[6/23/05] The width of the 9 unit and 8 unit buildings is shown on the site plan. What are
the depths of those buildings?
Number: 6 Created: 6/23/2005
[6/23/05] Show the distance from the buildings to at least 1 lot line.
Number: 7 Created: 6/23/2005
[6/23/05] The typical parking stall width is shown. But I don't see the parking stall length(s)
shown. Also, need to show the dimension of the various drive aisles. Some are shown,
some aren't. For instance, what are the drive aisle widths in the parking lot between building
D and F?, and the parking lot serving buildings A, B, and C?, etc.
Number: 8 Created: 6/23/2005
[6/23/05] The trash enclosure symbol shown on the legend doesn't seem to match anything
on the site plan. I believe some trash enclosures are shown, but what's shown on the site
plan doesn't match the symbol in the legend. Please clarify.

Topic: Stormwater
Number: 51 Created: 7/7/2005
[7/7/05] The retention ponds can not be located in the future right-of-ways of Lemay and
Lincoln. The assumption that the retention ponds will not be needed once the future Lincoln
and Lemay alignments are constructed is invalid. These retention ponds will be needed
until the outfall situation in the County is fixed, which could be long after these road
improvements are completed. Please provide all retention ponds on site and out of any
future right-of-ways for the interim and ultimate conditions.
Number: 52 Created: 7/8/2005
[7/8/05] The retention ponds seem to be oversized, especially ponds 3A and 3B. A meeting
is needed to discuss the sizing of these ponds.

[7/6/05] Appropriate ROW should be dedicated for Lemay (4 In Arterial), Lincoln (4 In
Arterial), International (2 In Arterial), and Buckingham St./Duff Dr. (2 In Collector).
Number: 43 Created: 7/6/2005
[7/6/05] Ultimate plans need to show completion of streets and frontage improvements. 6'
detached sidewalks along Lemay, Lincoln, and International frontages; and a 5' detached
sidewalk along Duff Dr.

Department: Light & Power Issue Contact: Doug Martine
Topic: Electric facilities
Number: 1 Created: 6/21/2005
[6/21/05] The developer will need to coordinate power requirements and locations for pad
type electric transformers for the office buildings with Light & Power Engineering (221-6700).
Number: 2 Created: 6/21 /2005
[6/21/05] The electric meters for the residential buildings will need to be 'ganged' together
on one end of each building. Gas meters are encouraged to be on the opposite end from
the electric meters. Many water services will need to be separated to be to the middle of
each building. This will provide locations for gas and electric services and meters. A utility
coordination meeting is encouraged.
Number: 3 Created: 6/21 /2005
[6/21/05] The electric development charges could be reduced by approximately $200.00 per
dwelling unit if the developer chooses pad type transformers placed behind the sidewalk
instead of the usual vault type transformers. Although currently not available, this option is
anticipated to become available for electric installations after 1-1-2006. In order for this
option to be possible, the front lot easements will need to be increased from 9 ft. to 11 ft.
wide.
Topic: Landscape Plan
Number: 4 Created: 6/21 /2005
[6/21/05] A streetlight plan was sent to Ted Shepard via inter -office mail on 6-21-05 to be
forwarded to the applicant. These lights will need to be shown on the landscape plan and
street tree locations will need to be adjusted to provide 15 ft. minimum clearance between
the trees and lights (15 ft. if the tree is an ornamental).

[7/6/05] Photometric site plan does not match submitted site plan - revise photometric to
match proposed site plan. Parking & drive areas for Office/retail require min of 1.Ofc. LUC
also requires min of 1.0fc for building surrounds on non-res. Watch for separation between
mature size of plant materials and light fixtures.

