5. Findings of Fact:
in evaluating the P.D.P., Staff makes the following findings of fact:
A. Wireless telecommunications equipment is a permitted use, subject
to administrative review, in the Harmony Corridor zone.
B. The proposed clock tower represents a stealth installation.
C. The design of the clock tower complies with the applicable
standards of Section 3.8.13.
D. Two neighborhood meetings were held resulting in a collaborative
effort and consensus on the design of the clock tower.
RECOMMENDATION:
Staff recommends approval of Harmony Safeway Marketplace, Lot 8, Wireless
Telecommunications Equipment, P.D.P., #33-94H.
F. Stealth Technology
The clock tower represents an acceptable form of stealth
technology that successfully converts wireless telecommunications
facilities to equipment. The clock tower is a "mimic" structure that is
often found in shopping centers as an architectural accent. The
clock tower will be in context with the neighborhood shopping
center.
4. Neiahborhood Meetinqs:
Two neighborhood meetings were conducted. These meetings were informative
and productive.
The first meeting was primarily devoted to a discussion of the unique locational
attributes of the industry and the problems associated with dropped calls within
the Harmony Road coverage area. Since cellular telephone usage has
increased along Harmony Road, especially between Timberline Road and
College Avenue, the ability of the existing system to handle the load has been
stressed. For Sprint, the solution is to find a site that is properly located within
the coverage area. Such a site must also be at the proper topographical point so
as not to be within a valley or depression. At the conclusion of this meeting, AFL
representatives were asked to explore all available options within the coverage
area and report back to the neighborhood.
The second meeting was primarily devoted to coverage and design issues. From
a coverage perspective, AFL reported back that, upon further investigation with
the radio frequency engineers, all other available sites were not suited to serve
the coverage area. From a design perspective, the photo simulations of the
proposed clock tower were analyzed. From this discussion, the group offered
that the clock tower could be improved by adding a pitched roof versus the flat
roof.
These two meetings resulted in an educational exchange of information among
all the parties. Through a collaborative effort, consensus was achieved. The
result is the clock tower that will be ten feet by ten feet, 42 feet high, with pitched
roof and non -illuminated.
2. Harmony Corridor Zone District Standards:
Wireless telecommunications equipment is a permitted use subject to
administrative review.
3. General Development Standards:
The P.D.P. complies with the applicable General Development Standards, as
found in Section 3.8.13 Supplemental Regulations, in the following manner:
A. Location
The wireless telecommunication equipment is proposed to be
located on an existing non-residential structure.
B. Co -location
In the future, additional wireless telecommunication providers will
be allowed to co -locate on the clock tower but at a lower point than
Sprint.
C. Equipment
The equipment will be three sets of antennae with each set
consisting of three slender cabinets. These cabinets will be of the
same color as the clock tower so as to be as concealed as
possible. The clock tower itself will be constructed of materials and
color that match the building.
D. Wall Installation — Flush Mount
The equipment will be mounted in a configuration as flush to the
wall as technically possible. There will be no protrusion above the
height or beyond the walls of the clock tower. The design of the
installation utilizes the smallest and most discreet components so
as to have the least possible impact on the architectural character
and overall aesthetics of the building.
E. Color
The equipment will be painted to match as closely as possible the
color and texture of the wall of the clock tower.
EXECUTIVE SUMMARY:
Wireless telecommunications equipment is permitted in the H-C zone subject to
administrative review. This is considered a stealth installation. There would be
three sets of three antennae that would be concealed as an integral part of the
clock tower structure. The color and materials would match the building. The
supporting equipment would be housed within metal cabinets that would be
mounted on the roof and concealed by parapet walls.
Two neighborhood meetings have been held in conjunction with the request.
These meetings allowed for a collaborative design process the result of which is
a stealth installation in the form of a new clock tower for the shopping center.
COMMENTS:
1. Background:
The surrounding zoning and land uses are as follows

The Golden Meadows area was annexed in 1977 as part of a 234-acre parcel
known as the Harmony Annexation. The shopping center was originally platted
as Tract B, Golden Meadows, 5ch Filing, approved in 1980.
On December 7, 1996, the Final P.U.D. for Lots 1, 2 and 3 (Safeway, Long's
Drugs and multi -tenant retail) was approved. Since then, four pad sites have
developed. These are:
Lot 4 — Centennial Bank
Lot 5 — Multi -tenant Retail (Blockbuster Video)
Lot 6 — Safeway Fuel Facility and Convenience Store
Lot 7 — Village Inn
Lot Eight of Harmony Safeway shopping center was approved in May of 2003.
This building is presently under construction. If this request for the wireless
telecommunications equipment is approved, then a minor amendment will be
submitted to add the clock tower to the approved architectural elevations.

PROJECT DESCRIPTION:
This is a request for wireless telecommunications equipment as part of a new
clock tower installation at 1414 East Harmony Road. This building is also known
as Lot Eight of the Harmony Safeway shopping center. It is presently under
construction for multiple retail and service tenants. The clock tower would be
located at the southeast corner of the building and would be added as a Minor
Amendment.
The clock tower would be square -shaped with the dimensions being ten feet by
ten feet. It would be topped by a pitched roof. The total height would be 42 feet
as measured to the peak of the roof.
Lot Eight of Harmony Safeway Center, 1414 East Harmony Road, is the last
parcel in the center. It is located directly west of the Safeway supermarket. Lot
Eight was recently approved for a 9,900 square foot multi -tenant retail/service
building. The parcel is zoned H-C, Harmony Corridor.
