This development plan should take into consideration an adequate bicycle/pedestrian connection to the station. Please contact Tom, at 416-2040, if you have questions about these comments. 7. This development request will be subject to the Development Review Fee Schedule that is available in the Current Planning Department office. The fees are due at the time of submittal of the required documents for the appropriate development review process by City staff and affected outside reviewing agencies. 8. This development proposal is subject to the requirements as set forth in the City's LUC, specifically Articles 2. Administration (Development Review Procedures), Article 3. General Development Standards, and Division 4.17 - Commercial District. Copies of Article 3 and Division 4.17 are available in the Current Planning Department or on the City of Fort Collins website @ www.rcgov.com. Go to Departments, then the Current Planning Department. 9. The City's Current Planning Department will accept the development request and will coordinate the development review process. The required submittal package will be submitted to this department and distributed accordingly to other City departments and outside reviewing agencies involved in development review. City Light & Power has existing conduit on the west side of this property. Access to 3-phase power is available to this site. b. Coordinate the electric transformer location with Light & Power. C. A C-1 Commercial Form must be filled out to help determine the overall electric needs for this instant oil change operation. d. The standard electric development charges will apply to this development request. Please contact Judy, at 224-6067, if you have questions about these comments. Tom Reiff of the Transportation Planning Department offered the following comments: a. A Transportation Impact Study (TI5), addressing all modes of transportation, may be required with your Project Development Plan (PDP) submittal. Please contact Eric Bracke of the Traffic Operations Department, at 224-6062 and Tom Reiff of the Transportation Planning Department, at 416-2040 to determine what information may be needed in the TIS pertaining to L05 for vehicle, pedestrian, bicycle, and transit modes of transportation. b. A sidewalk should be provided along the south side of the property, running west - east, between the AutoZone site and the theater parking lot. C. A walkway on -site must be provided from the building entry to the public sidewalk along West Horsetooth Road. d. A bicycle rack must be provided with this development proposal. The rack should be in a secure location close to the building entry. e. Shared parking with AutoZone should be considered. Please contact Roger, at 221-6854, if you have questions about these comments. 4. Glen Schlueter of the Stormwater Utility offered the following comments: a. The site is located in the McClelland/Mail Creek Drainage Basin, where the new development fee is $3,717 per acre, which is subject to the runoff coefficient reduction. This fee would be paid at the time of issuance of building permits. b. The site in on Stormwater Inventory Map #70. A copy of the map can be obtained from the Utility Service Center at 700 Wood Street. C. The standard drainage and erosion control report and construction plans are required and they must be prepared by a professional engineer registered in the State of Colorado. d. The standard requirement for this drainage basin is that on -site storm water detention is required, with a 0.2 cfs release rate for the 10-year storm and a 0.5 cfs release rate for the 100-year storm. Water guali extended detention is required to treat the runoff. However, this site drains to the retention pond south of the theater building and is pumped to the south through the Manhattan wetland. Originally the pond was sized to accommodate this site but the pond was not sized'using the current rainfall criteria, so some on -site detention is needed unless the theater pond can be enlarged to accommodate the additiona! runoff. The pumping andmaintenance of the retention pond is shared by all the sites draining into it; therefore, the applicant for this site should contact the owners of the movie theater to get permission to drain into the pond and set up a cost sharing agreement. Development of this property will have to dedicate necessary additional street right-of-way (ROW) and easements behind the ROW for West Horsetooth Road. There currently is 50' of right-of- way (south of the centerline of the street) and 57.5' is ultimately required. g. Development of this property may be responsible for a repay for previous improvements to West Horsetooth Road. h. There was an expressed desire by this applicant to eliminate the existing. curb cut for a driveway along the east property line between this pad site and the theater parking lot. For this to possibly occur both property owners would have to work together and agree to the elimination of the curb cut, A Development Agreement and a Development Construction Permit may be required for development on this property. There is an existing 8" water main in the driveway south of the property. b. There is an existing 8" sanitary sewer main in the driveway south of the property and on existing 8" sanitary sewer main in an easement on the AutoZone site. C. If a connection is made to the sanitary sewer on the AutoZone site then an easement will be needed for the service line. d. A grease and oil interceptor will be required for this vehicle servicing and maintenance use, e. This property is not included in the Residential Neighborhood Sign District section of the City's Sign Code. Therefore, building signoge locations should not be shown on the elevation plans. The standard utility plan submittal requirements will apply to this development request. b. Street oversizing fees will apply to this development request. The fees are based on vehicle trip generation for the proposed land use (minor vehicle servicing and maintenance) on the development plan. Please contact Matt Baker of Engineering, at 224-6108, for detailed information on the fees. The fees will be collected at the time of issuance of building permits. C. The Lorimer County Road Impact Fees will apply to development on this property. d. This development may be subject to the requirements set forth in the Lorimer County Urban Area Street Standards.as they pertain to public improvements. e.
