Research of additional properties
1. Government Building
a. Owner Response: This is not a viable option per the realtor. Tom Smith is the
realtor for this vacant government building. I spoke with him on January 3d
2004. The owner is not interested in leasing space. You may call Tom at 970-
226-5511 to validate this information.
b. RF Coverage Objective: This is not a viable option. It does not meet the
coverage criteria set forth by the RF engineer.
2. Granger Building
a. Owner Response: This is not a viable option due to lack of response. Rick
Morones (847-535-4452) is the corporate real estate manager for this property.
I called Mr. Morones (during business hours) on February 2, 3 and 4d' and left 3
different messages on his answering machine. I spoke with office personnel
each time to verify that he was at work and not on vacation or out sick. I left a
detailed message on his answering machine as to why I was calling but Mr.
Morones has not returned my phone calls. At this point, I have to assume that
he is not interested in leasing space to Sprint.
b. RF Coverage Objective: This is not a viable option. It does not meet the
coverage criteria set forth by the RF engineer.
3. The Pavilion.
a. Owner Response: I spoke with Jill Coveney (602-971-3003) on February 2nd,
2004. The Spectrasite tower at the Pavilion currently has two carriers on the
tower. There is space for one more carrier on the tower. However, Nextel has
signed a lease with Spectrasite for this space but has not built or zoned the site
at this time. Spectrasite is willing to contact Nextel to see if the lease can be
canceled if Sprint is interested in this site.
b. RF Coverage Obiective: This is not a viable option. It does not meet the
coverage objective set forth by the RF engineer.
4. Jay Stoner Building.
a. Owner Response: On February 2"d, 2004, 1 spoke with A.J. Shilling (970-229-
0700 / 970 229-1952). This two-story building is under construction and will be
completed sometime between August and November. They will not allow Sprint
to add anything to the rooftop of the new building however; the will consider
Sprint leasing ground space for a stealth design. On February 4 , 2004 1 faxed
and e-mailed Mr. Shilling the appropriate Sprint paperwork as well as a sample
photograph of what the stealth design would look like.
b. RF Coverage Obiective: This is not a viable option. It does not meet the
coverage objective set forth by the RF engineer.
A. Photo simulations or renderings reflecting elevation studies.
B. Photos of existing flag pole cell sites.
C. Photos of existing clock towers (to include the Group and Toddy's clock tower).
D. Exact design of the clock tower we propose to build on the rooftop of the new Harmony Market
Place building. (Note: We are making every attempt to reduce the size of the clock tower in an
effort to further reduce the visual impact on the surrounding residential properties.)
E. Photos of existing cell sites in the area.
F. Names, phone numbers and responses of the representatives I talked to from the Granger
building, Jay Stoner building, the Government building and the Pavilion.

Re: Sprint Wireless Telecommunications Facility, Lot 8, Harmony Safeway Center
Sprint PCS: Harmony Market Place (DN60XC083-A)
Mr. Shepard,
1. During the January 28`' 2004 Neighborhood Meeting, AFL was asked to research four additional
properties to determine if there were any additional options for the placement of a Sprint cell site. After
researching all four properties it has been determined that the Harmony Market Place Shopping Center
is the only viable option for a cell site. It is critical that the new cell site meet the following criteria:
A. The FCC mandates that certain footprints of coverage must be maintained at all times. With
the decommissioning of the Nearby Hampden Inn site, it is imperative that the new site
provide coverage to the same area.
B. Improve and increase the coverage along Harmony from Lemay toward College Avenue
including the business and residential areas. Improving the service will allow Sprint to provide
greatly improved service to residential, business, data, and the E-911 needs of it's customers.
C. Strategically placed within the existing Sprint Network of cell sites so that it does not interfere
with other Sprint sites. A site with too much height will actually "see" too much and interfere
with the network as a whole.
2. The Government building, Granger building nor the Jay Stoner building meet criteria B and C
as set forth above. The cell site located at the Pavilion does not meet criteria A.
3. Building a 40' stealth facility at the Harmony Market Place Shopping Center meets criteria A, B
and C above:
A. It provides the same coverage provided by the Hampden Inn site.
B. It will provide additional coverage along Harmony (west toward College Avenue).
C. Placing the antennas at an approximate 40' does not interfere with the existing Sprint PCS
network..
4. Request that a second neighborhood meeting be scheduled as soon as possible. As discussed during
the previous hearing, we will provide the following documents at the meeting:
