HomeMy WebLinkAboutLIND PROPERTY, 2ND FILING - FDP - 39-94E - CORRESPONDENCE - STAFF'S PROJECT COMMENTSStorm Line D crosses the 8 inch sanitary line with less than 18 inches of clearance. Please
provide approval from Boxelder District for this crossing.
Storm Line E will only have 12' clearance from water line and 1.2 feet from sanitary. This is
not ideal, but will be allowed due to the lack of alternatives. Approval from Boxelder and
Elco should be provided.
Please call out clearance between Line E1 and the water line. At a minimum a 12"
clearance should be maintained.
Please identify storm line B as privately owned and maintained.
Topic: Water quality outlet box detail
Number: 136 Created: 1 /6/2006
[1/6/06] The City has slightly changed the detail for the pond water quality outlet box.
Please use the updated detail. A copy of the CAD drawing of this detail will be emailed to
you upon request.
Be sure and return all of your redlined plans when you re -submit.
If you have any questions regarding these issues or any other issues related to this project,
please feel free to call me at (970) 221-6750.

dedication in proper format with the application fees to the City. Whether the easement is
dedicated to the City or the district the documentation will need to be provided to the City
prior to or with the mylar submittal. The city will not sign the plans until all off -site
easements are received.

Topic: Ditch Company Approval
Number: 106 Created: 2/1 /2005
[1/3/06]
[6/7/05] [2/1/05] Please provide the City with a letter showing approval from the ditch
company for releasing flows into the ditch and for building the riprap and the. outflow pipe
into the Canal No.8 ditch easement.
Topic: Grading Along the Canal No 8 Ditch
Number: 131 Created: 1 /3/2006
[1/3/06] Our master planning department will need to look at the proposed grading along
the Number 8 Canal, especially around the bend where the proposed detention pond is
located to ensure that enough right of way is left in that area that would allow the future
master planned improvements.
[1 /6/06]
Master planning has looked at the grading along the Canal, they need a distance of 50 feet
clear from the existing top of bank to any of your drainage improvements, it seems that the
top of bank is being moved east in some locations which will affect the channel capacity,
and the detention pond encroaches into this 50 feet minimum clearance.
Number: 132 Created: 1 /5/2006
[1/5/06] Clearly identify on the phasing plan with what phase each and all lines will be
constructed.
Topic: Grading Sheets
Number: 133 Created: 1 /5/2006
[1/5/06] Please note that a lot of the line work has labels on top of it. These sheets will
need to be cleaned up before they can be approved.
Topic: Storm Line Alignment
Number: 134 Created: 1 /5/2006
[1/5/06] If possible please maintain a 10 foot clearance between Lot 13 Block 8 and the
proposed storm line in Tract G.
Topic: Utility Plans
Number: 135 Created: 1 /5/2006
[1/5/06] Please label all storm sewers on the utility plans.
The proposed crossing of Storm Line Al and the proposed 12 inch water line should be
encased.

Topic: Trail
Number: 143 Created: 1 /16/2006
[1/16/06] Need to provide a design for the trail (plan, profile, curve data, and details). Since
the trail is to be built as a part of the development the design needs to be provided at this
time. The City has agreed to pay for 2 feet of the 10 foot width and the mesh and color that
is added to the trail. The maintenance of the trail will be the developers/ HOA until such
time as the trail is connected to the City trail system or a maximum of 10 years which ever
occurs first.
Number: 144 Created: 1 /16/2006
[1/16/06] A 30 foot wide Trail Easement needs to be provided for the trail. The trail should
be centered in the easement except where the trail is adjacent to the ditch road and that is
not feasible. In that situation the easement will be offset. The language for the Trail
Easement is: City Public Trail Easement and Right -of -Way for use as a bicycle trail,
pedestrian path, equestrian or other recreational use trail and reasonable accessory uses.

of the sidewalk. Make sure that is noted here and on the detail sheet CS280.
Number: 141 Created: 1/16/2006
[1/16/06] Keystone wall —need the details for this design including the structural
calculations. The wall will probably require a handrail along the top of the wall due to the
depth and proximity to the sidewalk. Was a variance routed and granted for this wall to be
within the utility easement? The installation of the wall makes the easement unusable. Are
no utilities planed to be located here? NO ties or footings for the wall can extend into the
right-of-way. Can this wall (this design) be built without ties?

