walking and biking distance from a large residential neighborhood (Golden Meadows). This
provides opportunities for multi -modal trips with less reliance on the single -occupant automobile.
From a neighborhood compatibility perspective, the applicant has committed to constructing off -
site improvements on surrounding residential streets, not the least of which is an eight foot wide
detached sidewalk on Monte Carlo for a safe route to Kruse Elementary School. These
improvements have been carefully negotiated among Staff, developer, and homeowner's
association and contribute to mitigating the impact of the shopping center.
Finally, the City is swayed by the fact that the data indicates that the proposed access does not
significantly harm the highway system. It appears that the operation of the access will be safe.
The City shares the concern that Harmony Road maintain its integrity as a limited access highway.
All properties within the Harmony Corridor are subject to the jointly adopted Harmony Road
Access Control Plan. It is not the City's intention to dilute the purpose of access control by
granting more access than the plan allows. Rather, it is the City's belief that there are other
community and neighborhood issues that cause us to support the request for a right-in/right-out
access onto Harmony Road.

Dear Ms. Jones:
As you are aware, the City of Fort Collins has approved a Preliminary P.U.D. for the Harmony
Safeway Marketplace located on Harmony Road between Wheaton Drive and McMurry Avenue.
At the time of Final submittal, the applicants are required to obtain permission from the Colorado
Department of Transportation for the proposed right-in/right-out access onto Harmony Road.
We would like to inform you that the City of Fort Collins supports this right-in/right-out access.
The City of Fort Collins Transportation Department has reviewed the traffic impact analysis and
has concluded that there is a very minor improvement to the state highway. From a practical
transportation standpoint, however, this improvement is considered to have a neutral impact on
the roadway system, an improvement that neither benefits nor hinders traffic flow.
A strict reading of the data from the traffic impact analysis would normally lead the City of Fort
Collins to agree with CDOT and conclude that an additional right-in/right-out should not be
allowed as an amendment to the Harmony Road Access Control Plan. There are other conditions,
however, that factor into the City's decision on this important issue that give us reason to support
the access.
From a community planning perspective, the request for a neighborhood -scaled shopping center
at this location is in conformance with both the original Harmony Corridor Plan (adopted in 1991)
and the Amended Harmony Corridor Plan (adopted 1995). The major thrust of the Amended
Harmony Corridor Plan was to limit the amount of land available for retail from I-25 to the
Burlington Northern railroad tracks west of College Avenue.
Consequently, all retail in the Harmony Corridor is restricted to one of five allowed pre -
designated commercial centers, or as a secondary use within a basic industrial non -retail area.
This gives the City the assurance that the Harmony Corridor will not become a retail commercial
strip like South College Avenue.
From an urban design perspective, the proposed mixed -use shopping center is located within
