Traffic (Erik Bracke) • The intersection of Vine and Lemay currently has APF issues. Although the intersection is currently operating at acceptable levels of service, the LOS is expected to drop considerably as approved developments are constructed. The Wal-Mart shopping Center, Waterglen, Waterfield, Lind, etc. all will have impact on the intersection. Any new development within a 1-mile radius of the intersection will need to prepare a Transportation Impact Study that clearly addresses the capacity issues of the intersection. Show the ELCO water lines on the utility plans to avoid utility conflicts. • The water conservation standards for landscape and irrigation will apply to the project. • Development fees and water rights will be due at time of building permit. • There is also a water main repay due for the 24-inch water main in Lemay. 5. Engineering (Katie Moore) • Street oversizing fees (contact Matt Baker), multi -family $1,120.00/du, townhome $ 996.00/du • Transportation impact study (contact Eric Bracke & Transportation Planning) • Dedication of Right -of -Way and Easements, Lincoln = 4 lane (115' ROW) and 2-lane (84'ROW). Lemay will be 4-lane. • Utility Plans, Development agreement, DCP and Plat required. • Impacts to CDOT/County Access Plans and or Corridor Plans (yes, Mulberry Corridor) • Coordinate Utilities • Suggest design scoping meeting, repair/replace any damaged curb, gutter, sidewalk, required alley improvements and underground any existing overhead utilities. • Any public imrovements must be built according to LCUASS such as: - use existing designs for Lemay alignment for ROW location - design Lincoln, City has only conceptual design for future alignments need 2 points of access access spacing — 660' on arterial streets per LUC including street connectivity standards private drives, not alleys share access with bank property Street intersection location on Lincoln needs to work in interim and final and with T- intersection on Lincoln/International Blvd. Collector street on MSP along north side of site Local street spacing from Lemay too close APF standards for LemayNine intersection (check with Eric Bracke) 6. Transportation (Dave Avril) • 41/2' detached sidewalks • Collector street crosses NE corner of site on MSP not shown on plans • Secure bike areas • Provide pedestrian connections to Lemay near Bank site • TIS required Conceptual Review Comment Letter Page 3 • This entire site is in the Poudre River 500-year floodplain and the southeast corner is in the revised Dry Creek 100-year floodplain fringe. As such, no critical facilities are allowed on the entire property. In the Dry Creek 100-year floodplain fringe, all residential structures must have the lowest floor (including basement or crawl space) elevated 18 inches above the 100 year base flood elevation (which means no basements). If commercial development is proposed in the floodplain fringe, it can be flood proofed instead of elevated. Please contact Marsha Hilmes-Robinson (224- 6036) for all the floodplain requirements and the Floodplain Use Permit that is required. • Since the Lincoln St. channel is already undersized Larimer County is requiring that this site use temporary retention at two times the detention volume that can be discharged into the channel after the storm has passed and the ditch flows have receded. • There is an existing 36 inch storm sewer that runs north south through the middle of the site that can be used as an outlet and there is an existing easement for the pipe. • This site is on the Stormwater inventory map 10G. 3. Light & Power (Alan Rutz) • Normal development charges • North of Lemay, power from west side (SW corner) • Alley units questionable for utility access, need large truck access to front of buildings • Need utility plan • Meters should be grouped together on buildings • Pad mount transformers 4. Water/Waste Water (Roger Buffington) • Ex. Mains: 24-inch water in Lemay, 8-inch water in Lincoln; 10-inch sewer in N/S alignment through site • Revise the layout of the site to eliminate the conflicts between the buildings and the existing sanitary sewer. • Provide a 30-foot easement for the sewer line. John Prouty, President September 2, 2003 Dear Mr. Prouty, A Conceptual Review Meeting was held on August 25, 2003 to review the Lincoln and Lemay (Preliminary Site Plan - Multi -Family Project) presented by your Company. This letter represents the compilation of staff comments discussed at the meeting, along with additional comments received by other staff not present. The Applicant made a brief presentation. The proposed project is located on the northeast corner of Lincoln and Lemay Avenues comprising approximately 15 acres. The preliminary site plan shows multi -family residential on a majority of the site, including new street right-of-way, and stormwater detention. Building and Zoning (Jenny Nuckols) • The proposed project is located within the East Mulberry Corridor Plan, is inside the City Limits and zoned Medium Density Mixed -Use Neighborhoods (MMN). • This project will administered as a Type I Review. • With tandem garages, required 1 parking space per unit. • Need Bicycle Racks per LUC Section 3.3.2. • Need Landscape Plans and Elevations, show trash enclosures. 2. Stormwater (Glen Schlueter) • This site is in the Dry Creek drainage basin where the new development fee is $5,000.00/acre, which is subject to the runoff coefficient reduction. • A drainage and erosion control report and construction plans are required and they must be prepared by a Professional Engineer registered in Colorado. 281 North College Avenue • P.O.
