4. Approval of the proposed structures other than detached single-family residences
within 100' of the southem boundary of the project.
Approval of the Phase Plan for Greyrock Commons Planned Unit Development with the
following conditions:
1. All conditions and requirements of the County Engineer, the Poudre Fire -Authority
the Elliot lateral and the New Mercer Ditch Company, and the utilities must be
reflected in the fmal plat and final utility and drainage plans.
2. An annexation agreement must be submitted with the final plat
3. An amended plat for Briarwood MRD must be submitted at the time the final plat is
submitted
4. The following notes must appear on the final plat:
a) Off -site Road Improvement Fees of $700 per unit shall be collected at the time
of building permit issuance.
b) Park Fees shall be collected at the time of building permit issuance.
c) Radon testing shall be required prior to issuance of a Certificate of Occupancy.
d) All construction shall be consistent with the recommendations of the
Geotechnical Engineering Report; engineered foundations shall be required
e) Road maintenance is the responsibility of the Homeowners's Association of
Greyrock Commons PUD.
f) An annexation agreement has been executed for this property.

c) Engineered foundation plans shall be required for all construction on this
site.
d) Passive radon mitigation systems shall be installed in each new residential
structure on this site and the results of a radon test shall be submitted to the
Planning Division before a certificate of occupancy is issued.
e) Prospective lot owners should be aware of the potential nuisance created
by wild animals. Pets should not be allowed to roam freely and harass
wildlife and food should be kept inside.
6. The applicant shall provide a plan to ensure that at least one street tree is planted
in the front yard of each of these lots. This can be required by covenant and the
developer can provide an incentive to complete the landscaping.

Request: To develop a Planned Unit Development on 16.24 acres for 30 lots with
townhomes attached in 2 to 4 unit groups with 14.16 acres off common open space and to
rezone from FA -Fanning to R-Residential.
Location: SE 1/4 04-07-69; 1/4 mile west of North Taft Hill Road (County Road 19) and
12 mile north of Vine at the north end of Briarwood Drive, north of Liberty Meadows
Subdivision.

Staff Recommendations:
Approval of the Master Plan for Greyrock Commons Planned Unit Development and the
rezoning from FA -Farming to R-Residential.
Approval of the following variances:
1. Approval of the Off -site Road Waiver with the condition that a street impact fee of
$700 per unit be paid at the time of building permit issuance.
2. Approval of the private road system with 24' pavement width without curb, gutter
and sidewalk, provided urban construction standards are maintained.
3. Approval of the proposed lot size variance.

Request: Preliminary Plat to divide 2 acres into 4 lots of .44 acres to .53 acres for single
family dwellings. There is an existing residence on Lot 1.
Location: NE 1/4 36-08-69; north side of Country Club Road (County Road 50E), 1/2
mile east of Colorado Highway 1.
Applicant: Gloria Coalson, 8820 NE Frontage Road, Wellington, CO 80549
Staff Recommendations:
Approval of the waiver of the public street capacity requirements with the condition that
the waiver fee be collected for each lot when a building permit is issued for a single family
dwelling. A note shall appear on the final plat concerning the payment of this fee.
Approval of the preliminary plat for Crestview Estates with the following conditions:
1. The final plat for this project shall be completed in strict conformance with the
conditionally approved preliminary plat and with all requirements of the Larimer
County Subdivision Resolution.
2. All concerns expressed by the County Engineer shall be addressed in the final plat
documents.
3. All improvements required to serve these lots shall be included in a Subdivision
Improvements Agreement which shall be secured by appropriate collateral to
guarantee the completion of the improvements.
4. Homeowners' documents shall include a provision for participation in the
maintenance of Ridgecrest Road. The applicant should determine if Crestview
Subdivision has a homeowners association or other mechanism for maintaining the
streets. These lots shall participate at the same rate as the other lots in the
neighborhood.
5. The following notes shall appear on the final plat:
a) An off -site street waiver fee shall be collected when a building permit is
issued for a single family dwelling on each of these lots.
b) The Larimer County Park Fee for the Fort Collins Urban Growth shall be
collected when a building permit is issued for a single family dwelling on
each of these lots.

6. Final plat shall include metes and bounds description of the open space easement.
Covenants shall describe the uses allowed and prohibited within this easement.
7. An erosion control plan shall be submitted with the final plat, which includes the
recommendations of the Soil Conservation Service.
8. The following notes shall be included on the final plat:
a) Camino del Mundo and Sierra Vista Drive are public streets, and will likely
provide access to other future development in the area.
b) The property adjacent to Vista Bonita 7th Filing is zoned for multiple
family development.
c) There is a potential for nuisance wildlife conflicts, including destruction of
landscaping by geese.
d) A non -motorized public trail may be developed along Boxelder Creek,
adjacent to lots 12-21.
e) No buildings may be constructed within the designated Open Space
Easement on lots 12-21.
f) A park fee must be paid at the time of building permit application.
g) A storm drainage fee may be required to be paid at the time of building
permit application.
h) Engineered footings and foundation will be required for each residential
structure.
i) Design and construction of homes must include mitigation for radon.
Radon testing must be accomplished prior to issuance of a Certificate of
Occupancy.
j) Subdivision roads will not be maintained by Larimer County.
9. Roads shall be designed and constructed in compliance with the Larimer County
Urban Street Standards, and according to the requirements of the Larimer County
Engineering Department.
10. Covenants shall include all of the plat notes listed in item 8, above, and also require
installation of one street tree for each lot, at the time the lot is built upon.
11. If final plat is not recorded by August 22, 1997, Larimer County may consider
revocation of this rezoning.
12. Developer shall sign a subdivision improvements agreement to guarantee
completion of all required improvements, including roads, utilities, drainage, and
erosion control during site development.

Residential.
Location: SE 1/4 10-07-68; about 3/4 of a mile east of I-25 and 1/4 mile north of
Colorado Highway 14.
Applicant: Don Johnston, 6217 E. County Road 44, Fort Collins, CO 80524
Staff Recommendation: Approval of the Rezoning from R-1 to R-2 Residential, and the
Preliminary Plat, with the following conditions:
1. Except as modified by the following conditions, all development and use shall be
consistent with the plans submitted for review.
2. Only single family dwellings shall be allowed
3. Details of proposed street lighting shall be provided with final plat submittal.
4. Disclosure shall be made to all lot purchasers of the following:
a) Property adjacent on the west is zoned M-Multiple Family.
b) Streets in this development are public streets, and may provide access to
future development in the area.
5. All utilities must be underground.
