One stipulation is that the stop be located on the West side of the Harmony Rd. "right in/right out" access drive . Brief conversation with Eric on the Hamlet issue. He needs to refresh some of his memory on the issue but he could not think of a reason to not allow it to be opened, at least as well as he could remember the area and any past issues. CC: Gayl-ene Rossiter Ted spepard - Harmony Safeway Marl Page 1 From: GayLene Rossiter To: Ted Shepard Date: 4/9/99 4:52PM Subject: Harmony Safeway Market As per the "Transit Design Standards and Guidelines," a new transit stop (type A with transit shelter) should be placed near Harmony and south of the existing pedestrian sidewalk which runs from Safeway. This location is west of the Harmony Rd right in /right out access drive. A direct pedestrian connection from the new transit stop to the existing walk is also necessary. Because of the swail between Harmony Road and the existing walk, the developer would need to provide a pedestrian bridge across this swail. It is my expectation that the developer would be responsible to build this with the adjacent pad site development. Since both Blockbuster and Centennial Bank are on the east side, it appears that there will be no direct sidewalk connection until the pad site on the west side of the access drive comes in. It appears that this will be a fresh situation without any prior precedents. It's worth noting that the location of the shelter is adjacent to a parcel that is currently not under development. GayLene, the Blockbuster, Centennial Bank, and Village Inn pad sites will be discussed at Development Review this Wednesday at 8:30 am. Your attendance for the bus shelter discussion would be appreciated if possible. You had mentioned the need for a bus shelter. I recall that you wanted the full-blown type shelter and you had a name for it. As I recall, and correct me if I am wrong, the installation of these shelters by the applicant is negotiated as part of the P.U.D. process and not a hard and fast Code requirement. So, if I am to enter into a negotiation, I need to know the exact type and size of shelter and the cost so the developer knows what he is getting into. Please let Marc and I know as these three pad sites are in for Final P.U.D. and will be going to the P & Z Board shortly. Thanks, Ted. I was told that the transit stop issue was orignially brought up at a Wednesday Dev Review Staff mtg previous to the email. I was not at that mtg. As I told you today, this project is the old LDGS and we could not require a transit facility under that process. We can only recommend that one be put in. That being the case, the recommendation would be to construct a Type A transit stop as indicated in the "Transit Design Standards and Guidelines." for Commercial developments under the LUC (this includes a shelter & pad with ADA access). The shelters that Transfort specs cost from $4,000 to $4,500. We know the swail, traffic (keeping the bus off of Harmony travel lane and away from decel lane), and pedestrian access to a transit stop are concerns. We discussed a location closer to McMurry for safe pedestrian access across Harmony. We also talked about a location between the entrance into the shopping ctr yet east of the decel lane. After you visit the site let me know your thoughts on the locations discussed at Transp Coord. last Thursday. GayLene CC: Ted Shepard
