customers for interior cleaning and detailing services. This is our only public lobby
space. As with our other three locations, we will offer popcorn, coffee and
refreshments, greeting cards, and other impulse/gift items. The lobby space is
connected to the off-line interior cleaning and detailing bays by an enhanced internal
customer walkway and the architectural sky -light and breezeway treatment.
Requested Sidewalks: From the beginning, we have understood Tranportation Planning's
desire to support pedestrian friendly design with adequate sidewalks. While our business use is
not a estrian SSMMor, we respect this design concern. Our site plan provides safe and
friendly pedestrian access to the Carmike Theatre with sidewalks shown on both our eastern
property edge as well as on the south. Furthermore, since our only public space is our lobby on
the eastern edge of the site, the only need that we have for walk-up public access is to that lobby
space. With our final site plan, we do not want pedestrians wandering about the property — we
simply want to funnel any visitors to the lobby and then to management (if needed).
Our concerns are that with the substantial site plan revisions which we have already made, that
requested further internal sidewalks and the requested western sidewalk (adjacent Autozone):
(a) are unneeded and could draw pedestrians into areas of concentrated vehicular
movement — thereby creating a clear safety hazard (m violation of the Land Use
Code); and
(b) are overly burdensome due to limited site width and the already forced design layout
changes which require ample internal drive lane widths and turning areas.
Therefore, we request that the following sidewalks (previously requested by City staff) be
deleted from our site plan:
(a) all sidewalk on the western edge ofthe site, adjacent Auto Zone;
(b) the sidewalk on the west side of our express lube center, and
(c) any notion of an cast/west sidewalk through the internal vehicle access area between
the lube center and the off-line cleaning and detailing bays.
We believe that this request is warranted and proper due to safety needs and sound planning.

Thank you for seeing Bob Mechels and me this past Friday morning. We appreciated your time
with us as well as your open-mindedness. With this letter, I would like to recap several key
points.
Project Evolation: This project has evolved through throe major design iterations. The first
was a conventional full -service car wash, detail, and tube center with very wide open nub cuts to
the south private street. Among the City's concerns wem the wide open curb cute to the south.
Our second design iteration (which was a major operational departure from our ten year
experience) internalized our activities, moved the lobby/retail area to adjacent the east Property
line, reduced the curb arts on the south, and used an access point to the east for ease of customer
egress. The Planning Department immediately objected to this layout design due to having a
vehicular ingress/egess point cross the City's requested eastern pedestrian sidewalk. Finally,
with with much concern for operational feasibility, we developed our third site plan which eliminated
the eastern ingress and egress. For the record, we feel that this final site plan is the least practical
site plan regarding ease of our customer vehicular access and internal vehicular circulation --
which is the obvious focus of our business.
Service Profile; We plan to offer the following services:
(a) Exterior car washinst: to provide the most prompt, convenient customer service, we
plan to keep our car wash customers in their car while going through our tunnel
equipment system. Upon exiting the tunnel, the customer will either exit the property
or proceed to the off-line interior cleaning and detailing service area We expect 509/b
of our car wash customers will exit the property after the exterior wash service.
(b) interior cleanin- and detailing services will be offered in the fully enclosed service
area.
(c) Express lube services will be offered through the lube center. This operation is also
focused upon quick service by keeping the customer in his/her car during the service.
