Dear Ted,
I have reviewed the Platinum Auto Brokers PUD Preliminary and
Final and offer the following comments:
RIGHT-OF-WAY My right-of-way file indicates:a'total right-of-way
need of 120 feet which would result in 60 feet west of the state
highway centerline. This plan shows a ROW width of 50 feet west
of centerline. Additional width to meet the projected need should
be protected by reservation or, preferably, dedication as
permitted by City regulations.
ACCESS The plan indicates two access points and does not detail the
design of access. This property lies in a Category 4 portion of
the state highway which would allow a single direct access.
Traffic information has not been provided with this proposal. If
it is determined that this plan would increase traffic by 20% as
described in Section 2.10 of the State Highway Access Code the
Department has the obligation and authority to require that
overall access for the property be brought into conformance with
the Code. This.could include reconstruction, relocation, or
closure of existing access points.. An access permit must be
obtained from the City of Fort Collins as the issuing authority.
My comments on state highway access are based on the information
presented for this property only. If the property owner has any
interests or ownership in adjacent property that information
should be provided since it may affect my comments.
The plan makes brief mention of landscaping improvements. Details
of landscaping should be provided for review. No mention has been
made of drainage changes or utility needs. Additional submittals
should be provided for review and comment.
My comments are based upon the submittal as received June 20,
1994.
