Harmony Neighborhood Centre
The short range future is described as 5+ years, setting the year
at 1997, with the long range at the year 2015. The short range
recommendations state that auxiliary lanes for the right-in/right-
out access currently exist as a continuous shoulder lane between
McMurray and Wheaton. A standard 12 foot acceleration/
deceleration lane should be provided with adequate shoulders. The
long range geometry addresses the future three lanes in each .
direction condition which are anticipated for Harmony Road. The
schedule of the addition of that third thru lane is unknown.
However, the recommendation is correct that the
acceleration/deceleration lane is not required by the State
Highway Access Code when three thru lanes per direction exist.
Figure 13 does indicate a taper to be provided for the right -in.
In conclusion, I am not certain that the Department could support
a request for an amendment .to the Access Control Plan based upon
the information provided by this Site Access Study. I have had no
discussions with City personnel regarding this development or
their suggestion of an amendment to the Access Control Plan.
LANDSCAPING The preliminary landscape plan shows the planting of
some trees within the state highway right-of-way. I recommend
that trees not be added within the ROW. Consideration should be
given to the proximity of any new trees to a future widened
highway. Proper clear zone shall be maintained.
My comments are based upon the submittal as received June 9, 1994.
Further discussion regarding access should be conducted prior to
continued planning. I apologize for not meeting your June 17, 1994
deadline.

Dear Ted,
. I have reviewed the Harmony Neighborhood Centre Preliminary
submittal and offer the following comments:
ACCESS The Site Plan and Site Access Study address the addition of a
right-in/right-out access mid -point in the site, and the change of
an existing limited access at Wheaton Drive to a full movement
access with a signal. Both of these proposals are changes from
the approved Harmony Road Access Control Plan. The study states
that the access scheme including these changes was suggested by
City of Fort Collins staff as a potential mitigation to reduce
traffic impacts to area streets.
My reviews of Figures 10 and 11 indicate some improvements,
however, I am not certain that those improvements are of such
magnitude so as to deem changes of the Access Control Plan
necessary and appropriate.
Page 7, Figure 10, description addresses a Level of Service F from
Table 5. Review of Table 5 shows movements at Level of Service E
in two locations. No Level of Service F is shown.
A comparison of Table 5 (Long Range Existing Access Scheme) and
Table 6 (Long Range Alternate Access Scheme) indicate two
movements which experience an improvement of level of service by
one.level, and two movements which show a decrease of efficiency
by one level. Of the improved movements, one is on the state
highway system and the other is off -system. The two movements
which experience a decrease in efficiency are both on the state
highway system.
Geometric analysis indicates that northbound and southbound left
turn lanes on Lemay could be striped although those lanes would
not be standard 12 foot lanes. The resultant lane dimension is
not addressed. I realize that the street lanes are City issues,
but wonder about those lane widths.
