Department: Zoning Issue Contact: Gary Lopez
Topic: zoning
Number: 6 Created: 4/7/2004
[4/7/04] Don't include single family detached elevations in final submittal for recording in event these might change.
Single family detached elevations are not necessary as the LUC will dictate garage standards, etc.
Number: 7 Created: 4/7/2004
[4/7/04] New LUC change recently added was 3.8.26 requiring buffering requirements for (in this case) heavy
industrial/extraction with proposes well. While refers to existing such development we may want to see buffering
standards met with the proposed oil well.
Number: 8 Created: 4/7/2004
[4/7/04] Related to proposed oil well LUC 3.8.14 requires preemption uses (heavy industrial in LMN) be reviewed as a
type 2 review. The future well development will require this review.
Red -line drawings are available at the Current Planning front desk. Be sure and return all of
your redlined plans when you re -submit.

[4/23/04]
Please note that these comments are for a final submittal:
Sediment/Erosion Control Plan Comments
Lind Property 2nd Filing
April 12, 2004
1. There are no erosion control notes, plans, calculations, etc. Please provide.
At preliminary a section should be included in the report mentioning that erosion control final calculations shall be
provided with a final submittal. It should also describe in general what BMP measures are envisioned at this time.
Topic: Grading
Number: 50 Created: 4/23/2004
(4/23/041
Any off -site grading would require grading easement.
Please avoid rear yard swales whenever possible
If drainage is directed between lots from other upstream lots, then a side yard drainage easement should be provided at
the downstream lots.
Topic: Master Plan Regional Channel
Number: 51 Created: 4/23/2004
14/23/04] Pond location and trail should be coordinated with future parallel swale carrying storm runoff from upstream
basins. Location of swale should be in line with what was reserved for the Maple Hill property. The City does not
intend to build any of these improvements in the near future but would want to have the right of way reserved for such a
long-term future improvement. The ditch should carry about 715 cfs at County Road 52 according to the Cooper
Slough/Boxelder master plan.
Topic: Pond Location
Number: 21 Created: 4/20/2004
[4120/041 The location of the detention pond in the northeast corner of the site should make sure that it does not
preclude the future construction of a parallel drainage channel adjacent to the ditch. Separation from the ditch to the
pond shall be such that a channel or a storm sewer capable of carrying 715 cfs can be accommodated between the
existing ditch and the proposed pond location.
Topic: Utility Plans
Number: 23 Created: 4/20/2004
[4/20/041 Please provide more detailed preliminary utility plans. It would be good if the grading information layer was
turned off on the utility plan sheet.
Number: 52 Created: 4/23/2004
14/23/04] At final a larger scale is recommended for the utility plans.
Please clarify on the utility plans which facilities are to be built with the first filing and which are to be built with the
second or any future filings. The final plans should clearly call out the limits of what gets built with this particular filing.
Department: Traffic Operations
Issue Contact: Ward Stanford
Topic: Traffic
Number: 39 Created: 4/23/2004
[4/23/04] TIS indicates a LOS of E in the short term at Vine and Lemay. This is a failing condition at this intersection.
Some level of improvements are required to mitigate the LOS back to an acceptable level, per the APF code
requirements.

[4/19/04] Incomplete submittal. Only received sheets 1 and 2. Please resubmit sheets 1 through 7 for review on the
next round.
Number: 13 Created: 4/19/2004
[4/19/04] The question was asked in staff review if the Site and Landscape plans could show the contours. We
discussed it internally and it was decided that yes, the site and landscape plans could show contour lines as long as a
note was placed on the sheets stating that if there is a conflict between the site/landscape/utility plans, then the utility
plans prevail (something to that effect).
Number: 15 Created: 4/19/2004
[4/19/041 Please label all tracts. The tracts that are labeled do not match the plat.
Topic: Soils Report
Number: 28 Created: 4/21 /2004
(4/21 /04] Please provide another copy of the Soils Report (this can be done any time from now through final
compliance). We have a copy in the 1 st filing file but we need another for the 2nd filing file (the files need to be
complete in and of themselves). Thanks very much!

