Comments are listed in the "Staff Project Review" dated April 27, 2004. Comments 39, 40, and 45 pertain to the cited TIS. 39. The short range analysis contained in the TIS used the maximum practical geometry at the Lemay/Vine intersection. It included eastbound and westbound left -turn lanes on Vine Drive and elimination of the northbound and southbound left turns in the peak hours. Additional geometry to eliminate the E and F levels of service is not practical. The railroad crossing and limited right-of-way create physical constraints. Since this intersection will be replaced by grade separation in the future, expenditure of public or private funds to "fix" this intersection is not prudent. It is respectfully requested that a waiver of the adequate public facilities code be granted. 40. Roundabout analyses were performed at the Mountain View/ Timberline intersection, the Country Club/CR11 intersection, and the CR52/CR11 intersection. It is my understanding that these roundabout analyses meet the criteria of the City Code. 45. The long range geometry was analyzed in a previous traffic impact study. Figure 1 shows the long range geometry at the key intersections. If staff has any questions regarding these issues, do not hesitate to contact me.
