The site will be revised to provide additional turn lanes into the site. This will effect
how we grade the open channel parallel to Harmony Road. Our preliminary shows the
grading for this channel starting approximately 20' feet from the proposed flowline of
the new turn lane. This should be adequate room to provide room for other utilities
(not including the new City Main). We are aware however that this turn lane will
need to be accounted for.
We can extend the culvert under the entry drive onto Harmony Road, providing more
room for the meander of the sidewalks/bikepaths.
Should there arise other conflicts with the new road alignments, there exists the
possibility of piping those portions of the open channel to provide additional room.

by UDFCD. We are also investigating a new pre-treatment structure recently developed by
Carder Concrete called Stormceptor. This pre-treatment structure has been used with good
results. A representative from Carder Concrete is available and willing to provide the City
with a full presentation of the features of this structure. Parallel alternate systems can also be
incorporated into final design. We look forward to working with Parks and Recreation to
develop a workable system.
Item No. 14 - We agree. We can specify on the final construction documents that prior to
construction, the contractor will be required to have a coordination meeting with the City
Erosion Control inspector to insure the intents of the final Erosion control plan are complied
with.
Item No. 15 - The client is aware of these improvements. we have had contact with basil
Hamdan. Per his direction, we understand that the existing culverts will need to be repaired,
and cleaned. This work will be coordinated with the appropriate Ditch co. representative.
Item No. 16 - Additional, comments per Stormwater Utility.
Items 1, 2, 3, and 4 - These comments bring up concerns that the Stormwater Utility
has with the existing master plan for Golden Meadows. Northern Engineering shares
these concerns as well. NES has discussed this with Stormwater, and have agreed that
more support documentation will.need to be developed at time of final design. Our
client does not feel it would be his sole responsibility to provide a completely revised k
Master Plan for this region when one exists and has been approved and accepted by
the City. They do however agree that they will participate in their fair share of a
Master Plan update for this development. This supporting documentation will be
provided with final design.
In addition, we offer the following response to the Plans set review by Roger Buffington.
They offered an alternative routing schematic in the southeast corner of the site. This
is a good idea, and we will be incorporating this alternate routing into our final
design.
Again, we will coordinate the location. of the new City transmission main into our
final plans, and locate our improvements accordingly. There is some flexibility in the
locations of our necessary drainage facilities, and in previous discussions with Dean
Saye w/ Water Utilities, they took into account the existing drainage system in their
design of this main.
Roger brought forth some questions about service pit locations, fire service lines,
irrigation taps, existing service stubs and methods of' abandonments. These questions
will be noted and addressed with final construction doCUmCntS.

Response to City Comments
Dear Ted,
This letter is in response to the comments regarding engineering issues Northern Engineering
Services Inc. (NES) received regarding Harmony Safeway Marketplace P.U.D. Preliminary.
Other items related to planning and landscaping will he addressed under separate cover by
other consultants. Primarily, our response will he to comments posed by City Water and
Wastewater, Stormwater, and Engineering.
Response to comments from your letter dated February 8, 1996 to Linda Ripley
Item No. 7 - US West concerns have been noted. We would like to arrange it Utility
coordination meeting for this project prior to starting final design. We would like to define
what "wider" might be.
Item No. 8 - The site now has been resurveyed by Landstar Surveying. All existing
structures will be shown. Again, a utility coordination meeting will help us with final design.
Item No. 12 - We have had preliminary contact with the Water department concerning this
main. Your comments indicated this will be used for detention and that is not the case. This
area will contain an open channel which will convey stormwater downstream to the Golden
Meadows regional detention facility. Cover restrictions will be observed. We will contact
Roger Buffington prior to final design to get the most current locations and depths of this
main. Should cover become a problem, that portion of the parallel open channel could be
conveyed in a pipe system.
Item No. 13 - Our client also has concerns about the quality of stormwater runoff leaving the
site. We will pre -treat developed runoff according to best management practices as outlined