Floodplain Comments
July 5, 2005
1. Please see the 50% and 100% floodplain checklists for the items needed on the plans
and in the drainage report.
2. Please include all required notes (see checklists)
Page 4
[6/24/05] Instead of the 26' interim asphalt connections, please provide 36' with 4' of gravel
shoulder to help maintain better maintain the pavement edge and allow for a three lane
cross section at both Lincoln and Lemay in the interim condition (see ID#25).
Number: 25 Created: 6/24/2005
[6/24/05] With the ultimate connection of Forbes Drive to Lincoln Avenue, please widen out
Forbes Drive to 36' which helps ensure a more comfortable three lane cross section at the
intersection. With Fitzgerald being limited to right -in right -out there isn't as much of a
concern with the width at the intersection.
Number: 26 Created: 6/24/2005
[6/24/05] 1 can coordinate a utility coordination meeting, which appears to be a likely
request given the layout.
Number: 28 Created: 6/24/2005
[6/24/05] Additional new comments are likely regarding designs of Lemay, Lincoln, and
Buckingham when provided in the submittal. Another round of review is required. There is a
general concern in that the onsite plans were designed without any information on these
surrounding streets to review against.
Number: 54 Created: 7/8/2005
[7/8/05] The developer will be required to fund their local street portion costs of Lemay and
Lincoln. Included in these costs should be tree relocation costs as noted in ID#10.
Topic: Landscape Plan
Number: 10 Created: 6/24/2005
[6/24/05] The landscape plans specifies deciduous trees along Fitzgerald and Forbes in the
interim condition. With these trees mostly being located in the future realigned Lemay and
Lincoln, there is concern about having to relocate the landscaping. We will however support
the use of ornamentals instead of deciduous tree species in these areas. A note on the
landscape plans should be placed noting that these particular trees will be relocated with the
realignments of Lemay and Lincoln.
Number: 53 Created: 7/8/2005
[7/8/05] The landscape plan specifies I.D. signs along Forbes and Fitzgerald. These cannot
be located in present and future realigned right-of-way for Lincoln and Lemay.
Topic: Plat
Number: 14 Created: 6/24/2005
[6/24/05] The designation of realigned Lemay and Lincoln right-of-way as Tracts A & B
respectively is required to be changed from tracts to right-of-way. We will not support the
application if the plat leaves these areas as tracts.
Number: 15 Created: 6/24/2005
[6/24/05] The 10' Qwest right-of-way easement needs to also be incorporated as right-of-
way for Lincoln.
Number: 24 Created: 6/24/2005
[6/24/05] Provide the standard sight distance easement restriction language on the plat.
Page 3
[6/24/05] Ensure that a plat is included and indexed in the construction plan set (can be
done at time of mylars).
Number: 16 Created: 6/24/2005
[6/24/05] The interim connection of Forbes to Lincoln requires the dedication of an access
easement on the plat for the area that crosses a drainage easement.
Number: 20 Created: 6/24/2005
[6/24/05] Becca Lane has a street centerline radius that is 125', which does not meet
minimum LCUASS requirements.
Number: 21 Created: 6/24/2005
[6/24/05] The ultimate connections of Fitzgerald and Forbes with Lemay and Lincoln
respectively seem to be shown incorrectly as it appears the curb returns occur before the
detached sidewalk instead of after. Also, why do the ultimate plans omit completion of the
streets (without curb, gutter and sidewalk)?
Number: 22 Created: 6/24/2005
[6/24/05] The construction plans needs to show offsite design for Lemay and Lincoln at
1000' in each direction and Buckingham at 500' in each direction from the portions that abut
the property. A copy of the realigned alignments is attached. The vertical offsite design
should include centerline existing and proposed profiles (as done with the onsite plans).
Number: 23 Created: 6/24/2005
[6124/05] With the offsite designs, noted in the previous comment, please show the sight
distance easements on these drawings to show how the easements were calculated.
Number: 27 Created: 6/24/2005
[6/24/05] With the centerline profile of the street turn at Santiago Lane with Fitzgerald Drive
remaining a constant .6%, is there a resulting steepening on one side and reduction on the
other of cross slopes around the street turn that exceed/don't meet City criteria?
Topic: General
Number: 12 Created: 6/24/2005
[6/24/05] The drawings show access ramps at intersection that meet at the "corner'. Please
provide directional ramps at these locations instead.
Number: 13 Created: 6/24/2005
[6/24/05] The drawings do not reflect the extension of Buckingham which would cut across
the northeast corner of the site. All the drawings need to reflect this.
Number: 17 Created: 6/24/2005
[6/24/05] The retaining wall shown on the southeast corner of the site is within a sight
distance easement which is not allowed.
Number: 18 Created: 6/24/2005
[6/24/05] The use of retention ponds in Lincoln Avenue right-of-way is of concern to
Engineering and will not be supported.

Staff has reviewed your submittal for LINCOLN MIXED -USE PDP, 1110 E LINCOLN - TYPE
II, and we offer the following comments:
ISSUES:
Department: Current Planning Issue Contact: Cameron Gloss
Topic: Architecture
Number: 49 Created: 7/6/2005
[7/6/05] The proposed office buildings appear to be virtual replicas of offices constructed
within the Landings, along Cameron Drive and Boardwalk Drive. Advance Planning urges
the applicant to consider using a different architectural treatment that would reflect the
character of this area instead of matching what has been constructed in other parts of the
community.
Department: Current Planning Issue Contact: Pete Wray
Topic: General
Number: 39 Created: 7/5/2005
[7/5/05] Landscape areas need to meet minimum requirements between edge of property
boundaries and proposed parking facilities, streets and drive isles.
Number: 40 Created: 7/5/2005
[7/5/05] A buffer transition should be provided between residential buildings and adjacent
industrial uses, including sufficient landscaping to screen views of industrial park area.
Department: Current Planning Issue Contact: Cameron Gloss
Topic: Integration with Existing/Future Uses
Number: 29 Created: 7/4/2005
[7/4/05] How does the development plan form a "transition and link between surrounding
uses" (in this case, industrial -zoned properties to the east and north)? Except for the single
street connection at Forbes Drive, the development plan appears to be an isolated pocket of
residences with little or no direct physical relationship with surrounding parcels and uses.
This runs counter to the stated intent for the districts to "form an integral, town -like pattern of
development, and not merely a series of individual development projects in separate zone
districts"
Could there be an opportunity to work with the abutting property owners to the north and
east to develop the triangular shaped parcels immediately abutting the subject property that
would help to make this land use transition?