[4/1/04] All electric facilities must be shown on the utility plans. This includes electric line locations, vaults, streetlights,
meters, etc. Contact Monica Moore (224-6150) to coordinate the electric design.
Number: 3 Created: 4/1 /2004
[4/1/04] Streetlight locations must be shown on both the landscape plan and the utility plan. A streetlight layout can be
provided upon request. Street trees must maintain minimum clearances to streetlights. (15ft from ornamental trees
and 40ft from shade trees.)

[4/20/04] For a preliminary submittal the level of the calculations is adequate. Additional information will be required
upon final plan submittal including street, inlet and storm sewer hydraulics.
Detention pond calcs look like they are conservative, final design should be done using more detailed SWMM modeling.

(4/21/04] Rear access only off lots 3-6, block 6 at the roundabout, possibly even lots 2 and/or 7. A statement on the
plat and site plan to this effect is required. See table 7 for separation distances from driveways to intersections.

Number: 42 Created: 4/23/2004
(4/23/041 This project is responsible for the design of the ditch crossing at Brightwater as well as their 1/2 of their local
street portion. This project may elect not to construct the crossing at this time, but rather put up the dollar amount of
those improvements instead. An estimate for the improvements must be submitted for the city's review and approval
and then the dollar amount will then go into the DA as a contribution in aid to be paid prior to the issuance of the first
building permit.
Number: 43 Created: 4/23/2004
[4/23/04] This project is required to construct a pedestrian crossing in lieu of an additional street connection to the
east. Please see comment under Planning/Alternative Compliance.
Number: 44 Created: 4/23/2004
[4/23/04] Please provide letters of intent from the Ditch Company and/or other property owners for offsite grading in
order to go to hearing. The actual easement can be provided during final compliance.
Number: 48 Created: 4/23/2004
[4123/04) The sidewalk from Tract L to Brightwater should line up with the ramp across the street at the proposed street
cut. The sidewalks coming from the east at Tract G should line up with a ramp across the street. Suggest moving the
ramp proposed on the south side to the north side. You can move the one storm inlet at Bowside to the south and
eliminate one manhole as well.

[4/23/04] Show all utilities and easements (sight, utility, etc).
Topic: Plat
Number: 16 Created: 4/19/2004
[4/19/04] Please provide a tract table listing the tracts, what they are for, who owns and who maintains. This may be a
little more clear than labeling each one within the tract itself and making the tract a little less crowded. Not all tracts are
currently labeled with what they are for. Should tracts G and H have access easements? See redlines for other Q's.
Number: 18 Created: 4/19/2004
(4/19/04] Please label adjoining properties.

Staff has reviewed your submittal for LIND PROPERTY 2ND FILING PDP - TYPE 1, and we
offer the following comments:
ISSUES:
Department: Current Planning Issue Contact: Bob Barkeen
Topic: Pond Location
Number: 24 Created: 4/20/2004
(4/20/04] The neighborhood Center within the project needs to begin taking shape. Permitted uses will need to be
identified, building footprints based on allowable setbacks, parking locations, drive cuts, utilities stubbed to the site, etc.
The center shouldn't be final designed. Ideally, enough information should be included consistent with PDP level of
review, to allow future uses to be processed as a minor amendment.
Number: 25 Created: 4/20/2004
[4/20/04]The adjacent ditch should be shown on the PDP site plan.
Number: 26 Created: 4/20/2004
[4/20/04] Fence locations will need to be shown on the site/landscape plan, consistent with the legend shown on the
PDP.

[4/19/04) See Appendix E6 for all scanning requirements and bring the plans sets into conformance.
Number: 19 Created: 4/20/2004
[4/20/04] Sight distance easements are required at Galewind, Bowside, and the alley at Beachcomber. Please see
redlines on sheets CS503, 505, and 506 and figure 7-16 to properly calculate. All sight distance triangles need to be
dedicated on the plat, shown on all utility, site, and landscape sheets.
Number: 20 Created: 4/20/2004
[4/20/04] Please complete the new Appendix E4 and submit with the next round of review. All the highlighted items
need to be complete before going to hearing. I can email this document if you'd like - just send a request to me at

[4/21/04] Don't plat the curb returns in Tract M unless they are being built with this filing. At such time the street
configuration changes in the future, a replat and revisions to utility, site, landscape plans can be submitted.
Number: 32 Created: 4/21 /2004
