developers singed a pre -annexation agreement with the City in 2001. Larimer County
required the neighborhood be developed to City standards and would have not
approved the residential development without the expectation of annexation.
Residents bought their homes expecting annexation. Clydesdale Park could have been
annexed ever since 2005 when the Fox Grove property which boarders Clydesdale
Park was annexed into the City. If the City wants developers, residents, and partners,
such as Larimer County, to act in concert with the City's planning objectives, the City
needs to follow through on its development commitments, commitment such as this
annexation.
4. Simplify the Fox Grove development approval process: Carriage Parkway is the
only road access into Fox Grove until Carriage Parkway is extended south to Prospect
Road. Carnage Parkway through Clydesdale Park is currently maintained by
Clydesdale Park residents. Clydesdale Park residents should not be required to
maintain roads which the Fox Grove residents use. Annexation will solve this road
maintenance issue with the City taking over maintenance of the road. All Clydesdale
Park roads were built and have been maintained to City standards. Clydesdale Park
residents will understandably be very vocal about the City's failure to follow-through
on its annexation commitment if Clydesdale Park is not annexed when the final Fox
Grove development plans are approved.
We respectively request that the City of Fort Collins annex Clydesdale Park into the City. We
believe that the City may do this using the Annexation Agreement signed in 2001, so no
further formal request process from the Clydesdale Park homeowners is necessary.
We look forward to your consideration and ask your support of our request to be annexed into
the City of Fort Collins.

Subject: Rationale for annexing Clydesdale Park into the City of Fort Collins
Dear Board,
Clydesdale Park residents and lot owners want to be annexed.
1. Annexation petition: The Home Owners Association circulated a petition among
residents and lot owners to assess support for annexation.
2. Owners of 72% of lots signed requesting annexation: By an overwhelming
majority, the residents and lot owners in Clydesdale Park signed a petition requesting
annexation. Owners of 156 (72 percent) of the 217 lots in Clydesdale Park signed the
petition requesting annexation by Fort Collins.
3. Owners of 90% of those responding want annexation: A more telling indication of
resident interest is that owners of 90 percent of the lots who responded to the petition
signed it requesting annexation by Fort Collins. Copies of those petitions can be
provided to the Board.
Annexation has several advantages to the City.
1. Better control development in the 125/Mulberry gateway: Annexation will
consolidate and better control development around the 1251Mulberry gateway into the
City, thereby ensuring that development complements the City's gateway
development plan.
2. Better control traffic flow near the 125/Mulberry gateway: Carriage Parkway from
Mulberry down to the proposed Fox Grove development is currently maintained by
the Clydesdale Park residents through a PID and managed by Larimer County. South
of Clydesdale Park, Carriage enters City -annexed land and will eventually be extended
south to Prospect Road. Management of the entire Carriage Parkway collector road
will help the City better control gateway traffic.
