College Avenue; explain and show flows from College Avenue onto the proposed site, Show the tie-in of the berm contours to the existing in the triangular Quinlan lot on the east side of your building. Please add more flow arrows in the low relief areas to clarify flow. Specify that outfall curbs are to be used on sidewalks. Subtle grading will need special attention by the contractor, and require drainage certification. The detention pond area is part of your proposed development; include it in your runoff calculations. Show the offsite easement for the detention spillway and outlet pipe. Existing contours on the Grenz and Kechter properties appear to cause some west -to -east drainage onto your property; are these flows inclu- ded in your detention pond calculations? State whether your proposed grading will block or divert any present flows from that property? This report needs to stand on its own. ,Please provide the appropriate pages of the Simons and Assoc. that state that the cross-floodplain profile of the building does not cause a significant increase in the 100 year flood water level. .Also address the effects of moving the detention pond to tract two from the triangular tract. The finished floor on the drainage and grading plan is different than that on the floodplain use permit; does the permit need to be revised? Show the floodway easement on the plat. No plat was sent with the report and plans, please provide. Please include a rainfall performance standard and an erosion control effectiveness calculation. Provide an erosion control schedule (see attached examples from the manual). Please address the redline comments on the plans and in the report. Please provide a copy of the executed offsite easement needed for Your site. The copy we have is dated September 1993 and is not signed. The Ft. Collins Drainage Criteria Manual specifies that commercial development must design capacity for onsite conveyance of the discharges resulting from 10 and 100 year storm. However, release rates to offsite are to, be at the historical Q2 with detention of the difference between the Q100 and the Qz. Please provide flow concentration/design point calculations at each curb cut, and at the entrance to the detention pond. including section views, and Q10 and Q100 flow depths. Demonstrate that the cuts and the pans are sized properly to handle these flows with the required 133% of Q100 capacity or 1 foot of freeboard. Box 5e0 Fort Collins, CO 80522 Dear Steve, I have reviewed ths'Autozone Minor Subdivision proposal and offer the following comments: RIOFT-OF-WAY It appears that the appropriate width of right-of-way is to be dedicated with this development resulting in 60 feet east of the highway centerline for a total of 120 feet. ACCESS This revised plan shows a single access adjacent to the south property boundary. This location is as recommended to Kerrie Aehbeok on October 8, 1993. sheet C1.0 shows a cross access with the property to the north (dax surplus)• That access is located approximately 70 feet east of sH 2e7. The Jax Surplus site configuration has not been provided, therefore, it is not possible to evaluate the relationship of this proposed cross access to the traffic patternn of that existing commercial development. The access drive is dimensioned as 30 feet, flow line to flow line. The dimensions of the gutter pan have not bean provided (sheet 1/C2.0 was not included in this submittal). Assuming a 2 foot gutter pan, the access width exclusive of curb and gutter would be 26 feet. The range of widths appropriate for this type of commercial use would be 25-35 feet exclusive of curb and gutter (The standard method of dimensioning access .is exclusive of curb and gt]tter.) sheet C1.4 shows the final access design to include 20 foot radii. This is the minimum radius recommended by the State Highway Access Code. An access profile has not been provided. However, based upon the spot elevations shown on sheet C1.4 for the curb return flow line and based upon the projected edge of asphalt, I have determined that the access slopes from the ROW line toward the highway at a 4♦ grade. That grade should be maneuverable. I suggest.that an access- profile be added to the plans for ease of review and inspection. ACCESS pBRMITTINO I =_CB6B The City and the Department should discuss the permitting process for this condition when a temporary access is to be constructed. it seems appropriate neceeeary to issue a temporary permit at this time that could include the entirety of 12. As stated in Section 29-644(7) of the City Code, the applicant shall provide a list of all affected property owners within a minimum of 500 feet of the proposed subdivision (in all directions) for the purpose of enabling the City to mail notification letters of the administrative public hearing to these property owners. The City Mapping/Surveying Department has asked if Lots 2 & 3 have access to a public right-of-way or access easement. A legal lot must have frontage on a dedicated public street. would it be better to plat this as a one lot subdivision with necessary easements granted for drainage, access, utility, etc? 7. Because of the nature of this business, a Hazardous Material Impact Analysis will be required. There may be a potential that this site has contaminated soils from leaking underground storage tanks. The comments received from the Engineering Department are as follows: a. The utility plans need some more work to clarify what is being built along North College Avenue in the interim, how it will drain, etc. b. Provide a centerline profile of the driveway to show how it ties into North College Avenue. C. The potential for shared access or cross -access with the property to the south should be planned for. Is shared cross -access to the north being constructed now? d. Please fill out the Application for State Highway Access Permit for a new temporary driveway. On either the Site Plan or a utility plan sheet (preferably both), show how the Jax site circulation ties into this site and where their drive aisles are located. A copy of the letter received from the Colorado Department of Transportation is attached to this letter. 2. A copy of the comments received from U.S. West is attached to this letter. 3. Public Service Company of Colorado has stated that they need utility easements to get through Lot 1 and into Lots 2 & 3. A redlined copy of a portion of the subdivision plat,'showing the locations of these easements, is being sentto your engineers. Also, no trees can be located within 4' of gas lines. 4. The City Light & Power Department has stated that they need 2 6' wide utility easements that must be recorded on the subdivision plat. A redlined copy of a portion of the plat, showing the locations of these easements, is being sent to your engineers. Also, the domestic water line needs to be relocated from its present location. From the beginning, Light & Power has told the owners that a 3-phase electric line has to go in that location ... and it still does! The City Water/Wastewater Department included comments on redlined copies of the utility plans; being reviewed by the Engineering Department, and redlined copies of the Landscape Plan, being reviewed by the Zoning Department.
