HomeMy WebLinkAboutHARMONY SAFEWAY MARKETPLACE, LOT 8 - PDP - 33-94G - CORRESPONDENCE - STAFF'S PROJECT COMMENTS (5)Staff is very concerned about the north elevation as this faces a public street and a residential neighborhood. Please refer to Section 3.5.3(D)(2). No wall that faces a street shall have a bland uninterrupted length exceeding 30 feet. Please indicate the depth of the column projections. Staff is equally concerned about the number of service doors on the north elevation. If seven doors are necessary, then entire elevation needs to upgraded with additional landscape materials including denser screening with more evergreen materials. The c.m.u. must be textured or split -face. Smooth -face will not be allowed. The integral color or paint must be of a brown or beige tone. The building cannot be white like Safeway as that was done in violation of the approved plans. There should be a darker band on the lower portion to provide a distinct and recognizable base, middle and top. Asphalt shingles are not used in the center. Tiles must be specified to be concrete. O. K . Lighting must be specified. Pole -mounted lighting should match the center. Building - mounted lighting must be down -directional. A resident across the street must not be able to see the light source within the fixture. Please provide manufacturer's cut -sheets and attach to the plans. See other redline comments. Be sure and return all of your redlined plans when you re- submit. Page 4 Landscape plan calls for 154 Hehy - I don't see Hehy listed on the plant schedule - please review, and review as to whether 154 of anything can really fit in this location. There are 1 too many parking spaces along the front of the building - only allow 15 in a row with out an in intervening landscaped island. The landscape plan indicates "VimiB." Please make sure code names are actually listed on the plant schedule. Planting note #25 makes reference to Arapahoe County - please correct Add note to planing notes regarding installation of landscaping prior to issuance of CO - 3.2.1(I)(4) Department: City Forester Contact: Tim Buchanan There are much better choices than Aspen. The flowering crabs or pears are much better ornamental trees. Bigtooth Maple Acer grandidentatum is another nice small ornamental that is tolerant of drought. Please replace. Austrian pines will be a tight fit in a 6-8 foot area. Chanticleer Pear should work nice on the west side of the building and east side of the parking. Also if a pine is planted near the comer it may cause visibility problems. Autumn Blaze Maple won't work well in Fort Collins. The soil chemistry is wrong for it, so it turns yellow and declines. Effusa Juniper is Ok. It is a broad low spreading juniper and is tolerant of cold and shade. This existing street trees along Monte Carlo are Horsechestnut and Discovery Elm not Ohio Buckeye and Linden. Department: Current Planning Contact: Ted Shepard The A.T.M. is causing lots of problems with circulation and takes up an entire lane of the parking lot. This lane would be better used as a landscape strip for the south bay of parking stalls. These 13 spaces must be screened and additional land area is needed for a suitable planting bed. The reverse flow of traffic is not intuitive and requires a criss-cross maneuver with incoming traffic. The A.T.M. cannot be for vehicles only. It must have a pedestrian walk-up component as well. Parking lot configuration with 54 feet of asphalt seems excessive when normal a double -loaded aisle can be 24 feet in width. Therefore, the A.T.M. should be moved to a perimeter parking stall location. A single stall can be reserved for the A.T.M. user. The A.T.M. shelter or semi -enclosure can be an architectural detail that matches the building. A pay phone, vending machine and bench could be added to enhance the usability and attractiveness. As presently designed, we cannot approve. Page 3 Department: Stormwater Utility Issue Contact: Wes Lamarque Topic: Drainage The hydrology calculations require using the new rainfall criteria, even though the site is part of a previous approved PUD. The City requires this for any new impervious area greater than 350 SF. Please revise calculations and provide the original flow calcs in the next submittal for comparison. On -site detention and/or water quality extended detention could be a possibility once this information is provided. Please provide all standard stormwater and grading notes on the plans. Please provide and inlet calculation for the 100-year event. Ponding is allowed in the parking lot up to a maximum of 1 foot. Department: Water Wastewater Issue Contact: Jeff Hill Topic: Landscape Show all existing and proposed water and sewer lines on the landscape plans. Include the standard general notes pertaining to landscape/utility separation distances and locates on the landscape plans. Irrigation connection to the water service must be made a minimum of 5 feet downstream of meter pit. Topic: Utility Plans Show and label all fittings on the proposed fire line. Provide all necessary details (I.e. Typical water service, Thrust block, Traffic rated cleanout,etc.). Curb stop must be upstream of meter pit. Include all the standard general.notes on the overall utility plans (see utility plans for details). See site, landscape and utility plans for other comments. Department: Zoning Issue Contact: Jenny Nuckols For signage purposes - this is in the neighborhood sign district - the monument sign noted on the site plan is not allowed See section 3.8.7(E)(4) under neighborhood service center requirements Show proposed signage locations on the building - not the actual signs - just the locations. This can be done by using dashed lines indicating a rectangular wall -mounted sign. Show handicap ramp at handicap parking spaces. Would prefer to see all landscaping items shown only on the landscape plan, not the site plan. Show building envelope, dimensions, distance to property lines on the site plan. Topic: Landscape 3.2. LK requires 10' of separation between trees and water or sewer lines. 4' between trees and gas lines. Add a note with this requirement to the cover sheet notes. Are you meeting this requirement? On the overall site plan, Lot 4 is mislabeled. Topic: Utility Plans Please see Chapter 3 and Appendix E4 of LCUASS for submittal and design requirements. Complete and fill out the checklist (appendix E4) with the next submittal. This submittal is missing a lot of information, expect more comments on the next submittal if any of these requirements are not provided on the plans. Remove incorrect details and replace with the current details as required by LCUASS (Larimer County Urban Area Street Standards). Add the words "On -Site" to the on -site curb and gutter details. Design the sidewalk culvert in accordance with D-10 and put D-10 on the detail sheet, see attached. Provide details 701, 702, 1601•, 1602, & 1603. Department: Light & Power Issue Contact: Alan Rutz Landscape plan shows transformer surrounded by plantings. We require 8' of clearance in front of transformer to operate the equipment. Junipers or other shrubs may be planted near the sides and back of the transformer. Contact Light & Power with power requirements as soon as possible. Page 1
