Re: Lind Project Development Plan
Dear Mr. Bleicher,
Thank you for your response to the proposed Lind PDP at the northeast corner of County Road
11 and County road 52. The City Planning Staff considers your interest and input in this matter
an important part of the City's review of this proposal, and encourage you to be involved in the
review process of this application. Additional input can made at the public hearing for this
application when it is presented for consideration. While a development application has not been
submitted to date, the property will be posted with a sign when the application is received.
Your letter raised several concerns, specifically related to current traffic and street improvements
within the area, and as a result of development of the Lind PDP. Street improvements are a
significant part of the development review process with a project of this size. The applicant will
need to demonstrate full compliance with the Larimer County Urban Area Street Standards, the
City of Fort Collins Master Street Plan and the City of Fort Collins Adequate Public Facilities
ordinance within the Land Use Code. These documents, in conjunction with a traffic study
submitted with the development application, will determine the amount of improvements that
will be necessary and the impacts to the existing roadway system.
You had also expressed concern with existing projects, and who to contact should any problems
arise. The Building and Zoning Department is responsible for the coordination and release of
building permits within the City of Fort Collins and can assist you with any questions relating to

SUBJECT: Lind Project Development Plan
I have attached a copy of the response letter to Mr. Joseph Bleicher regarding the issues raised in
his August 5, 2002 letter. The letter was a result of a neighborhood meeting held on July 31,
2002 for a proposed residential project at the northeast corner of County Road 11 and 52, known
as the Lind PDP. Joseph Bleicher is a resident in the area, and has expressed concern, as well as
several other neighbors, over traffic issues and enforcement problems in the area. While many of
the issues raised in the letter are not related to the development review process, roadway
improvements and street capacity will be a significant discussion item when the project is
submitted for review.
As proposed, the project would be processed as a Type I Administrative Review, which would
limit the approval of the project to the Administrative Hearings Officer. The Planning and
Zoning Board could consider the project if the applicant requests any modifications to the Land
Use Code. The City Council would only see this item if it were appealed (by the applicant or
neighbor). It is also possible that Mr. Bleicher, or another neighbor, may go before City Council
during the citizen comment period to express their concerns with the development occurring in
this part of Fort Collins.
