There were six arterial/ arterial intersections that were included in the TIS: Vine/Lemay, Z W o Vine/Timberline, Timberline/Mountain Vista, Mountain Vista/CR9, CR11/ U x Country Club, and CR11/CR52. Staff indicated that the Vine/Lemay and N r a Vine/Timberline intersections did not require analysis due to the N complications caused by the proximity of the railroad tracks. The N other intersections were not analyzed as roundabouts in the TIS, since they were shown to operate acceptably with conventional stop sign control. This memorandum provides the roundabout analysis at these intersections. Appendix. A contains Figure 7, Short. Range (2006) Total Peak Hour Traffic from the cited TIS. The marked intersections were analyzed as single lane roundabouts using the 2000 Highway Capacity Manual. This technique does not/.alculate level of service of or delay to the entering traffic. Instead, it provides a volume/capacity (v/c) ratio for'each erit"ering leg. The capacity is W expressed as an upper and lower bound. Table 1 shows the results of the roundabout analyses at the subject intersections. Calculation (L z forms are provided in Appendix B. As single lane roundabouts, all o: of these intersections will operate acceptably. Since the entering Zvehicles on all legs of a roundabout are typically not stopped, the V a vehicle emissions at a roundabout are less than that at a stop sign Z controlled intersection. Accidents at roundabout.intersections are J less severe than those at conventional intersections. If roundabouts (J Z O are built at any of these intersections, additional right-of-way will a likely be required at all four quadrants of the intersection odepending upon the ultimate design. This right-of-way requirement a. could have a negative impact on the existing homes in the area, Z particularly at the CR11/Country Club and CR11/CR52 intersections. a 5cc cc Since this is a developing area of Fort Collins, roundabout design is premature at this time. It is recommended that these intersections have stop sign control. If the City desires to pursue LL LL roundabout control in the future, right-of-way reservation/dedication a be considered.
