HomeMy WebLinkAboutHUGHES STADIUM ANNEXATION & ZONING - ANX180003 - SUBMITTAL DOCUMENTS - ROUND 1 - LUC REQUIREMENTS• Policy LIV 1.3 — Coordinate at Community Edges Collaborate with Larimer County and adjacent communities to plan the edges of the Fort Collins Growth Management Area. Provide joint guidance on factors including, but not limited to, future land use, development referrals, infrastructure planning, development standards, Transfer of Development Rights (TDR) programs, fees, community separators, and the preservation of open lands. Larimer County is aware of the Annexation and appropriate coordination efforts will continue through the annexation and zoning process. Principle LIV 2: The City will consider the annexation of new territory into the City limits when the annexation of such property conforms to the vision, goals, and policies of City Plan. The Hughes Stadium Annexation is consistent with Potential GMA Expansions as indicated in the City's Comprehensive plan. • Policy LIV 2.1— Follow Annexation Policies Weigh the following factors when considering the annexation of new land into the incorporated limits: a. Statutory requirements. The Hughes Stadium Annexation will follow all State and Local statutory requirements. b. Property to be annexed must be located within the Growth Management Area (GMA) except for City owned open lands abutting the GMA. The property contained within the Hughes Stadium annexation, as stated in a prior comment, is in a 'Potential GMA Expansion' area that is shown in the Structure Plan Map and defined under policy LIV1.2 in the Comprehensive Plan. Principles and Policies for Hughes Stadium Annexation Principle LIV 1: City development will be contained by well-defined boundaries that will be managed using various tools including utilization of a Growth Management Area, community coordination, and Intergovernmental Agreements. The proposed annexation will contain any future development within a well-defined boundary. • Policy LIV 1.1 — Utilize a Growth Management Area Collaborate with the County and other jurisdictions in utilizing a Growth Management Area (GMA) surrounding Fort Collins to guide and manage growth outside of the City limits and delineate the extent of urban development in Fort Collins. The Hughes Stadium Annexation is a defined expansion area and depicted on the City's Structure Plan Map. Growth within this area has been anticipated and identified by the City. Communication from Larimer County Community Development has indicated they are aware of the annexation and that formal action in accordance with Section 8.F of the IGA is not required. • Policy LIV 1.2 — Consider Amendments to the Growth Management Area (GMA) The Growth Management Area (GMA) will remain generally as presently configured but will be subject to limited amendments in accordance with the following criteria. Once the property contained within the annexation is part of the municipal limits, any future development will be subject to the City's capital, building and review fees.
