sketch plan, no vehicular access will be allowed from Monte Carlo.
10. The developer is responsible for installing new or repairing existing damaged sidewalk,
curb and gutter along the public streets that front the project.
11. The developer is required to dedicate any additional right--of-way or easements that may
be needed to serve the site.
12. Utility Plans will be needed at the time of submittal. A Development Agreement will be
required prior to recording final documents. A Development Construction Permit will be
required prior to beginning site work. Please note that the Development Construction
Permit requires a separate application and fee and usually takes place after Utility Plans

13. Please note that there will be a future transit stop along Harmony just east of the Village
Inn. A direct connecting walkway between Wheaton and the building will be required
without the crossing a parking lot drive aisle. For further information regarding

14. The construction phase will require a Fugitive Dust Permit from the Larimer County
Health Department. Also, trash enclosures should be sized to accommodate various
containers for recycling. A single trash hauler for the entire center should be used. For
further information on natural resource issues, please contact Doug Moore, 221-6750.
15. For an estimate of the Capital Improvement Expansion Fee, payable at the time of
building permit, please contact the Building Inspection Division, 221-6760. This fee is
adjusted annually.
16. Be sure to carry forward the landscaping theme established along Monte Carlo Drive by
Safeway. This landscaping was carefully negotiated between the neighborhood group
and Safeway as mitigation of the large building.
17. A Lighting Plan will be required at the time of submittal. Parking lot lighting should
match the center. There should very little lighting along Monte Carlo for the benefit of
the neighborhood.
18. A letter or neighborhood meeting should be considered to notify the property owners to
the north of Monte Carlo of the proposed project. There is an expectation that the
landscaping on the north side of the building will equal the quality established along
Monte Carlo behind Safeway.

Please refer to the hand-out describing the development fees and charges. Street trees in
the parkway strip must be kept 40 feet from streetlights. Ornamental trees must be kept
15 feet from streetlights. For this particular lot, the development charges have already
been paid but the site charges have not. For further information, please contact Alan

4. This site is in the Fox Meadows drainage basin where the new development fees are
$6,468/acre which is subject to the runoff coefficient reduction. The standard drainage
and erosion control reports and construction plans are required and they must be prepared
by a professional engineer registered in Colorado. The design engineer will need to
verify the design intent of the original drainage plan and comply with it unless
modifications are needed. Onsite water quality extended detention is required to treat the
runoff which was not a requirement at the time the Harmony Safeway Marketplace
project was approved. In addition, there is a different rainfall intensity requirement than
in the original report, therefore, onsite water quantity detention may be required. For

5. Water and sewer services are stubbed to the site. If these services are not to be used, then
they must be abandoned back to the main. There is an existing 8-inch sanitary sewer,
main on the east side of the lot that is located within a 40-foot wide drainage and utility
easement. Be sure that there is 15 feet of clear area on either side of this main.
6. If a restaurant occupies one of the lease spaces, then a grease trap must be installed. The
water conservation standards for landscape and irrigation will apply to the project.
Development fees, water rights will be due at time of building permit. The Water and
Sewer Department of Fort Collins Utilities has implemented a plan check fee. For further

7. The site will be served by the Poudre Fire Authority. They will require that a fire hydrant
be within 300 feet of all buildings capable of delivering a minimum of 1,500 gallons per
minute at 20 p.s.i. The internal access roads to buildings must feature no less than 25-
feet inside and 50-feet outside turning radii. Designated fire lanes must feature curbs
painted red and "No Parking — Fire Lane" signs. Addresses must be visible from the

8. The Street Oversizing Fee will be $4.03 per square foot of retail. In addition, the City
collects the Larimer County Road Fee.
9. A Transportation Impact Study was done for the center with previous filings. For this
application, the previous study can act as a baseline but the traffic operations engineer
will determine the scope of the study. Please check with Eric Bracke, 221-6630, to
determine the scope of the study for this pad. If an addendum is all that is required, then
the original study needs to be attached. Keep in mind that one of the design objectives

LAND USE DATA: Request for 9,900 square foot multi -tenant commercial building on 1.27
acres at the southeast comer of Wheaton Drive and Monte Carlo Drive on Lot 8 of the Harmony
Safeway Marketplace P.U.D.
COMMENTS:
The site is zoned H-C, Harmony Corridor. The shopping center is classified as a
"neighborhood" center. The proposed land use is permitted. The build -to line on both
Wheaton and Monte Carlo calls for the building to be no more than 15 feet back from the
right-of-way. An exception can be made if provisions are made for an outdoor space
such as a plaza, courtyard, patio or garden between the building and the sidewalk. (See
Land Use Code Section 3.5.3(13)(2) for further details). An exception could possibly be
made for Monte Carlo since that would be the back of the building, and this area was
originally conceived to be a landscape buffer for the benefit of the neighborhood to the
north.
2. Parking cannot exceed five spaces per 1,000 square feet of gross floor area for a shopping
center. In order to evaluate this standard, an analysis of the entire shopping center,
including the recently -approved pad sites, must be done. Otherwise, as an individual
retail lot, the parking would not be able to exceed 4.0 spaces per 1,000 square feet of
gross floor area. Be sure to place bicycle parking near the entries to the building. The
trash enclosure needs to be screened with the predominant material matching the
building.
3. There is available electrical power in all public streets sufficient to serve the site. The
location of the transformer must be coordinated with Light and Power. The transformer
must be both accessible (within ten feet) to hard surface for emergency change -out and
screened for aesthetic purposes, if visible from a public street. Meters should be screened
as well. Any modification to the existing system would be at the developer's expense. A