[1/16/06] Where are the existing easements and right-of-way for the parcel to the east? Is
the proposed fire hydrant along Richards Lake Road within an easement? If not provide an

Number: 172 Created: 1 /16/2006
[1116/06] At the end of Thoreau need to provide an off -site utility easement (for the water

[1/16/06] Please call Wally Muscott as it appears that you are confused about Lot and Block
concept.
[6/15/05] From Technical Services: All 'Blocks" must be uniquely identified by bounds and
line type. We prefer lots numbered with no blocks.
Topic: Site
Number: 15 Created: 4/19/2004
[1 /16/06] Need to make sure that the plat and the plans match. Lot and/or tract number will
probably change as the current Block layout and labeling does not meet the intent of the use
of block labeling.
[6/15/05] [4/19/04] Please label all tracts. The tracts that are labeled do not match the plat.
Easements do not match the plat.

[1/16/06] Bowside —What is the centerline curve information?
Number: 157 Created: 1 /16/2006
[1/.16/06] Bowside - Have a sump vertical curve where the grades will be less than .5%.
This should not be designed as a vertical curve, but straight grades of .5% should be used
to tie into the inlet. See 7.4.B.4.c. I have attached a detail in the detail section that identifies
out that at sumps no less than a .5% grade should be provided — that will be used in
conjunction with the other vertical curves. In this situation though because you are at
minimum grades going into the curve no curve can be used.

[1/16/06] Susan verified she waived the 500 foot off -site design requirement for Thoreau.
This variance needs to be noted on the cover sheet under variances granted?
Number: 147 Created: 1 /16/2006
[1/16/06] Street Plan and Profile sheets — need to work on the scanability of these sheets.
It would probably help some if you turned off the water and sewer layers as there would be
fewer lines for the text to conflict with. Keep the storm lines on the plans as it shows where
the inlets are and that system works. Need to make sure the station numbers and other text
and information are readable and not overlapping.
Number: 148 Created: 1 /16/2006
[1/16/06] By,choosing to provide centerline and flowline stationing rather than just using
centerline stationing for the flowline profiles you need to provide x-sections of the streets in
at least the following locations beginning, middle and end of any horizontal curve. Some x-
sections were provided on separate sheets as exhibits. This information needs to be
included in the plan set, so that a record of the design is maintained. Additional x-sections
need to be provided for Thoreau — beginning, middle and end of horizontal curve.

[1/16/06] Offsite easements need to be provided. Please note that as of January 1, 2006
there is now a processing fee for each easement needed and submitted for processing. For
easement dedications this is $250 for each easement and for vacations this is $400 for each
easement. The fees will apply to this project and the easements to be submitted since they
will be submitted after the first of the year. Appears that the following off -site easements are
needed: grading and construction easements, drainage easement, temporary turnaround
easement, drainage, grading and utilty easement and maybe a utility easement.
[6/14/05] Offsite grading and construction easements required from Filing One and Filing
Three. Please provide legals and exhibits for verification and then you'll need to record
them. The grading around the detention pond in Filing One can be handled as a revision to
Filing One plans. Grading offsite to the east of Filing Two will require offsite grading and
construction easements from that property owner.
[1/27/05] Easements need to be recorded for any offsite improvements and the reception
number needs to go on the plans.
[5/25/04] [4/23/04] Please provide letters of intent from the ditch company and/or other
property owners for offsite grading in order to go to hearing. The actual easement can be
provided during final compliance.
