Since their induction, wireless telecommunications systems have proved to be an
invaluable communications tool in the event of emergencies (traffic accidents, fires, etc.)
and'natural disasters (earthquakes, floods, etc.) where normal land line communications
are often disrupted, overlooked, or inaccessible during and after an event has occurred.
This service and similar technology are utilized by numerous governmental and quasi -
governmental agencies that provide emergency service. Wireless telecommunications
systems, including cellular telephones, have also proved to be invaluable tools in
business communications and everyday personal use. In this use, telecommunications
system networks have proved to be desirable in the interest of public convenience,
health, safety, and welfare.
Coverage Objective
Sprint PCS's objective is to provide upgraded coverage to the residential, business &
emergency services needs of Sprint subscribers in the City of Ft. Collins.
Introduction to AFL Telecommunications
AFL Telecommunications is the general contractor for the Sprint PCS Keebler Project,
responsible for site acquisition, zoning and construction management for Sprint Sites
within the West Region.

Land Use Code:
The proposed wireless telecommunications equipment is in accordance with the City of
Ft. Collins Land Use Code (3.8.13)
(A) Location. The proposed wireless telecommunication clock tower and equipment
will be attached to the rooftop an existing building. (The building is currently
under construction)
(B) Co -location. Additional wireless telecommunication providers can collocate on
the same building as Sprint PCS.
(C) Setbacks. The proposed facility is not a freestanding tower or monopole.
However, it does meet the setback requirements of one (1) foot for every foot of
height. The facility is approximately 71' from the rear (North) property line, 50'
from the right side (East) property line, 153' from the left side (West) property line
and approximately 178 feet from the front (South) property line.
(D) Stealth/Architectural style/color. The stealth clock tower design and screened
equipment are consistent with the architectural style of the new building and
surrounding architectural environment. All exterior materials utilized will match
the color and texture of the building. The facility is compatible with the
surrounding natural environment.
(E) Equipment. The antennas will be concealed inside of the clock tower. The BTS
equipment will be screened in a manner compatible with the building's design,
color and material. The highest portion of the new rooftop is 29'. The highest
portion of Sprint's proposed clock tower is 42'.
(F) Interference. Sprint PCS will operate within the FCC authorized frequencies,
which will not cause interference with authorized radios, televisions or
computers.
(G) Access Roadways. The current access roads are capable of supporting
emergency response equipment.
(H) Airports and Flight Paths. The facility is in compliance with the FAA.
Sprint PCS — Request and Justification
This site is needed to provide additional cell phone coverage in the area of Harmony and
Lemay and Harmony and College Avenue (to include the surrounding areas) in the City
of Fort Collins. In an effort to make the facility work best to serve the customers we
propose to install this telecommunication facility at the Harmony Market Place Shopping
Center.
The selection of this site was determined with the following parameters:
• Local topographic and geographic features
• Ability to mitigate the antenna mounting structure's visual impact
• Compatibility with existing land uses and zoning
• Ability to lease with a landlord
Integrating the proposed facility into the existing network will ensure that Sprint PCS is
able to meet its commitment to the public to provide the highest quality service. To
accomplish this goal, Sprint's sites must be placed in precisely calculated positions.

Project Description
Sprint PCS holds a low power wireless FCC license for Wireless communications. This
proposal consist of the installation and operation of 9 antennas (3 of which will be for
future use) concealed inside of a new 10' x 10' clock tower built on the roof top of the
new Harmony Market Place retail building.
The Base transceiver Station (BTS) equipment/cabinets will also be located on the roof
of the new building and concealed with screening. This location of equipment has been
coordinated with the property owner's representative, so that this wireless
telecommunication facility will not impact the functionality, use, and aesthetics of the
property.
