Ditch Company approval will be required prior to final approval of the utility plans and plat. You should begin to work with the New Mercer Canal Company as soon as possible. The Company is concerned about water quality and access. They typically do not allow you to discharge stormwater run-off into the canal. There is an existing easement to take the water to the south, to a regional detention pond in the South Glen PUD. 16. A traffic study is required and should be submitted with the engineering utility plan submittal. The traffic study should focus on trip generation and distribution, access points on Horsetooth and Manhattan, and internal circulation for the entire site including the future parcels. Please contact Tom Vosburg at the Transportation Department (221-6608) prior to beginning the traffic study to discuss the focus of the study. 17. Street oversizing fees are $14,005 per acre. Engineering submittal requirements are outlined in the Development Manual. 18. Landscaping along Horsetooth Road will not be maintained by the City. The City does maintain the trees on arterial streets, as far as pruning,etc. but watering and general maintenance of the landscape strip is the owner's responsibility. 19. Planning would like to see how the undeveloped parcels will fit into this development scheme. Shared access onto Horsetooth may be required and may be necessary for internal circulation to work. Planning will review the landscape plan and has concerns related to architectural elevations, amount and type of lighting (both parking lot and building) proposed, and provision of safe and efficient bike/pedestrian connections to the neighborhoods and between this parcel and the undeveloped parcels. Staff highly recommends high pressure sodium bulbs in a sharp cut-off fixture on low poles. Foundation plantings, including upright evergreen trees and shrubs, are required to soften the building elevations. Street trees. are required along Horsetooth. .Street trees -along the access drive off of Manhattan will enhance the property as well. 20. See. attached "Administrative Guidelines" for site/landscape plans for commercial uses. 21. Please contact Roger Buffington, at the City's Water and Wastewater Utility (221-6681) concerning a repay that is due on an existing 24" water line in Horsetooth Road. I required to be in landscaped islands, and a 6' solid fence is required along the property line abutting the residential zoning district to the south and west. 6. The landscape plan must be submitted to. the Planning Department and approved by the Planning Director. 7. Sidewalks and pedestrian/bike access should be looked at closely in development of this site. Provisions for safe, lighted, weather protected bicycle parking and enhanced pedestrian/bike connections and walkways will. greatly enhance the opportunity for people to visit the theater via foot and bike, especially during summer and fall months. There are a number of residential units within a one mile radius of this site and the potential is great. for alternative modes of travel. 8. Please contact Sharon Getz at the Building Department for information on local amendments to the current building code. A fire sprinkler system is required for this type of building. 9. You will be required to submit plans and designs for the concession area to the County Health Department. 10. Three phase power requires an engineers stamp on the electrical design for the building. 11. Submit building plans to the Fire Authority for their review. There must be a fire hydrant within 400' of the building. Fire access requirements must be met: It is not a requirement to have drive access around the entire building, as long as fire access can be met. Fire sprinkler systems allow some flexibility. There should be access on three sides at a minimum. Please consult with Mike Pretz at the Fire Authority for more information. 12. "No -Parking" lanes, or "fire lanes" are required along the curbs adjacent to the building. 13. The property is located in the McClellands-Mail Creek Drainage Basin. Stormwater development fees in this basin are $3717.00 per developed acre, subject to the coefficient of run-off for the site and the amount of on -site detention provided. You may not have to provide on -site detention, but it may be required, depending on development in the. area. Please contact Glen Schlueter or Basil Hamdan at the Stormwater Utility (221-6589) for more information about development and existing drainage plans in the area. 14. As part of your submittal, a drainage report and drainage and grading plans, "with an erosion control plan for the construction phase, are required. These must be prepared by an engineer licensed in the State of Colorado. >1 v CONCEPTUAL REVIEW STAFF COMMENTS MEETING DATE: May 2, 1994 ITEM: Multi -screen theater APPLICANT: Jay Anthony - Anthony Properties 12770 Coit Road, Suite 1170 Dallas, Texas 75251 LAND USE DATA: A proposal for a 36,500 sf ten-plex, multi -screen theater on 7 acres, located at the southeast corner of Horsetooth Road and Manhattan Avenue. The theaters would seat a total of 1,700 people. The property is zoned HB, Highway Business, and a movie theater complex is a use -by -right in this zone. COMMENTS: 1. Three phase power is available along both Mason and Horsetooth streets. Normal Light and Power development charges apply. Coordinate a transformer location with Light and Power. The transformer will have to be screened from public streets, with landscaping or an enclosure. A c-1, commercial form, to size the transformer and panel, needs to be filled out at the'Light and Power Utility. Doug Martine is your contact at Light.and Power. 2. Water is available in Manhattan (12") and the north side of Horsetooth (24"). Either main can be extended to serve this property. Looping the main may work. You can loop to a 6" main coming out of the multi -family project to the south. 3. There is a sanitary sewer traversing the site. Maintain a 301 wide easement for this main. Contact Roger Buffington at the Water and Wastewater Utility for further information. 4. The property is. located in the HB, Highway Business, Zoning District. The District allows this use, as a "use -by -right", but the Code requires that the lot be platted. Please contact Peter Barnes or Dan Coldiron at the Building Department for further information. 5. The project is required to meet the Parking Lot Development Guide and the Zoning Code requirements for the HB Zone.
