HomeMy WebLinkAboutPARK SOUTH COMMERCIAL PLAZA, 2ND FILING, LOT 2B, CARWASH - PDP - 37-94E - SUBMITTAL DOCUMENTS - ROUND 1 - PLANNING OBJECTIVESPlanning Objectives The project strives to embrace the principles of L.U.C. to create an appropriate and appealing streetscape. The buildings will be visible from the adjacent streets. The building edges are set as close as possible to the right-of-way of the streets. This is meant to address the pedestrian who will typically enter the site from the north, east, and south. Additionally, access is provided from the Auto Zone store to the west via the existing stairs at the edge of the property. Handicapped access is considered and provided throughout the site. The buildings are designed to blend into the overall neighborhood, including the residential neighbors. The roofs are hipped and shingled with high profile asphalt shingles. The walls are masonry, which are varied in texture and pattern to add visual interest. Colors are chosen to blend in with the surroundings. The north building is oriented to address the street as well as to buffer parking spaces. Breaking down the longitudinal mass of the buildings is done through the use of building offsets, and projected volumes. Variation on the elevations is enhanced through the use of different materials and colors. Special attention is given in designing the back elevation in an attempt to address the adjacent streets. The single trash enclosure is built of the same masonry walls, finished in the same color and screened with landscaping. Access and Parking The parking will be accessed from the east and the south ends. A two-way drive aisle will pass through the parking lot. The project can take advantage of the shared parking. in the center of the site. The parking provides 5 standard, and 1 handicapped parking spaces. Development Phasing It is anticipated that the project will begin Phase One in the spring of 2004. Construction duration is estimated at approximately 6 months. Project Description and Planning Objectives Project Name: Lot 2-13 Park South, Commercial Plaza Prepared by: The Architects' Studio Date: December 15, 2003 Project Location The project is located south and east of the intersection of Horsetooth Road and Manhattan Avenue. The site is surrounded by commercial developments with Carmike movie theaters to the east and AutoZone to the west. Mini storage units are to the south of the site, and multifamily residential units are north of Horsetooth Road. Visibility of the site is primarily from Horsetooth Road. Access to the site is available as a right turn from eastbound Horsetooth and from the private drive to the south of the site. The proposed project will serve the community of Fort Collins in general and the residents and workers of this Southwest neighborhood in particular. Project Scope The one story project will be built in two phases as building one and building two. The Phase one building will be a Valvoline auto service center generally providing lubrication and oil change. This facility will provide 4 service bays and a small support space consisting of visitor waiting, restrooms, and storage area. The second phase is planned as a car wash facility. There will be 5 wash bays with a small support space. Zoning The project is in the C-Commercial District. All uses proposed are permitted in Type -I category. The City of Fort Collins requires that the building edge be set at 10'-25' from the right-of-way of Horsetooth Road. The proposal for the Valvoline building is set at 16' and will provide an inviting street feel. Orientation of the buildings to visually separate the parking lot, connecting pedestrian circulation to flow into the site, and using architectural elements towards the public street side all are intended to reflect the City's planning goals for the site. Site and Landscape The intent of this landscape plan is to provide an aesthetic landscape with plant materials that are adaptive to and conditions of the Northern Colorado Front Range. Plants were placed to frame views of the building and store signage while providing shade, seasonal interest, and screening of vehicular areas, service areas, and trash dumpsters from public streets and views. Existing, adjacent plantings and canopy trees have been carefully considered and will help transition the new buildings into the existing surrounding commercials developments. The landscape plan has incorporated plant materials that are easy to maintain and requires limited amounts of water after establishment.
