We requested that the City provide us with a developed release rate from the Golden Meadows Ob Filing detention pond, but we will bass our detailed storm analysis on the outlet pipe and the existing to pp of pond (Stormwater indicated that they might not have documentation of this pond). The survey work to verify elevations, slopes, and lengths of pipes, and pond elevations has been ordered, and will be submttted with the revised Final Drainage Study, Item No. 22 - We will confirm all flows entering our site based on approved drainage reports for the Rockbridge apartments and Courtney Park. We have been basing our flows on the approved Master Plan for this area, but Stormwater feels that additional documentation is required. Since the Rockbridge apartments are still under construction, we can only assume the approved design will be accurate. Item No. 13 ; We will provide some additional documentation for the capacity of these culverts, and eoordinate all Improvements with the Ditch company. In addition to the items specifically listed above, we will address all other items noted in City comments. We Will utilize some overtopping of Innovation Drive and McMurray in the major storm event, as that is what was assumed the master plan used. We cannot explain why the current conditions do not reflect what was approved in the Master Drainage Study, or why there are error in their calculations. Item No. 2 - We will include these detail items on our next submittal Item No. 3 - We will coordinate our plans with the landscape plan. The landscape architect does know of our need for the necessary onsite drainage facilities. Their intent was to provide some berming around the building to minimize the visual Impacts, based on their meeting with the homeowners association. Item No. 4 - We will revise the UDBewer Data. Item No. s - We WILL provide in drains a summary table on Sheet 2. We will add additional design points along the downstream conveyance channel (particularly at Innovation Drive, at the westerly and of the City Sub station, at the southeasterly corner of the substation, at the Warren Lake Outlet Ditch crossing. and at the upstream and of the existing 36" pipe. We will also generate a profile for the pipes crossing McMurray Avenue, and also we Will profile the downstream conveyance system from McMurray to the Golden Meadows Regional Pond. Item No. 6 - After further review of the downstream conveyance system, the idea of a Stormceptor is being abandoned. The downstream channels are relatively fiat, as well as being lined with grass and other native materials, which would provide adequate water quality protection. Item No. 7 The orifice plate detail will be added to the plans. The downstream conveyance of the outlet pipe will be verified. Item No. 8 - The culverts under Innovation Drive will be profiled. and detailed calculations of their capacity will be included In the final drainage report. Item No. 9 - An Brosion Control Escrow letter will be included In the Final Drainage and Erosion Control Study, Item No, 10 - Northern Engineering had a meeting with Stormwater UtWties on or about Au ust 21, 1996. In the meeting we discussed our verification of capacityin the existing regional pond. At that meeting. it was agreed that we would provide some documentation regarding that the developed runoff coefficient used in the approved Master Plan is generally in conformance with the intensity proposed with this site. Itmn No. 15 - Mo The revised site plan shows in general how the ramps line up with the proposed crosswalks and stop bars. Item No. 16 - Signage and striping plans will be included as a part of the final utility plans Item No. 17 - This item has been emphasized to the landscape architect. The location of this main has been taken from design drawings obtained from the City Water and Wastewater Department. Trees and landscaping will be kept a minimum of 10' from this mein. Berming, and drainage swales will be kept as far so possible from this main, Other responses to additional oeatmenta will be coming from the project architect and the landscape architect, In addition, we offer the following response to comments by the Stormwater Utility dated July 19, 1996. A revised drainage study will be forthcoming. In general. we understood that all the necessary downstream easements exist for the conveyance of stormwater flows. Item No. 1- On August 21. Northern Engineering conducted a field survey of the downstream channels. Northern Engineering stet with city Stormwater to discuss the existing condition of these swales. In particular: That portion of the conveyance system between the Existing pond and the City Substation - The channel has boon constructed, but is in need of maintenance. Attached is a letter from the owner, Bill Tiley to the homeowner association requesting that this channel be cleaned Up and restored to its original condition. In