Box 580 Fort Collins, CO 80522 Dear Steve, I have reviewed the Autozone Minor Subdivision proposal and offer the following comments: RIGHT-OF-WAY It appears that the appropriate width of right-of-way is to be dedicated with this development resulting in 60 feet east of the highway.centerline for a total of 120 feet. ACCESS This revised plan shows a single access adjacent to the south property boundary. This location is as recommended to Kerrie Ashbeck on October 8, 1993. Sheet C1.0 shows a cross access with the property to the north (Jax Surplus). That access is located approximately 70 feet east of SH 287. The Jax Surplus site configuration has not been provided, therefore, it is not possible to evaluate the relationship of this proposed cross access to the traffic patterns of that existing commercial development. The access drive is dimensioned as 30 feet, flow line to flow line. The dimensions of the gutter pan have not been provided (Sheet 1/C2.0 was not included in this submittal). Assuming a 2 foot gutter pan, the access width exclusive of curb and gutter would be 26 feet. The range of widths appropriate for this type of commercial use would be 25-35 feet exclusive of curb and gutter (The standard method of dimensioning access .is exclusive of curb and gutter..) Sheet C1.4 shows the final access design to include 20 foot radii. This is the minimum radius recommended by the State Highway Access Code. An access profile has not been provided. However, based upon the spot elevations shown on Sheet C1.4 for the curb return flow line and based upon the projected edge of asphalt, I have determined that the access slopes from the ROW line toward the highway at a 4% grade. That grade should be maneuverable. I suggest that an access profile be added to the plans for ease of review and inspection. ACCESS PERMITTING PROCESS The City and the Department should discuss the permitting process for this condition when a temporary access is to be constructed. It seems appropriate necessary to issue a temporary permit at this time that could include the entirety of -ti Mr. Steve Olt June 28, 1994 Page 2 of 2 Autozone Minor Subdivision these plans and a final permit at such time as the reconstruction is necessary based upon improvements to the state highway. DRAINAGE The drainage plan shows a detention system at the east end of the property, away from the state highway. LANDSCAPING The landscaping plan shows all plantings outside of the dedicated ROW. The plantings would not obstruct sight distance. at the highway access. UTILITIES Should new utility lines or connections be necessary within the state highway ROW, a utility permit will be required. Prior to such utility work, Mr. Henry Rangel of the Department should be contacted at (303) 350-2111. My comments are based upon the submittal as received June 13, 1994.
