Boulder rotaries to slow traffic v',
- By Mike McPhee
Denver Post Staff writer
BOULDER — City engineers
have borrowed the traffic rota-
ries from the larger East Coast
cities in an attempt to ease
congestion and slow down traf-
fic on some of the long,
straight side streets north of
downtown.
Last August, the city install-
ed rotaries at two intersections
along Pine Street and two
along Balsam Street, between
Folsom Avenue and Broadway.
The rotaries are made of
small, concrete wheel stops
placed in a circle that requires
c to slow down and navigate
around them before continuing.
The city also has placed
bright red construction flags
on the signs notifying motorists
of the upcoming rotaries.
.While large rotaries are used
primarily to handle large vol-
umes of traffic without requir-
ing motorists to stop, these
smaller rotaries primarily are
being used to slow down traf-
fic.
Traffic monitors have con-
cluded that the rotaries have
slowed traffic on average from
34 miles per hour to just over
27 miles per hour. Volume has
not been affected.
Program director Dave
Menter lays the city has ap-
proximately 40 requests for
traffic control of some kind,
whether they are rotaries.
speed bumps or photo radar,
devices that automatically
photograph cars exceeding the
speed limit.
Those devices are used
throughout Switzerland, where
a photograph is taken of a
speeding ear's license plate
and a ticket is automatically
mailed to the registered owner
of the vehicle.
Residents along Balsam Av-
enue have been ecstatic about
the success of the rotaries, to
the point of putting up signs in
their yards, "Thaik you for
driving 25 mph."

Ticonderoga and McMurray by Kruse school, add TRAFFIC
CHOKER)
(see exhibit C)
3) ROTARIES (Roundabouts in England)
At critical points in residential areas, put in ROTARIES. Boulder
has done this very successfully.
(see exhibit C)
4) UNDULATIONS
Ticonderoga, New Bedford, McMurray, etc. need UNDULA-
TIONS to control speed. Undulations, first developed in
England, are usually 12 feet in length and 3 " high at midpoint (for
the 25 mph speed limit). They are put down in TWO LIFTS.
(see exhibit C)
5) LANDSCAPED ENTRY ISLANDS
must be placed at entry points of vulnerable residential areas
(see exhibit C)
6) OTHER
as traffic and other plans develop, there may be additional points
to be made

COMMERCIAL LIGHT STANDARDS AT LEMAY & TICONDEROGA
this is strictly a Ped X-ing and misleads cars and trucks into assuming
that this is a major intersection
the green street signs must be removed and replaced with yellow
Ped X-ing signs. Street signs can be put on regular residential posts
(see attached exhibit A of photos)
NEW URBANISM
inasmuch as Golden Meadows is laid out in a curvilinear fashion with
loads of cul-de-sacs instead of the grid pattern and hence, more vul-
nerable, a system of mitigation must be instituted to prevent Ticonderoga
(and McMurray extension) as well as New Bedford from becoming
commercial collectors.
(ALL OR SOME OF THE FOLLOWING MITIGATION METHODS
SHOULD BE USED AT ENTRY POINTS OF RESIDENTIAL AREAS)
1) GRASS STRIPS BETWEEN SIDEWALKS & STREETS
At entrances of residential areas within the first block, add GRASS
STRIPS lined with TREES.
(see exhibit B)
2) TRAFFIC CHOKERS
At entry points to residential areas or other sensitive areas such as