addition, we will analyze this section of ditch or combination of ditch and pipe) to verify it capacity, and that it is capable of accommodating undetalned developed flows from the proposed Safeway site. That portion of the conveyance system adjacent to the City Light and power Substation - Northern Engineering and the owner Bill Tilay contacted Glen Schlueter regarding the channel in this area. A compromise was reached to return this portion of the channel to it's original condition, as per the Master plan, probably by the use of berming along the boundaries of the substation, That portion of the existing conveyance system from Innovation Drive to the City Substation - This channel also has capacity, but is in need of some maintenance. Sill Tiley's letter has also instructed the homeowners association to clean up this channel. Some additional piping will need to be installed to convey developed stormweter under Innovation Drive, as well as McMurray. These additional culverts will be profiled, and detail analysis of their capacity will be included in the final drainage and erosion control TEL NIT.97IT-22'1-4 W se p U4. 9b rU : rb P . u2- Item No. 8 - The configuration and she of fire service lines will be coordinated with the Architect, as well as the Poudre Fire Authority and Water and Wastewater. Item No. 4 + Ox Item No. 10 - As far as we know, the 80' setback is a recorded easement, and it was taken from the northerly Right-of-way of Harmony Road. Widening Harmony Road does not require additional Right-af-Way, therefore there should be no impact on the existing 80 buffer. Item No. 11- The layout of Monte Carlo was redesigned to align 00aterlines, more or less. Items No. 12 - The proposed driveway onto Wheston has been changed to align with the driveway for Rockbrldge apartments to the west. Item No. 13 - Monte Carlo Drive (This response is to Kerrie Ashbecks cormments).1n general, we have eat with the City and the Golden Meadows Hoomwners Association since we received comments. It was resolved with the Neighborhood that we would leave the northerly flowUne of Monte Carlo as is, and move the south flowline A' to the north. The revised section in shown an our revised utility plans. This should resolve many of Kerrie's comments. In addition, there will be 3 speed undulations installed to "calm" traffic (a detail is included in our revised utility plans). Thera will be a a' sidewalk located on the south side of Monte Carlo, which will require an additional 3' pedestrian and bicycle easement. The "bubbles" at the intersection of Monte Carlo and McMurray have been design to match the existing bubbles located at Whedbee and Laurel Streets. As mentioned above, the southerly curb line will be moved to the north by 4% Our design reflects that we will maintain as much of the existing asphalt as puz1ble. The existing asphalt will be saweut approxim ate)y 6' from the existing Up of gutter, and the new curb and gutter installed to match the grade and cross slope of the existing asphalt. The location of the existing water main, as shown on our final utility plans, was provided to us by others (Landstar Garvey). The location shown is based on the original desl a plans, and the locations as field verified of valve boxes. At the time ocoastruation, this main will be potholed at certain locations to verify that the wdsting main is not located under the new curb and Sutter. Should this axistrng train be found to be closer than S' from the new flowline (the City minimum), those portions of the main will either be relocated, or a variance will be sought from the city based on the actual distance from the new flowilne. Coordination will take place with City Light & power on the location of their existing facilities. Us west and Public Service are not currently on the south side of Monte Carlo. Final Response to City Comments Dear Teds This letter is in response to the comments regarding engineering issues Northern Engineering Services Inc. (NES) received regarding Harmony Safeway Marketplace P.U.D. final. Other items related to planning and landscaping will be addressed under separate cover by -other consultants. Primarily, our response will be to comments posed by City Water and Wastewater. 9tormwater, and Engineering (Those items discussed in Part One - Utility and Engineering comments) Item No. i - We understand from our clients that they have received approval for the Right-in/Right-out at Harmony Road. Northern engineering has revised our plans to reflect a continuous turn lane from McMurray to Wheaton. Item No. 2 - The easements shown along Monte Carlo and McMurray have been widened to 15', per the request of US West. Grading within these easements will also be restricted to 10% maximum. Item No. 3 - Sidewalk locations will be coordinated to match on all subconsultants plans. Item No. 4 - We will ensure that no grading within a US West easement exceed 10%.
