23. Will light from the parking lot shine over the store and disturb the neighborhood?
RESPONSE: The illumination will not spill off the site. The light source will be high pressure
sodium to match the City's street lights. The fixtures will be on 25 foot high
poles. The fixtures will be of a "shoebox" design so that light does not flare out
in all directions. On the north side of the building, we will use ground -mounted
floodlights that shine up onto the building wall.

15. , What about noise from the roof -top mechanical equipment? How will this noise be
mitigated so it doesn't become a nuisance?
RESPONSE: All rooftop mechanical equipment will be mounted on a lowered deck that is
depressed from the height of the regular roof. This is a mezzanine level for
equipment only and, combined with the parapet wall, should be effective in
acoustic buffering. Safeway has built stores next to neighborhoods and has not
received noise complaints.
16. What about odors emanating from the ventilation equipment?
RESPONSE: We have not received odor complaints from neighbors near our other stores.
17. What about trash compactors and recyclable materials?
RESPONSE: The compactor and recyclables will be in the enclosed truck dock area on the
south side of the store.
18. Will there be a big ugly recycle container in the parking lot?
RESPONSE: No, the only outside recycling we do is once per year for old phone books.
19. What about deliveries to the smaller stores?
RESPONSE: These stores will take delivery through the front door. One in -line retail space
will have a side and rear loading area but this will be screened by an eight foot
eight masonry wall and shielded by landscaping.
20. How long is your construction season?
RESPONSE: About nine months.
21. Will the speed humps go from curb to curb and hinder bikes?
RESPONSE: No, there will be a break at the curb line for street drainage.
22. Will speed humps be like those in shopping centers like K-Mart.
RESPONSE: No, the speed humps will be about 12 feet long and feature a three inch rise. They
are designed to let the motorist know that speeding will not be rewarded in this
area .

construction (Rock Bridge). How can this site drain if the streets are already flooding?
RESPONSE: It is likely that the construction project plugged up the storm drainage inlets so
that water could not drain off the streets. This information will be forwarded to
the City's Storm Drainage Utility.
10. How will the shopping center handle stormwater runoff?
RESPONSE: Stormwater will be routed into two separate basins. First, on the northern two-
thirds of the site, water will be routed to the northeast portion of the site to an
onsite detention pond. This pond will slowly release storm flows, at a controlled
rate, into a 27 inch diameter pipe that feeds Golden Meadows Pond.
Second, on the southerly two-thirds of the site, water will be routed to a drainage swale that
parallels Harmony Road. This swale drains to the east and then north into the Golden Meadows
Pond. This system needs improvements downstream to clean up the culverts that go under
McMurry and Innovation Drives in order to accommodate the new stormwater from the shopping _
center. Safeway is responsible for these improvements.
The storm drainage system includes erosion control during construction and must be approved by
the Stormwater Utility prior to pulling a building permit.
11. How high will the berms be on the north side of the store?
RESPONSE: Beginning at the back of the sidewalk, the berms will rise up about six to eight
feet.
12. What is the height of the building?
RESPONSE: From finished grade, the building will be 24 feet in height. From the street, the
building will be 25.5 feet in height.
13. Who will be the other tenants in the shopping center?
RESPONSE: At this time, we are talking to a bank, Long's Drugs, Blockbuster Video, among
others. Nothing is finalized yet, however.
14. How much landscaping will be done with this first phase?
RESPONSE: Safeway will landscape the parking lot and the perimeter of the entire site
including the Harmony Road buffer area. The five vacant pad sites will not be
landscaped but planted in a drought -tolerant grass mix for erosion control. The
north side of Safeway and the two retail buildings will also be landscape with

2. Will parking be allowed on Monte Carlo?
RESPONSE: No, the pavement will be striped for two thru-lanes and two bicycle lanes. There
will be no pavement space for parking on either side of the street.
3. Will there be truck traffic on Monte Carlo?
RESPONSE: No, truck traffic for the center is designed to enter from McMurry and serve the
south side of the buildings. Safeway trucks will have a recessed and covered
truck dock on the south, not on the north. This truck well is totally screened by a
door. There is no idling of diesel engines. Trucks will travel onto other Safeway
stores in town and get right back onto Harmony. Trucks will not use Monte
Carlo.
4. How often will the large trucks deliver to Safeway?
RESPONSE: Our large semi -trucks will deliver to the store about three days per week.
5. Are raised cross -walks the same as speed humps?
RESPONSE: No, they are designed to draw the attention of the motorists but they can be driven
at the posted speed limit. Speed humps area designed to slow the speeds below
the posted limit.
6. Will the Harmony/Wheaton intersection remain restricted so that you cannot make a
southbound_ (on Wheaton) left to eastbound Harmony Road?
RESPONSE: Yes, the Colorado Department of Transportation (CDOT) will not allow any
modifications to this restriction.
7. The control barrier for this intersection is inadequate. The concrete island needs to be
lengthened to prevent illegal turns.
RESPONSE: This will be passed along to the.City Transportation Department and CDOT.
8. So all the traffic from the condos will go down Monte Carlo to get to McMurry to make
the left onto eastbound Harmony Road? This will be undesirable for Monte Carlo.
RESPONSE: Not all the traffic from the condos will be heading for eastbound Harmony Road.
These drivers will have the choice of going down Monte Carlo or some may cut
through the center.
9. During the recent rain storm, water flooded Wheaton by the condos that are under

The meeting began with a description of the Final P.U.D. which consists of a 48,326 square foot
Safeway and 40,821 square feet of retail divided between two buildings. Total square footage of
the Final P.U.D. is 89,147 square feet. The perimeter pad sites are not part of the Final P.U.D.
and would have to be processed as final P.U.D.'s at the time of submittal for an end -user. There
will be offsite traffic mitigation measures installed on surrounding neighborhood streets. Monte
Carlo will be narrowed from 36 feet wide to 32 feet wide, not 24 as previously indicated due to
conflicts with manholes and water and sewer lines. A right-in/right-out curb cut will be allowed
on Harmony Road. (Unless otherwise noted, all responses are from the applicant.)
QUESTIONS, CONCERNS, COMMENTS
Why do the utilities object to narrowing Monte Carlo to 24 feet?
RESPONSE: If Monte Carlo were narrowed to 24 feet, then water and sewer lines, and sewer
manholes would be under sidewalks and landscaped areas. The City Water and
Wastewater Utility requires that water lines be placed under asphalt streets, not
concrete sidewalks for efficient, cost-effective and long term maintenance. If the
water line is under a sidewalk, then the Utility has to rebuild sidewalk, curb, and
gutter instead of just patching an asphalt street. If the sewer lines or manholes are
in landscaped areas, then there is the increased conflict with trees and potential
removal of mature landscape materials. Excavation of underground utilities is not
precise since locating problems is not an exact science.
