffic, etc.
Member Byrne asked about the walkway paralleling Harmony Road.
Mr. Wyatt explained why the bikepath is curvlinear and explained the drainage and
berming in the area.
Member Byrne asked how the walkway would connect to the adjacent areas.
